MAIN STREET LAKE ELSINORE, CA 92530 Wednesday, July 15, 2015 6:00 Phil Cultural Center CALL TO ORDER Chairman Stewart called the meeting to order at 6:03 p.m. PLEDGE OF ALLEGIANCE Vice Chairman Gregory led the Pledge of Allegiance. ROLL CALL PRESENT: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, and Commissioner Ross. ABSENT: Commissioner Sund ALSO PRESENT: PSAC Clerk Nicole Dailey, Director of Community Development Grant Taylor, Lieutenant Lenny Purvis. PRESENTATIONS Oath of Office City Clerk Virginia Bloom conducted the Oath of Office for Commissioners Stewart and Hyland for their new terms through June 2019. PUBLIC COMMENTS — NON AGENDIZED ITEMS -- 3 MINUTES Jim Brown, resident of Lake Elsinore, shared information regarding National Night Out on August 4, 2015 at McVicker Canyon Park. Mr. Brown also gave an update about Neighborhood Watch stating that 43 members attended the last training and more than 90 members have joined the new Hispanic Neighborhood Watch. It is recommended that the Commission review and approve the proposed quarterly report to be submitted to the City Council. Motion by Vice Chairman Gregory, seconded by Commissioner Ross to approve the Consent Calendar, passed by unanimous vote of 4 -0 as follows: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, and Commissioner Ross. NOES: None ABSENT: Commissioner Sund ABSTAIN: None BUSINESS ITEM(S) 5) ID# 15 -678 Selection of Chairperson and Vice Chairperson Attachments: Staff Report_ Selection of Chair &_ Vice Chair It is recommended that the Commission nominate and select a Chairperson and Vice Chairperson to serve through July 2016 City of Lake Elsinore Page 2 July 15, 2015 Public Safety Advisory Commission Meeting Minutes July 15, 2015 Chairman Stewart made a call for nominations for Chairperson. A motion was made by Commissioner Ross and seconded by Vice Chairman Gregory to reappoint Chairman Stewart to serve through July 2016. The motion passed by unanimous vote of 4 -0 as follows: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, and Commissioner Ross. NOES: None ABSENT: Commissioner Sund ABSTAIN: None Chairman Stewart then opened up for nominations for Vice Chairman. A motion was made by Chairman Stewart and seconded by Vice Chairman Gregory to appoint Commissioner Ross as Vice Chairman to serve through July 2016. The motion passed by unanimous vote of 4 -0 as follows: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, and Commissioner Ross. NOES: None ABSENT: Commissioner Sund ABSTAIN: None 6) ID# 15 -679 Consideration of a Draft Ordinance Amending the Lake Elsinore Municipal Code Regarding Camping On Private Residential Property and Camping - Related Land Uses Attachments: Staff Report _,Cam�i_ ng_Ordinance Proposed Carina Ordinance Minutes and Exi__ stino_Permit,.Apglications_and. Provisions Staff recommends that the Public Safety Advisory Commission (PSAC): Consider existing Lake Elsinore Municipal Code (LEMC) provisions, consider reasonable property rights and potential negative impacts, review the attached draft ordinance, and provide comments and recommendations for City Council consideration. City of Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes July 15, 2015 Community Development Director, Grant Taylor, provided a brief presentation regarding the proposed amendments to the City's camping ordinance for private residential property and camping - related land uses. Commissioner Ross asked about the 20 day maximum and enforcement. Vice Chairman Gregory asked for about the requirements for campfires and recommended additional clarification be added to the ordinance. Gregory also asked how the City will keep track of the length of stays and sought clarification on the portable toilets and trach receptacles. Commissioner Hyland asked how property owners will be informed about the new ordinance and requirements. Chairman Stewart asked about the definition of overnight camping and conditional use permits, and suggested the City reach out to the County of Riverside to see if they have any interest in pursuing similar ordinances. A motion was made by Chairman Stewart, seconded by Vice Chairman Gregory to receive and file. No vote was required. PSAC Clerk Dailey provided a report on behalf of the public transportation subcommitee regarding the last RTA T -Now Meeting that included an update about several Capital Improvement Roadway Projects occurrring in the Clty of Menifee and encouraged residents to look for additional information and give themselves additional time when traveling through the City. STAFF COMMENTS PSAC Clerk Dailey provided an update about the start of the Southbound Railroad Canyon Road Deceleration Lane Project including proposed lane and ramp closures. She asked that the community have patience and understanding during their commutes. She also reiterated the upcoming National Night Out and announced the official dedication ceremony and event for Serenity Skate Park on Friday, July 24th. Dailey outlined the City's Lake Watch 2015 efforts and mentioned the delays with the swimming areas. She also shared that the City was preparing to start school site inspections to work with the school district to improve safety at local schools. COMMISSIONERS' COMMENTS City of Lake Elsinore Page 4 Public Safety Advisory Commission Meeting Minutes July 15, 2015 Commissioner Hyland reminded everyone to get ready for school and remember to be safe. Vice Chairman Gregory quipped about the importance of rain and stated he was surprised to learn about the imbalance in the lake's sports fish population. Commissioner Ross thanked the community for a great 4th of July weekend. He thanked the residents and visitors for a safe enjoyable holiday. He also thanked those in attendance and for the opportunity to serve as Vice Chairman. Chairman Stewart thanked everyone for coming and the Commission for giving him another chance to serve as Chairman. ADJOURNMENT There being no further business to come before the Commission, Chairman Stewart adjourned the regular meeting at 7:16 p.m. to the next regular meeting to be held at 6:00 p.m. on Wednesday, August 19, 2015 at the Cultural Center located at 183 N.
