CITY OF LAKE ELSINORE COMMUNITY FACILITIES DISTRICT NO. 2015 -2
(MAINTENANCE SERVICES)
NOTICE IS HEREBY GIVEN that the City Council of the City of Lake Elsinore, California
( "City Council') will hold a Public Hearing on September 22, 2015 at 7:00 p.m., or as soon
thereafter as the matter may be heard, in the Council Chambers of the City of Lake Elsinore
located at the City Cultural Center, 183 North Main Street, Lake Elsinore, CA 92530, to
consider the establishment of City of Lake Elsinore Community Facilities District No. 2015 -2
(Maintenance Services) ( "CFD No. 2015 -2 ").
On July 28, 2015, the City Council adopted Resolution No. 2015 -66 entitled "A Resolution of
the City Council of the City of Lake Elsinore Declaring Its Intention To Establish Community
Facilities District No. 2015 -2 (Maintenance Services) and Authorizing The Levy of A Special
Tax Therein" ( "Resolution of Intention "), pursuant to the Mello -Roos Community Facilities Act
of 1982, as amended, commencing with § 53311 of the California Government Code ( "Act ").
On September 8, 2015, the City Council rescheduled the Public Hearing described in the
Resolution of Intention to September 22, 2015.
At the Public Hearing, the testimony of all interested persons or taxpayers for or against the
establishment of CFD No. 2015 -2, the extent of CFD No. 2015 -2 and the furnishing of the
Services, will be heard. If a majority protest against the establishment of CFD No. 2015 -2 is
filed, as determined in accordance with § 53324 of the Act, no further proceedings to create
CFD No. 2015 -2 or to authorize the Special Tax shall be taken for a period of one (1) year
from the date of the decision of the City Council. If the majority protests are only against the
furnishing of a specified type or types of services within CFD No. 20152 or portions of the
Special Tax, those services or that portion of the Special Tax shall be eliminated.
If the City Council determines to establish CFD No. 2015 -2 and proposes to levy the Special
Tax, the City Council will submit the levy of the Special Tax to the qualified electors of CFD
No. 2015 -2. The vote will be by the landowners of CFD No. 2015 -2 with each landowner
having one vote for each acre or portion of an acre of land owned within CFD No. 2015 -2.
The election will be conducted by the City Clerk in conformance with the provisions of § 53326
of the Act and pursuant to the provisions of the California Elections Code, insofar as they may
be applicable. The election will be conducted as a mail ballot election.
Reference is made to the Resolution of Intention on file in the office of the City Clerk for detail
about the extent of CFD No. 2015 -2, the Services, the Special Tax, the protest proceeding,
and the proposed voting procedure. A copy of the Resolution of Intention and the associated
staff report are on file and available for public inspection in the office of the City Clerk located
at Lake Elsinore City Hall, 130 South Main Street, Lake Elsinore, California 92530.
