UA- L L Meeting Minutes Wednesday, October 21, 2015 CALL TO ORDER Public Safety Advisory Commission JAY STEWART, CHAIRPERSON MYLES ROSS, VICE -CHAIR STEPHEN GREGORY, COMMISSIONER CHRIS HYLAND, COMMISSIONER VALERIE SUND, COMMISSIONER NICOLE DAILEY, SENIOR MANAGEMENT ANALYST 6:00 PM Chairman Stewart called the meeting to order at 6:00 pm. PLEDGE OF ALLEGIANCE Commissioner Sund led the Pledge of Allegiance, ROLL CALL LAKE - ELSINORE ORG (951) 674 -3124 PHONE CULTURAL CENTER 183 N MAIN STREET LAKE ELSINORE, CA 92530 Cultural Center PRESENT: Chairman Stewart, Vice Chairman Ross, Commissioner Gregory, Commissioner Hyland, and Commissioner Sund ABSENT: None ALSO PRESENT: PSAC Clerk Nicole Dailey, Planning Commissioner Tim Flemming PRESENTATIONS Preparing for El Nino - Riverside County Flood Control and Water Conservation District Dusty Williams, General Manager for the Riverside County Flood Control and Water Conservation District, presented Commissioner Hyland with a Flood Control Emergency Jacket to designate her as an official representative for the organization. Jason Uhley from the Riverside County Flood Control and Water Conservation District gave a brief presentation to the Commission regarding the impending El Nino including its likelihood, its potential impact and how to prepare. He highlighted that a task force has been established for Riverside County to address the needs of our community including clearing out storm drains and flood channels. City of Lake Elsinore Page 1 Public Safety Advisory Commission Meeting Minutes PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES October 21, 2015 Michelle Navarette, resident, discussed the severity and wide spread impact of latex allergies, She suggested that there are now many new, effective substitutes for latex. Particularly, she addressed the Commission regarding the use of latex gloves in food service. She stated that there is no cure for the allergy, but that it is preventable. She asked that the City consider legislation to prohibit the use of latex gloves in food service. She highlighted that the states of Rhode Island, Massachusetts, Oregon, Arizona and Connecticut have all outlawed the use of latex. CONSENT CALENDAR ITEMS) 1) A pprroval of Minutes from August 19, 2015 Approve the Minutes as submitted. 2) 'Financial Report as of September 2015 Receive and file. 3) Monthly Police and Fire Report Receive and file. Motion by Commissioner Gregory, seconded by Vice Chairman Ross to approve the Consent Calendar, passed by a vote of 5 -0 as follows: AYES: Chairman Stewart, Vice Chairman Ross, Commissioner Gregory, Commissioner Hyland, and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None BUSINESS ITEM (S) 4) Signal Coordination Report Receive and file. City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes PSAC Clerk Dailey introduced the item and Nicholas Lowe from Webb & Associates to provide a presentation regarding the importance and methods signal coordination. He covered the basics of signal coordination within the City and how it works. This included things that must be considered when doing signal coordination. October 21, 2015 PSAC Clerk Dailey clarified the latest actions and projects underway at Railroad Canyon Road including the installation of technology and cameras to improve signal coordination, the completion of the southbound deceleration lane and the ultimate 1 -15 Railroad Canyon Road & Franklin Street Interchange Project. Commissioner Gregory asked about what will happen and how traffic concerns will be addressed if Walmart is approved on Highway 74. Mr. Lowe shared that this will be addressed as part of the environmental impact report for the project. Commissioner Sund asked about whether the cameras are recording. Mr. Lowe confirmed that they do not record and no video is stored. Chairman Stewart acknowledged the complexity of the traffic signal coordination. He recognized the comprehensiveness of the report and thanked Mr. Lowe for the thorough report. Motion by Commissioner Gregory, seconded by Commissioner Hyland to receive and file the report. Passed by unanimous vote of 5 -0 as follows: AYES: Chairman Stewart, Vice Chairman Ross, Commissioner Gregory, Commissioner Hyland, and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None 5) Storm Watch 2015 - Preparing for EI Who Discuss, review and make recommendations regarding the Storm Watch 2015 Plan to educate and prepare the community and residents for the anticipated El Nino event. City of Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes October 