it is my understanding that the agency will maintain staff on the property 24/7 for security, counseling
and educational services. Individuals who participate in the services are not allowed to leave the
property and upon discharge are transported to an alternative location to continue treatment.

Re: approval of a Conditional use permit 2015 -06
Proposed Private Wellness Center at 31631 Auto Center Dr.
Lake Elsinore.
We would like to express our objection to the proposed Conditional Use permit for The Wellness
Center, proposed at 31631 Auto Center Drive, in the City of Lake Elsinore. Such a facility would only
create an undue security hardship to the neighboring businesses as well as create more transients
hanging around and loitering in the neighborhood.
Unless adequate security is provided by the Wellness Center for the neighboring businesses, It is
clearly an undue hardship to those of us neighboring such a facility. It is unreasonable to expect that
the neighboring businesses need to provide their own security to prevent or protect their respective
businesses.
Such a facility would clearly require more calls for service from the Lake Elsinore Police Department
and will further strain the limited resources that they currently have. Such a facility would be a burden
on the City of Lake Elsinore and it should not be allowed.

6. Total occupancy of each modular home shall not exceed 6 patients except for Hallmark
Model 36 -1759 (also referred to as the "dorm ") which occupancy shall not exceed 12 patients.
