A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ACCEPTING FUNDS FROM THE MEBO PROJECT
DEVELOPMENT REGIONAL CENTER FOR THE 2016 CITY OF LAKE
ELSINORE FIREWORKS SPECTACULAR
WHEREAS, Dr. Rongxiang Xu, passed away in spring 2015; and,
WHEREAS, Dr. Xu has supported positive growth in the City of Lake Elsinore for many years;
and,
WHEREAS, Mebo Project Development Regional Center has been a member of the Lake
Elsinore community, and has supported the July 4th Fireworks Spectacular in the past with a
donation to increase the show for special occasions within their organization; and,
WHEREAS, Mebo Project Development Regional Center wishes to celebrate the life and
accomplishments of Dr. Xu both within Lake Elsinore and throughout the world; and,
WHEREAS, the Mebo Project Development Regional Center wishes to donate towards
enhancing the 2016 July 4th Fireworks Spectacular.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, RESOLVES,
DETERMINES AND ORDERS AS FOLLOWS:
SECTION 1. The Council finds and determines that the foregoing recitals are true and correct.
SECTION 2. The Council hereby directs the Director of Community Services to establish a
separate fund entitled the "Mebo Project Development Regional Center Donation Fund."
SECTION 3. The Director of Community Services is further directed to request that the Mebo
Project Development Regional Center transfer a donation of $15,000 (fifteen thousand dollars)
for the above - referenced July 4th Fireworks Spectacular to the City of Lake Elsinore and that
such funds be deposited in the Mebo Project Regional Center Donation Fund.
SECTION 4. Funds set aside in the Mebo Project Development Regional Center Donation
Fund shall only be used as follows:
For the purpose of enhancing the fireworks show scheduled for Monday, July 4,
2016, by extending the original show by approximately ten minutes in honor of
Dr. Xu.
SECTION 5. The Council hereby directs the City Manager to accept the donation and fund the
enhanced fireworks show.

SECTION 6. This Resolution shall take effect from and after its adoption.
PASSED AND ADOPTED at a meeting of the City Council of the City of Lake Elsinore,
California, on the 31 It day of May, 2016.
