In this case we adjust our scope of services accordingly to accommodate the needs of the client and the project. The Four Phases of Event Planning and Management: Development — Phase 1 • The big idea! • Preliminary plans are developed. • City and venue candidates are explored and determined. • Exploratory site surveys, permit and logistical work is conducted to confirm project feasibility. • There are two approaches for budgeting an event: Plan and design to a pre- determined budget number; or are budget to a pre - determined event plan and design. Naturally in the case of the latter, budget numbers will only be as thorough as the pre- determined event plan and design. • Ideas developed during this phase are worked into a serious design that meets the budgetary conditions. This design is then signed off by the client, engineered and budgeted accordingly. • Professional design teams respond well to budget conditions and limitations, provided they are informed of those conditions and limitations. Sharing this information during this phase saves time and money. • Many elements are not design oriented and have an impact on the budget such as venues, permits, administration costs, insurance, marketing, promotion and so on. This is the time these items must be determined and verified. • Ideally, line items in the preliminary budget are not -to- exceed figures with few allowances and estimates. • All budget assumptions are examined, verified and resolved. • If applicable, a shell corporate entity is created for the project. • Marketing and Promotion Plans are prepared and approved. Pre - Production — Phase 2 Formally announce the event. Permit applications are submitted. Talent is booked. • Design elements are fabricated with periodic spot checks for quality control. Change orders are required for changes having an impact on the budget. • Sites and venues are prepared for the Production Phase. • Production equipment such as sound, lights and video are contracted. • Operational, Security, Fire and Medical plans are prepared, submitted and approved. • Receive (conditional) permits. • All elements are packaged and transported to the site for the next phase. • Prior to entering the next phase, a minimum of one "run of show" meeting with all departments involved brings all parties together for a final "talk- through" of the event. At this meeting's conclusion, all department heads run through an emergency procedures meeting. Production — Phase 3 • Production management times deliveries with the load -in schedule and any required heavy equipment and manpower requirements. • Walkthroughs with support staffing such as Security, Medical and Communications are conducted to ensure proper coverage. • Support services and staffing are hired and trained (if necessary). • Once a system check has been successfully executed and confirmed, the event is operational. Support services and event staffing are now operating the event. • Project management monitors the entire event to ensure quality control and satisfactory service by venue and production support services and staff. • The senior event manager on site acts as an advisor to the client's designated official in the event of an emergency. Post - Production - Phase 4 • All materials and equipment purchased for the project should be inventoried and stored in a database with digital photos of the items for easy reference. • The project is physically disassembled and packaged for storage (if applicable) or scrapped and recycled where possible. • Insurance during this period is crucial as this is the time valuable items are typically stolen or "lost ". Even seamless security has a difficult task in containing a site with laborers pushing gear into multiple trucks simultaneously. • The project is reduced administratively to only those persons required to perform the functions necessary to complete the fob. • Equipment is transported back to the appropriate FOB or warehouse for storage. • Typically, acquired assets need to be stored in a dry and secure environment. At times for the entire period of depreciation. The type and location of storage facility should be carefully considered during Pre - Production Phase. • Equipment arrives at the warehouse and is scanned into the warehouse inventory using the barcode labels applied during the inventory process. Assets can be added to or removed from inventory as needed. • The client is given a copy of the file for the purpose of tracking depreciation on each item. • Once the project is successfully dismantled there is period of time before the job can be closed. This period can be as little as one week, and as long as three months depending on the project. During this period all outstanding business is concluded. A meeting with all relevant parties occurs to confirm that all are on track. A date is selected and the job is formally closed on that date. Any related business after that date is handled directly by the client's representative. Finally the team has an event recap meeting. Here we discuss how we would better do the job the next time, how to improve upon the system and methods used. How the collective team could have avoided any mistakes that occurred. Typical Scope of Services The following list partially represents areas to be considered during each phase of a project. The item on this list can play a minor or inaJor role in each phase and is why the project planner and manager's role is so important. Failure to keep the balance as the project weaves through the phases could be very costly and time consuming. In 2010, the Department of Public Health (DPH) was instructed to establish and convene a task force consisting of representatives from cities, law enforcement agencies, hospitals, the County's Emergency Medical Services, community health providers, and other music industry professionals to develop recommendations to enhance the public health and safety of electronic music festivals and similar events in Los Angeles County. Mr. Reza Gerami and staff from Go Ventures, Inc. were an integral part of this task force, helping to develop and implement recommendations that addressed the following issues as they related to electronic music festivals: venue- related issues, safety and law enforcement, alcohol and illicit drug - related education and related issues, and emergency medical services. Subsequently, DPH's Substance Abuse Prevention and Control (SAPC) have been involved in the planning of three Go Ventures, inc. promoted events held at the Los Angeles Sports Arena and Exposition Park: the LA Love Festival (held on August 21, 2010), Monster Massive (held on October 23, 2010) and Together As One (held on December 31, 2010). For each event, SAPC staff has worked closely with Mr. Gerami and his staff. Go Ventures, Inc. staff helped SAPC to develop and distribute information cards on the signs and symptoms of ecstasy use, and ensured that DPH- approved educational and electronic messaging was posted throughout the venue.
