MAIN STREET LAKE ELSINORE, CA 92530 Cultural Center PRESENT: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Sund. ABSENT: Commissioner Ross. ALSO PRESENT: PSAC Clerk Nicole Dailey, Traffic Engineer Susan Vombaur and Lieutenant Lenny Purvis. PRESENTATIONS Lake Elsinore Police Department Explorer Program City of Lake Elsinore Page 1 Public Safety Advisory Commission Meeting Minutes August 19, 2015 Riverside County Sheriff Deputy Whitford presented a brief overview of the Lake Elsinore Police Department Explorer Program and introduced several of the explorers. He shared their achievements, the process to become an explorer and the requirements of the program. In total, the program can have up to 35 explorers at a time. Explorers must be in 8th grade up to age 21. George Arellanes, Sheriffs Explorer, presented information regarding the mock sheriffs academy he participated in and thanked everyone for their support so they can attend the academy. Lieutenant Franco, Sheriffs Explorer, talked about the group's success at the "Ex Con" event in Las Vegas. And, Lake Patrol Explorer, Ashley Cockroft, talked about the requirements for lake patrol including a swim test and boat ride -a -long. PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES None. City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes August 19, 2015 Motion by Commissioner Gregory, seconded by Commissioner Sund to approve the Consent Calendar, passed by unanimous vote of 4 -0 as follows: AYES: Chairman Stewart, Commissioner Gregory, Commissioner Sund, and Commissioner Hyland. NOES: None ABSENT: Vice Chairman Ross ABSTAIN: None BUSINESS ITEM(S) 4) IQ# 15 -724 Review and Assist in Prioritizing Street Segments for Speed Survey Atlachmenis: 'Staff Report - Speed Survey Prioritization Speed Survey List - Street Segments It is recommended that the Commission review and make recommendations regarding the prioritization of street segments the City's speed survey program. City of Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes August 19, 2015 Barbara Bousman, resident of Lake Elsinore, addressed the Commission regarding her concerns about speeding Lakeshore Drive and requesting that the City consider key changes to the roadway between Main Street and Diamond Drive. Suggestions for City consideration included safety measures, such as turn lanes and shoulders, and a redesign of the roadway. PSAC Clerk Dailey provided a brief overview of the City's current plans to address speed surveys for several segments of City streets. Traffic Engineer Vombaur explained to the Commission the purpose of priortizing the streets so the City could consider addressing the street segments in a phased approach. She recommended breaking the street into segments for speed testing in order to properly assess the different environments of each segment. Commissioner Gregory confirmed that this proposition is just for speed tests, not for left -turn lanes. Commissioner Hyland recommended that the City consider bumpers to slow speeders in residential neighborhoods. Vombaur explained that the City does not have a policy that would allow us install speed humps at this time, but could take a look at the street. Chairman Stewart deferred to the recommendations from the traffic engineer. Motion by Commissioner Gregory, seconded by Commissioner Sund to approve the recommendations regarding the prioritization of street segments for the City's speed survey program. The motion passed by unanimous vote of 4 -0 as follows: AYES: Chairman Stewart, Commissioner Gregory, Commissioner Sund, and Commissioner Hyland. NOES: None ABSENT: Vice Chairman Ross ABSTAIN: None 5) ID# 15 -725 GIS -Based Countywide Traffic Collision Records System Attachments: Staff Report - GIS-Based Countywide Traffic Collision Records System Memorandum of Understandinn (M©U) Between the County of Riverside Transportation Department and the City of Lake Elsinore Riverside County PowerPoint Regarding County -Wide Traffic Collision Records System It is recommended that the Commission review and discuss the proposed Memorandum of Understanding (MOU) for a GIS -Based Countywide Traffic Collision Records System. City of Lake Elsinore Page 4 Public Safety Advisory Commission Meeting Minutes August 19, 2015 PSAC Clerk introduced the City's intention to support the Countywide Traffic Collision Records System. Traffic Engineer Vombaur explained the differences and advantages of the program to the existing systems. She highlighted that having a local regional database would be much more reliable and make us more qualified for funding. A motion was made by Chairman Stewart, seconded by Commissioner Hyland to approve the proposed Memorandum of Understanding for a GIS -Based Countywide Traffic Collision Records System. The motion passed by unanimous vote of 4 -0 as follows: AYES: Chairman Stewart, Commissioner Gregory, Commissioner Sund, and Commissioner Hyland. NOES: None ABSENT: Vice Chairman Ross ABSTAIN: None SUBCOMMITTEE REPORTS Nicole Dailey presented an opportunity for the animal control subcommittee to attend the next marketing meeting on August 25th. The City will need to decide if they want to fund any other resources for the animal control marketing program. She also shared that the City is still looking and working on proposed changes to lake use ordinances, which will be shared with the subcommittee once all changes have been made by staff. She talked about the City's current plans to evaluate school sites to consider traffic improvements nearby schools. STAFF COMMENTS PSAC Clerk Dailey shared that the City has been experiencing a fish kill. The initial event occurred on August 4, and an additional fish die off on Tuesday August 18. We have been well prepared and have removed the fish as soon as possible to remove every single fish every day. The regional agencies have been very helpful. The agencies have been reaching out to us and expressed their ability to assist. We appreciate the support and the hope to continue to reach out to the community and inform them about the complexities of the lake. City of Lake Elsinore Page 5 Public Safety Advisory Commission Meeting Minutes August 19, 2015 COMMISSIONERS' COMMENTS Commissioner Sund thanked Deputy Whitford for bringing out the explorers to our meeting. Commissioner Gregory commended the fire and paramedic services for the immediate response and professional courteous services during two separate occasions at his home. Commissioner Hyland would like to see the traffic issues resolved for the sack of the children. Chairman Stewart thanked Nicole and Susan for their hard work preparing for these commission meetings. Chairman Stewart presented the Trauma Intervention Program's need for volunteers. As a 10 year volunteer, he called it a very rewarding program.
