Chairman Stewart called the meeting to order at 6:02 p.m.

Chairman Stewart presented Fire Captain Joe Taylor and Fire Apparatus Engineer Sean
Curtis with Certificates of Appreciation for their heroic service on January 3, 2016 at Serenity
Park.

CONSENT CALENDAR ITEMS)
It was moved by Commissioner Gregory, seconded by Commissioner Hyland, and
unanimously carried, to approve the Consent Calendar.
1) Financial Report as of February 2016
Receive and file.
2) Month fy Fire Report

3) Approve Changes to Ordinance Chapter 9.96, 6.40 and 8.44 to
Allow Increased Recreational ODoortunities on Lake
Elsinore and the surroundinq beaches
It is recommended that the Commission review, discuss and approve proposed
changes to the Lake Use Ordinance, Chapter 9.96, Parks & Beach Ordinance,
Chapter 8.40, and Fishing Ordinance, Chapter 8.44 of the Lake Elsinore Municipal
Code (LEMC) for consideration by the City Council and in order to expand
recreational opportunities on Lake Elsinore and the surrounding beaches.
PSAC Clerk Dailey, gave a brief presentation regarding the proposed changes to the Lake
Use Ordinances.
Appearing to speak to share their concerns were: Pete Dawson, Pam Ayres, Nancy
Hunzeker, Terry Prijatel and Douglas Norfolk.
Commissioner Hyland requested a list of all volunteers of LEMSAR members.
Chairman Stewart stated that the City's overall goal is to improve the water quality of the lake
and invited more feedback from the community.
Vice Chairman Ross stated that other agencies and authorities have rules and regulations in
place and we should make reference to those.
Commissioner Gregory mentioned issues with semantics and safety; he asked for a more
thorough legal review.
Motion by Chairman Stewart, seconded by Vice Chairman Ross, and unanimously carried, to
approve the changes to the ordinances amending Chapter 9.96, 8.40, and 8.44 of the Lake
Elsinore Municipal Code.
4) Traffic Update from City Traffic Engineer
It is recommended that the Commission review and make recommendations
regarding various proposed traffic related projects. All projects are dependent on
funding availability.

PSAC Clerk Dailey introduced the item and Traffic Engineer Libring presented the staff report.
Appearing to speak was Jeanette Atwood.
Motion by Commissioner Gregory, seconded by Commissioner Sund, and unanimously
carried, to receive and file the report.
SUBCOMMITTEE REPORTS
PSAC Clerk Dailey stated there has not been any recent activity in regards to the
subcommittees.
STAFF COMMENTS
PSAC Clerk Dailey stated that staff is preparing content for the website for the Neighborhood
Traffic Management program as approved by the Commission; the Vial of Life program is still
underway and the city has received all of the necessary supplies; Animal Friends of the
Valleys received an approval for an increase in funding from their current budget; and the City
held two fish stocking in February and is planning for two more in April.
Audrey Young, Management Analyst, stated there will be a "How to Build a Healthy Plate"
workshop on March 18, 2016; invited Commissioners to attend the monthly Healthy LE event
on the last Saturday of every month; and reminded the Commissioners and the community to
visit the Healthy LE Facebook page for more information.

Commissioner Sund thanked everyone for sharing their concerns and stated she will be out of
the country for the next PSAC meeting.
Vice Chairman Ross thanked everyone for their input and City staff for their work on the Lake
Use Ordinances; and stated the goal of PSAC is to listen to the community's needs in order to
help make the city the best destination for everyone.
Commissioner Gregory thanked everyone, especially the Fire Department, for their
promptness and courteousness; and commented on restriping and the reflectors recently
installed on Lakeshore Drive.
Commissioner Hyland said she was very excited to be here; stated as a Commissioner on
Flood Control she is making sure the clean up the flood channels; and reminded everyone to
be ready for El Nino.
Chairman Stewart thanked everyone including the Fire Department and City staff; asked
everyone to spread the word about Commission meetings; and thanked Traffic Engineer
Libring for his accomplishments and commitment to the City.
ADJOURNMENT
There being no further business to come before the Commission, Chairman Stewart
adjourned the regular meeting at 8:24 p.m. to the next regular meeting to be held at 6:00 p.m.
on Wednesday, March 16, 2016 at the Cultural Center located at 183 N. Main Street.
