Skinner, Community Services Director DATE: December 8, 2015 SUBJECT: Community Services Department Monthly Report PREPARED BY: Audrey Young, Management Analyst RECOMMENDATION: Receive and file BACKGROUND: The following provides a summary of the Community Services Department's programs, activities and events for October 2015. ARTS & CULTURE The Art & Culture Ad Hoc Subcommittee adopted an ambitious Vision Statement and a supportive Mission Statement that will guide the efforts of the Subcommittee moving forward. In addition, the Subcommittee met to discuss potential physical location alternatives and the associated considerations for respective development. CAPITAL IMPROVEMENT PROJECTS On October 6111, the City held a groundbreaking ceremony for the beginning of construction of the Rosetta Canyon Sports Complex. Construction is anticipated to be completed by August 2016. The approximately $6.5 Million project, located at Ardenwood Way, will provide a tournament style sports park for softball, baseball, football, and soccer teams from all over Southern California to compete. On October 19111, an additional groundbreaking was held for the beginning of construction on the Whiskers Beach parking facility. The project has been in the planning stages for some two years and when completed the site will have two dedicated ADA parking stalls, 20 standard parking stalls, pervious parking surface to assist with the filtration of rain runoff prior to going into the Lake and solar lighting for safety. The project is anticipated to be completed in Spring 2016. COMMUNITY CENTER The Lake Community Center completed over $23,000 in registrations and reservations for the Month of October. We have been working hard at soliciting new instructors and are pushing some of the new classes. We have seen improved participation across the board, with 7,344 visitors during the month. We've also been working hard at launching the aquatics safety program with our first class the coming up November 41h. In addition, the Community Center hosted a wedding reception and quinceanera in the month of October. The Cultural. Center was rented by Lifeline screening which hosted a medical screening event on October 23'11 with over 40 visitors. SENIOR CENTER The Senior Center hosted the following services during the month of October: Mobile Fresh, Legal Advice, HICAP, bread distribution, Notary and served 546 lunches. In addition, the Senior Center served as a "Cool Center" during some lingering hot days during the month of October. Arbor Hospice provided a lecture regarding C.O.P.D. for 16 individuals and Dr. Leslee Cochrane provided a lecture about Alzheimer's & Dementia for 22 seniors. OsteoStrong.me provided a Fall Prevention Workshop and conducted Balance Testing on Friday to over 30 participants. Prime Care held a Cholesterol Screening which attracted 40 participants. In addition the following classes were offered. Wood Art Workshop, yoga, and tai chi. A Birthday Luncheon was hosted on Friday October 231d and Evans Brown Mortuary provided the cake. The Rotary "InterAct" club held an activity day, where teens taught computer programs and played games. Lastly, the Halloween Party held on October 30th was a tremendous success. Our very own Storm mascot, "Thunder" unveiled a brand new 60" TV, which was donated by Storm Baseball. Cardenas Market donated $300 in merchandise which we used for door prizes. Nearly 30 participated in the Costume Contest and six winners won prizes. SPECIAL EVENTS The Elsinore Valley Pregnancy Center hosted their 10th annual Walk for Life event at Machado Park. The event had over 300 people in attendance and consisted of motivational speakers and music by local church choirs. Lucas Oil Regional Races held their Round 7 and Shout Out races at the Lake Elsinore Motorsports Park. Gates opened at 9:00 a.m. and races began at 12:30 p.m, with over 500 people in attendance. Lucas Oil Off -Road Racing series returned to the Lake Elsinore Motorsports Park to host their Nationals Race and Challenge Cup for their final event of the season. With over 5,000 people in attendance each day, spectators were able to enjoy walking around the pits, food and merchandise vendors and this extreme sport. The Race for the Cure event took place at the Diamond Stadium this year with 4,442 people in participation and 5,000 people in attendance. The City is beginning to embark on the seasonal events with the 2nd Annual Howl- O -Ween Spooktacular which was held at the Lake Community Center from 5:00 p.m. to 9:00 p.m. With 400 people in attendance, kids of all ages were able to enjoy carnival games, arts and crafts and food for sale. Lastly, the Canyon Hills Association held their annual Community Fall Festival with over 200 people in attendance at Creekside Park, VOLUNTEERS We have had a total of 70 Volunteer Applications submitted thus far this year. This report covers the months of July, August, and September 2015. Listed below are the current members of the Commission: Jay Stewart, Chairperson Myles Ross, Vice - Chairman Chris Hyland, Commissioner Stephen Gregory, Commissioner Valerie Sund. Commissioner This quarter, the Commission held two regular meetings. September's meeting was canceled. These meetings involved several key aspects regarding concerns within the City. Listed below are