HomeMy WebLinkAbout12-16-2015 PSACCL,, City of Lake Elsinore L()I`E LS1110KE Meeting Minutes Public Safety Advisory Commission Wednesday, December 16, 2015 CALL TO ORDER JAY STEWART, CHAIRPERSON MYLES ROSS, VICE -CHAIR STEPHEN GREGORY, COMMISSIONER CHRIS HYLAND, COMMISSIONER VALERIE SUND, COMMISSIONER NICOLE DAILEY, SENIOR MANAGEMENT ANALYST 6:00 PM Chairman Stewart called the meeting to order at 6:01 pm. PLEDGE OF ALLEGIANCE Vice Chairman Ross led the Pledge of Allegiance. ROLL CALL PRESENT: Chairman Stewart, Vice Chairman Ross, Commissioner Hyland, and Commissioner Sund ABSENT: Commissioner Gregory LAKE- ELSINORE.ORG (951) 674 -3124 PHONE CULTURAL CENTER 183 N MAIN STREET LAKE ELSINORE, CA 92530 ALSO PRESENT: PSAC Clerk Nicole Dailey, Traffic Engineer Steve Libring, Lieutenant Purvis PRESENTATIONS Trauma Intervention Program (TIP) - Southwest Riverside County Chapter Cultural Center Dawn Pao, Citizen Volunteer for Trauma Intervention Program (TIP), provided a brief overview about TIP and their purpose to offer emotional support and serve as a liaison for people or survivors during or after a traumatic experience. She shared, for example, that TIP has a resource guide that they can provide to loved ones to guide them through the steps to take in the event of a death. She announced that currently the organization is looking for more volunteers and invited the Commission and /or members of the community to attend an upcoming training course on January 28th. PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES City of Lake Elsinore Page 1 Public Safety Advisory Commission Meeting Minutes December 16, 2015 Chris Affable, Realtor in the City of Lake Elsinore, invited the commission to attend an upcoming lunch and learn event regarding El Nino preparation for homeowners. He stated he was co- hosting the event on January 9th from 12 to 2 p.m. at the Outlets at Lake Elsinore. He stated that Vice Chairman Ross would be serving as a panelist for the event to share information about the City's Storm Watch efforts. CONSENT CALENDAR ITEM 1) ID# 15 -858 Approval of Minutes from October 2.1, 2015 Attachments: Staff Report - Approval of Minutes from October 21 2015 PSAC Minutes from October 21, 201.5 Approve the Minutes as submitted. 2) ID# 15 -859 Financial Report as of November 2015 Attachments: Staff Report - Financial Report as of November 2015 . Receive and file. 3) ID# 15 -860 Monthly Police and Fire Report Attachments: Staff Report - Monttiiy i�olice and Fire Report Police & Fire Report - October 2015 Receive and file. Motion by Commissioner Hyland, seconded by Vice Chairman Ross to approve the Consent Calendar, passed by a vote of 4 -0 as follows: AYES: Chairperson Stewart, Vice Chairman Ross, Commissioner Hyland, and Commissioner Sund. NOES: None ABSENT: Commissioner Gregory ABSTAIN: None BUSINESS ITEM(S) 4) ID# 15 -861 Speed Survey Update & Speed Limit Changes on Certain Streets Attachments: Staff Report - Speed Survey Update, City Council Staff Report & Exhibits for Speed Surveys It is recommended that the Commission receive and file. City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes December 16, 2015 PSAC Clerk Dailey introduced the item to the Commission and introduced Traffic Engineer Steve Libring to provide a presentation regarding the Speed Survey update and upcoming speed limit changes. He stated that there are ten road segments that are changing as identified in a staff report. All surveys had previously been approved by City Council. Motion by Commissioner Hyland, Seconded by Commissioner Sund, passed by a vote of 4 -0 as follows: AYES: Chairperson Stewart, Vice Chairman Ross, Commissioner Hyland, and Commissioner Sund. NOES: None ABSENT: Commissioner Gregory ABSTAIN: None 5) ID# 15 -862 Review and Approve Proposed Neighborhood _Traffic Management Pro -gram Attachments: Staff Report - Neighborhood Traffic Management Program It is recommended that the Commission review and approve the proposed neighborhood traffic management program in concept and direct staff to pursue implementation of such program. PSAC Clerk Dailey introduced the item and shared that the Neighborhood Calming Subcommittee met to discuss and review an official neighborhood traffic management program. Traffic Engineer, Steve Libring, reviewed the purpose of the program to address traffic concerns from the community including instances of speeding and other unwanted traffic situations. By creating a consistent approach to traffic concerns in neighborhoods, the program is intended to be