The City of Lake Elsinore appreciates your attendance. Citizens' interest provides the Council
and Agency with valuable information regarding issues of the community.
Meetings are held on the 2nd and 4th Tuesday of every month. In addition, meetings are
televised live on Time Warner Cable Station Channel 29 and Verizon subscribers can view
the meetings on Channel 31.
If you are attending this City Council Meeting, please park in the parking lot across the street
from the Cultural Center. This will assist us in limiting the impact of meetings on the
Downtown Business District. Thank you for your cooperation.
The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at
each meeting. The agenda and related reports are also available at City Hall on the Friday
prior to the Council meeting and are available on the City's website at www.Lake- Elsirlore.org,
Any writings distributed within 72 hours of the meeting will be made available to the public at
the time it is distributed to the City Council.
In compliance with the Americans with Disabilities Act, any person with a disability who
requires a modification or accommodation in order to participate in a meeting should contact
the City Clerk's Department at (951) 674 -3124 Ext. 269, at least 48 hours before the meeting

Day of the Dead celebration approval for street closures and
municipal code waiver
Recommendation:
1.) It is recommended that the City Council approve temporary street closures for the
Day of the Dead Event on November 1, 2015, from 9:00 a.m. to 7:00 p.m. for Main
Street, Peck Street, Graham Street and up to Sulphur Street; and
2.) Waive Lake Elsinore Municipal Code section 9.28.030 Furnishing Alcoholic
Beverages in Public.

Agreement for Contractor Services with KJ Services Environmental
Consulting for Tire Recycling Event Management
Recommendation:
It is recommended that the City Council:
1.) Award Agreement for Contractor Services to KJ Services for $35,000;
2.) Approve and authorize the City Manager to execute the Agreement in the amount of
$35,000 to KJ Services Environmental Consulting, in substantially the form and in such
final form as approved by the City Attorney; and
3.) Authorize the City Manager to approve the use of KJ Services Environmental
Consulting for a two (2) year contract term from July 2015 through June 30, 2017, with
an option for renewal subject to grant funding availability.

2.) Approve and authorize the City Manager to execute the Agreement in the not to
exceed amount of $1,454,950.00 with Edmondson Construction Company in the form
and in such final form as approved by the City Attorney.

Recommendation:
It is recommended that the City Council approve the License Agreement with ABC Tree
Farms, LLC for seasonal sales and authorize the City Manager to execute the

Recommendation:
It is recommended that the City Council:
1.) Award Amendment No. 1 to the Agreement for Professional Services to Albert A.
Webb Associates for on -call traffic engineering services and authorize the City Manger
to execute the Agreement in the not to exceed amount of $163,680, in substantially the
form and in such final form as approved by the City Attorney;
2.) Authorize the City Manager to allocate an additonal $16,320 for services as
requested by the City in writing; and
3,) Appropriate $61,320 from unencumbered Gas Tax Funds to supplement funding
programmed in the capital budget.

engineering and CIP staff support, in the not to exceed amount of $225,000, in
substantially the form and in such final form as approved by the City Attorney; and
2.) Authorize the additional appropriation as outlined in the Fiscal Impact section of this
report.

Of Lake Elsinore, The City Of Menifee, And The County Of Riverside To Provide Fire
Services In The City Of Canyon Lake in substantially the form and in such final form as
approved by the City Attorney.

Recommendation: It is recommended that the City Council:
1.) Award the Public Works Construction Agreement for the FY 2015 -2016 Citywide
Pavement Rehabilitation Program Phase 3 & Slurry Seal Program Phase 2 to R.J.
Noble Company;
2.) Approve and authorize the City Manager to execute the Agreement in the amount of
$361,350 to R.J. Noble Company in substantially the form and in such final form as
approved by the City Attorney;
3.) Authorize the City Manager to execute change orders not to exceed the 15%
contingency amount of $54,202 for adjustment in bid quantities; and
4.) Authorize the Director of Public Works to record the Notice of Completion once it is
determined the work is complete and the improvements are accepted into the City's
maintained system.