21, 2015 PSAC Clerk shared a presentation about the City's Storm Watch 2015 efforts to prepare the City and our community for the potential of heavy rainfall. Commissioner Ross suggested the City identify and contact properties with slopes that are not reinforced to urge them to prepare for and prevent erosion. Commissioner Hyland shared her appreciation for the City's efforts to get prepared and believes the City is much more prepared than in previous years. Chairman Stewart asked about what will happen if the lake level exceeds 1255', particularly for properties surrounding the lake. He suggested the City identifies lake front properties with nuisances to encourage them to comply with the nuisance abatement ordinance. Commissioner Sund asked about the City's efforts with the homeless and placement during storms. 6) Vial of Life Program It is recommended that the Commission approve the proposed Vial of Life program and designate two commissioners to assist with the program. PSAC Clerk Dailey introduced the item and explained that a resident requested the City consider supporting and offering the Vial of Life program for residents as a way to save lives and help our local emergency personnel. Commissioner Ross suggested the City consider schools as a place of distribution for the Vial of Life containers and forms. He asked if our emergency responders support and endorse the program. PSAC Clerk Dailey confirmed that did support the program. Commissioner Sund and Hyland volunteered to assist with developing the form and putting together the containers. Commissioner Gregory wholeheartedly supported the program and stated from experience when you have to call emergency responders it is very hectic and complicated to try to answer the questions being asked and felt this was a much needed service for the community. Motion by Vice Chairman Ross, seconded by Commissioner Gregory to approve the Vial of Life program at a cost of up to $750 and designate Commissioner Sund and Hyland to assist with the program development. Passed by unanimous vote of 5 -0 as follows: AYES: Chairman Stewart, Vice Chairman Ross, Commissioner Gregory, Commissioner Hyland, and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None City of Lake Elsinore Page 4 Public Safety Advisory Commission Meeting Minutes October 21, 2015 SUBCOMMITTEE REPORTS PSAC Clerk Dailey shared that RTA is implementing a new bus stop improvement program that will be providing the City with three bus stop shelters this year that will be discussed with the Commission's public transportation subcommittee. She also invited these commissioners to come to the next RTA T -Now meeting on October 28th. She stated for the Animal Control Subcommittee that the next JPA meeting is planned for October 28th if they are interested in attending. Chairman Stewart stated that he will work with PSAC Clerk Dailey to move forward with efforts as part of the Lake Use Subcommittee. Commissioners were reminded that they were all sent a complete list of the PSAC Subcommittees, members and purpose. STAFF COMMENTS PSAC Clerk shared a couple of events in the community including the Halloween Spooktacular, Winterfest on Dec. 5th and the Field of Screams at the Diamond. She highlighted the State of the City success including the amazing interest in the City's videos and reminded our community to be safe and watch for trick or treaters on Halloween. COMMISSIONERS' COMMENTS Commissioner Sund thanked all of the presenters and congratulated the City on a great State of the City. She stated that she attended the Race for the Cure and suggested City shirts next year. She thanked Jim Brown for his services with Neighborhood Watch. Commissioner Gregory apologized for his limited participation recently due to family circumstances and restated the importance and value of the Vial of Life Program. Commissioner Hyland said she is busy with flood control and has been going around checking all of the channels and identifying areas of concerns for our City. She suggested that this year's rainfall will be worse than 1993 and complained about the weeds in the flood channels in comparison to Riverside, Temecula and Murrieta, but that she is working on getting the weeds addressed. Vice Chairman Ross thanked everyone for participating and wished everyone a good night. Chairman Stewart thanked PSAC Clerk Dailey for her hard work. He also thanked Mr. Flemming for the information related to flooding and El Nino. He thanked Sund for her work in 2005 when the City last suffered from heavy rainfall.