the presentations, the actions taken during the quarter, and future priorities. PRESENTATIONS: • Oath of Office by City Clerk Virginia Bloom for Commissioners Stewart and Hyland • Lake Elsinore Police Department Explorer Program ACTIONS TAKEN: Selection of Chairperson and Vice Chairperson: The Commission nominated and selected Commissioner Jay Stewart to once again serve as Chairperson and selected Myles Ross to serve as Vice Chairperson through July 2016. Final Review of Draft Ordinance Regarding Camping on Private Residential Property and Camping - Related Land Uses: The Commission provided comments and recommendations for the City Council regarding the draft camping ordinance while considering reasonable property rights and potential negative impacts. Prioritizing Street Segments for Speed Survey: The Commission reviewed and made recommendations regarding the prioritization of street segments under the City's speed survey program slated for completion in 2016. GIS -Based Countywide Traffic Collision Records System: The Commission reviewed and approved the proposed Memorandum of Understanding for a GIS- Based Countywide Traffic Collision Records System to be installed and funded by the County of Riverside, UPCOMING PRIORITIES: • Serve as a conduit for information and concerns from the community related to Storm Watch efforts in the City of Lake Elsinore. • Review and update existing Weed Abatement Program and Ordinance to propose key changes and recommendations to the City Council for consideration. • Final review of proposed changes to Lake Use Ordinances related to recreational uses of the lake. • Joint Study Session with City Council within the next 12 months, likely in early 2016. • Review solicitation ordinances for any changes. • Assist in the development/review of ordinance or programs related to the City's new Art & Culture and Healthy Initiatives programs. • Review Crime -Free Multi- Housing Program and Hotel Ordinances. • Review and examine ordinances related to special events. • Subcommittee participation in a school site safety improvement visits. • Review proposed changes and outreach plans for the new, improved See Click Fix app to engaging citizen reporting and improve City effectiveness. • Ongoing traffic related safety needs and calming techniques including concerns on Machado Street, Nichols Road and others. • Distribute and promote a public safety related community survey to gather input from the community. • Lighting needs and plans in the City, including streetlight requests. • Develop a Public Safety Recognition Program. • Pedestrian Routes, sidewalks and bus stop improvements. PRESENTATIONS: • Southern California Edison Corporate Emergency Response Plan • CalFire Fireworks Safety Reminder ACTIONS TAKEN: • Traffic Calming Measures: Reviewed and approved the proposed traffic calming measures on Palomar Street related to the opening of Serenity Skate Park. • Skate Park Signage: Reviewed and approved the proposed signage content for public skate park facilities in accordance with 8.42 of the Lake Elsinore Municipal Code. • Lake Use Review: Discussed and recommend key considerations associated with new or expanded recreational opportunities on the lake. • Lake Use Subcommittee: Established a Lake Use Ad -Hoc Subcommittee and appointed Chairman Stewart and Commissioner Sund to participate and assist with the City's efforts to allow additional recreational uses on or around Lake Elsinore. • Designated Swimming Areas: Discussed and offered suggestions regarding the proposed plan to open two designated swimming areas at Elm Grove and La Laguna Resort & Boat Launch. • Changes to Lake Use Ordinances: Recommended changes to the City's ordinances related to recreational uses of the lake including Chapters 9.96, 8.40, and 8.44 in an effort to move forward with increasing the recreational opportunities on the Lake. PRIORITY 1 CALLS: Involve circumstances that pose, or did pose in the immediate past, a clearly defined threat to human life or properly and which involve a high level of violence or which have the potential for serious injury. These calls shall be entered by the PSCO within 60 seconds (1 minute) of receipt. The PSCO shall keep the reporting party on the line in circumstances where officer safely is a concern or when doing so may assist the officer in apprehending the suspect(s). PRIORITY 1A CALLS: Involve circumstances that pose, or did pose in the inunedOe past, a clearly defined threat to human life or property. These calls shall be entered by the PSCO within 60 seconds (1 minute) of receipt. The PSCO shall keep the reporting party on the line in circumstances where officer safety is a concern or when doing so may assist the officer in apprehending the suspect(s). PRIORITY 2 CALLS: Involve circumstances of an urgent but not life threatening nature. They are generally disturbances with a otenlial for violence, minor assaults and batteries, unknown or suspicious circumstances, and certain thefts. These calls shall be entered within 120 seconds (2 minutes) of receipt by the PSCO. PRIORITY 3 CALLS: Involve circumstances which are neither urgent nor life threatening. Many of these calls are simple disturbances of the peace. PRIORITY 4 CALLS: With the exception of several felonies, most past calls are considered Priority 4.
