ROLL CALL LAKE - ELSINORE ORG (951) 674 -3124 PHONE CULTURAL CENTER 183 N MAIN STREET LAKE ELSINORE, CA 92530 Cultural Center PRESENT: Chairman Stewart, Vice Chairman Ross, Commissioner Gregory, Commissioner Hyland, and Commissioner Sund ABSENT: None ALSO PRESENT: PSAC Clerk Nicole Dailey, Planning Commissioner Tim Fleming PRESENTATIONS SCE "All Hazards Plan" and Preparations for El Nino As part of the City's efforts for Storm Watch, Jeremy Goldman, Government Affairs Representative with Southern California Edison provided a brief overview about their efforts to be prepared and how residents can stay informed. PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES There were no members of the public appearing to speak. CONSENT CALENDAR ITEMS) City of Lake Elsinore Page 1 Public Safety Advisory Commission Meeting Minutes January 20, 2016 It was moved by Vice Chairman Ross, seconded by Chairman Stewart, and unanimously carried, to approve the Consent Calendar. 1) Approval of Minutes from December 16, 2015 2) Financial Report as of January 2016 Receive and file. 3) Approve Quarterly Report to City Council - 4th Quarter 2015 BUSINESS ITEM(S) 4) Approve Changes to Ordinance Chapter 9.96, 8.40 and 8.44 to Allow Increased Recreational Opportunities on the Lake It is recommended that the Commission discuss and approve proposed changes to the Lake Use Ordinance, Chapter 9.96, Parks & Beach Ordinance, Chapter 8.40, and Fishing Ordinance, Chapter 8.44 of the Lake Elsinore Municipal Code (LEMC) for consideration by the City Council and in order to expand recreational opportunities on the lake. PSAC Clerk Dailey provided the staff report regarding the latest revisions to the Lake Use Ordinances. Appearing to speak to share their concerns were: Pete Dawson, Steve Fisher, Natalie Ulrich and Douglas Norfolk. Vice Chairman Ross discussed the potential cost for increased patrol to stop /reduce illegal launching; expressed concern with the need for increased enforcement due to these changes; thanked staff and the public for their comments; and emphasized his concern with allowing alcohol on the beaches. Chairman Stewart spoke in favor of reduced restrictions of alcohol on the beaches; and stated the need for more trash cans if it was allowed. Sergeant Kaas provided his insight and concerns regarding alcohol. Commissioner Hyland expressed concerns with adding dining options around the lake. Chairman Stewart highlighted the importance of community involvement and input. It was moved by Commissioner Gregory, seconded by Commissioner Hyland, and unanimously carried, to direct staff to gather additional community input before bringing this item back to the Commission in February for final consideration and approval. City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes January 20, 2016 5) Review and Approve Changes to the City of Lake Elsinore's Weed and Rubbish Abatement Prograrn It is recommended that the Commission review, discuss and approve the proposed amendments to Chapter 8.18 of the Lake Elsinore Municipal Code regarding Nuisance Abatement. PSAC Clerk Dailey provided a brief description of the Staff Report. Appearing to speak to share their concerns were: Tim Fleming, Greg Smith, Adrianne Smith and Douglas Norfolk. Commissioner Sund stated that if someone buys a property in Lake Elsinore they should be held responsible for taking care of the property. It was moved by Vice Chairman Ross, seconded by Commissioner Gregory, and unanimously carried, to approve the changes to the City of Lake Elsinore's Weed and Rubbish Abatement Program. SUBCOMMITTEE REPORTS Chairman Stewart shared that the Lake Use Ordinances are the result of the work the Lake Use Subcommittee did with staff. PSAC Clerk Dailey stated that there is a Riverside Transit Authority (RTA) T -Now Meeting on January 27th and that RTA has completed the installation of a new bus shelter at the bus stop located at the Outlets at Lake Elsinore. STAFF COMMENTS PSAC Clerk Dailey shared that another 19 road segment speed surveys were just approved by the City Council at the last meeting; addressed the traffic engineers findings for the Commission's questions regarding a Macy and Grand Avenue traffic signal; asked Commissioner Hyland to let the Traffic Engineer know how to proceed with the traffic concerns regarding her neighborhood; updated the Commission regarding the City's efforts to join with other cities to look at the potential of a JPA agreement with other cities for law enforcement; introduced the City's new Healthy LE program; and announced efforts regarding the new City app, Alert LE. COMMISSIONERS' COMMENTS City of Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes January 20, 2016 Commissioner Sund thanked everyone for attending. Vice Chairman Ross recognized City staff; highlighted his presentation as a panelist at a local Storm Watch event; stated that he is excited about the Healthy LE program; and thanked everyone for a very productive and informative night. Commissioner Gregory thanked everyone for the kind words on the passing of his Mother -in -Law; commented on getting the word out to get more people involved in what the Commission is doing; recommended reaching out to Lakeland Village regarding Lake Use; and reminded everyone to be vigilant and safe on the roadways this winter. Commissioner Hyland said she was impressed by the people that came tonight; and added that Flood Control is working hard and she is glad to see Flood Control taking care of our community. Chairman Stewart thanked everyone and expressed that he was glad to have Commissioner Gregory back. ADJOURNMENT There being no further business to come before the Commission, Chairman Stewart adjourned the regular meeting at 8:40 p.m. to the next regular meeting to be held at 6:00 p.m. on Wednesday, February 17, 2016 at the Cultural Center located at 183 N.