fair and manage the expectations of residents. Particulalry, in terms of identifying low cost traffic management tools that can effectively address the concerns. He stated that traffic tools that are low cost can be implemented to adjust to the needs right away, while others may think speed humps or other more costly measures are necessary. He emphasized that the program is really about having a standard process and educating residents about how to approach traffic management solutins. Motion by Vice Chairman Ross, Seconded by Chairperson Stewart, passed by a vote of 4 -0 as follows: AYES: Chairman Stewart, Vice Chairman Ross, Commissioner Hyland, and Commissioner Sund. NOES: None ABSENT: Commissioner Gregory ABSTAIN: None City of Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes December 16, 2015 SUBCOMMITTEE REPORTS Chairman Stewart stated that the Lake Use Committee met to review the Lake Use Ordinances to prepare to bring these back to the Commission for final review and approval. PSAC Clerk Dailey stated that staff was still reviewing the ordinances and creating a community survey regarding the City's efforts to open up the lake to additional recreation. She stated the committee would not likely meet again rather the ordinances would be brought back to the Commission in January. Commissioner Sund gave an update about a meeting for the Public Transportation Committee regarding the location of three proposed bus stop improvements. STAFF COMMENTS PSAC Clerk Dailey shared the Lake Elsinore Police Department's "Drive Sober or Get Pulled Over" crack down is taking place through January 3rd. in response to an increase in auto accidents in and around the City. In addition, she reminded the community to take it safe, and to not drink and drive. Dailey mentioned that the City recently installed surveillance cameras throughout the downtown including on City Hall, Cultural Center, and Chamber of Commerce Building. She stated that they were installed to monitor the safety issues surrounding the area. She emphasized that the use of these cameras is a more proactive versus reactive approach to public safety. Dailey highlighted that there is a new Holiday Light Show on the Cultural Center that focuses on trying to get the city to be a destination for the holidays. Dailey wished everyone Happy Holidays, and mentioned that Commissioner Gregory lost his mother recently, and that everyone sends their condolences and wishes him and his family all the best during this challenging time. Dailey introduced Heather Dunn as the new City Manager's Office Intern and said that she will be assisting with some Commission projects including the Vital Life Program that will soon be ready to distribute throughout the community. She announced and congratulated Lieutenant Purvis for his recent promotion and thanked him for his tremendous service to the city. COMMISSIONERS' COMMENTS City of Lake Elsinore Page 4 Public Safety Advisory Commission Meeting Minutes December 16, 2015 Commissioner Sund thanked all of the presenters and shared her experience with the "Race for the Cure" and suggested handing out city shirts next year. She thanked Jim Brown for his services with the Neighborhood Watch and congratulated him on going on a cruise. Commissioner Hyland reminded the community of the flood control issues. She wished everyone a Happy New Year and a Merry Christmas. Vice Chairman Ross thanked everyone for their participation. He asked for everyone to keep the community of San Bernardino in their prayers after the recent terrorist attacks. He thanked the first responders for keeping our community safe. Chairperson Stewart thanked PSAC Clerk Dailey for her hard work. He wished everyone Happy Holidays and a Merry Christmas. He thanked Mr. Flemming for the information related to flooding and El Nino. He thanked Commissioner Sund for her work during the floods in 2005. He expressed his interested in getting more involvement in PSAC meetings from the community. He thanked Lieutenant Purvis for his services for the City of Lake Elsinore and reminded everyone about how the Trauma Intervention Program really needs volunteers, and reminded everyone to be safe. ADJOURNMENT City of Lake Elsinore Page 5 Public Safety Advisory Commission Meeting Minutes December 16, 2015 There being no further business to come before the Commission, Chairman Stewart adjourned the regular meeting at 7:14 p.m. to the next regular meeting to be held at 6:00 p.m. on Wednesday, January 20, 2016 at the Cultural Center located at 183 N.
