Skinner, Community Services Director DATE: October 27, 2015 SUBJECT: Community Services Department Monthly Report PREPARED BY: Audrey Young, Management Analyst RECOMMENDATION: Receive and file BACKGROUND: The following provides a summary of the Community Services Department's programs, activities and events for September 2015. VOLUNTEERS We are currently recruiting clerical volunteers for the following departments: Senior Center Public Words, Engineering and Community Services. COMMUNITY CENTER During the month of September recreation classes brought in $21,000 in participation fees. That equaled over 6,990 visitors to the Community Center and another 1,300 to the Terra Cotta Gymnasium. September saw the addition of an additional tennis program, a new firearm safety class and a special event ZUMBA Masters Class with over 100 in attendance. September also saw over 20 park reservation and three skate park reservations. Our Park Monitors also reported thousands of residents visiting the parks throughout the month. SENIOR CENTER The Senior Center hosted the following services during the month of September: Mobile Fresh, Legal Advice, bread distribution, Notary and served 622 lunches. In addition, the Senior Center received a donation of over 45 muffins from Flour Fusion, which were well appreciated. Workshops for the month of September included: Good Posture, Young at Heart, Nutrition & Hydration, Environmental Safety, Dr. Asprec on Healthy Kidneys, and Medicare 101. In addition the following classes were offered: art classes, yoga, and tai chi. The Senior Center once again served as a "Cool Center ". Over 200 senior patrons took advantage of saving on their electric bill by spending the day in our air conditioned facility. The repair project in the main room and window repair in the computer room commenced. Additionally, with the assistance of the Rotary "InterAct" Club and the Rotarians, the Seniors held a Clean -up the Senior Center day. Lastly, the Rotary "InterAct" club held an activity day, where teens taught computer programs and played games. SPECIAL EVENTS The Survivor Mud Run hosted their 50h annual event at the Diamond Stadium with 3,000 people in attendance. Waves of up to 300 people started at 9 a.m. and went every 15 minutes. Participants were able to enjoy a scenic run along our levee with a minimum of 18 obstacles that challenged them every step of the way. After the run, spectators and participants were able to enjoy live music and a beer and wine garden. ARTS & CULTURE The Arts & Culture Ad Hoc Subcommittee met several times throughout the month to develop a Mission Statement and consider potential public art programs and projects. Studio 395 prepared a submission for the National Endowment for the Arts OUR Town grant application and the City of Lake Elsinore City Council provided a Letter of Support for inclusion in the submission. STAFF On September 21, 2015, the Community Services Department welcomed a new Management Analyst, Ms. Audrey B. Young. Ms. Young started out strong with reviewing standard agreements and the department budget. In addition, she assisted with facilitating discussions for the Arts & Culture Ad Hoc Subcommittee and preparing for the 2015 State of the City event presentation. PRIORITY 1 CALLS: Involve circumstances that pose. or did pose in the immediate past, a clearly defined threat to human life or property and which involve a high level of violence or which have the potential for serious injury. These calls shall be entered by the PSCO within 60 seconds (1 minute) of receipt. The PSCO shall keep the reporting party on the line in circumstances where officer safety is a concern or when doing so may assist the officer in apprehending the suspect(s). PRIORITY 1A CALLS: Involve circumstances that post:, or did pose in the immediate past, a clearly defined threat to human life or property. These calls shall be entered by the PSCO within 60 seconds (1 minute) of receipt. The PSCO shall keep the reporting party on the line in circumstances where officer safety is a concern or when doing so may assist the officer in apprehending the suspect(s). RIORITY 2 CALLS: Involve circumstances of an urgent but not life threatening nature. They are generally disturbances with a potential for violence, minor assaults and batteries, unknown or suspicious circumstances, and certain thefts. These calls shall be entered within 120 seconds (2 minutes) of receipt by the PSCO. PRIORITY 3 CALLS: Involve circumstances which are neither urgent nor life threatening. Many of these calls are simple disturbances of the peace. PRIORITY 4 CALLS: With the, exception of several felonies, most past calls are considered Priority 4.
