SUBJECT: Review and Assist in Prioritizing Street Segments for Speed Survey
Recommendation
It is recommended that the Commission review and make recommendations regarding the
prioritization of street segments the City's speed survey program.
BACKGROUND
The establishment of speed limits on City streets is outlined by the California Vehicle Code
(CVC) and the California Manual on Uniform Traffic Control Devices (CA MUTCD). For a
speed limit to be enforceable by electronic means (i.e. Radar /Lidar) an Engineering and
Traffic Survey must be conducted within seven (7) years prior to the date of the
enforcement or within ten (10) years if certain criteria under the "speed trap" sections
(CVC40802 c,1) of the California Vehicle Code are met.
The California Manual on Uniform Traffic Control Devices (CA MUTCD) and the California
Vehicle Code (CVC) establish the method for conducting an Engineering and Traffic
Survey (E &TS) in order to establish a speed limit enforceable using electronic devices (i.e.
Radar /Lidar).
The surveys will contain the recommended speed limit and individual justification for the
recommended speed limit. The justification is based on the criteria and methods provided
in the California Vehicle Code, and California Manual on Uniform Traffic Control Devices,
which are recognized and approved by the courts of California. In 2014, the City Council
and the Commission reviewed and adopted the speed surveys for 30 street segments on
20 City streets which are still valid and not a part of this current effort.

Discussion
The speed survey phasing will be based on the number of street segments and the
availability of funding to complete the studies. Currently, 62 street segments within the City
are either up for recertification due to (1) the age of the previous survey, (2) due to
conditions along the roadway having changed, or (3) are new roads or have never before
had a speed zone survey and adopted speed limit. The 62 segments are shown in
Attachment A. Due to the large number of segments, the City is considering phasing the
survey implementation based on factors such as classification of the roadway and /or traffic
volumes, and availability of funding.
Upon review and comment by the PSAC, staff will proceed with identifying the proposed
cost and timeline for the speed surveys. The completed speed surveys will be shared
with the Commission upon completion and prior to adoption by the City Council.
