ROLL CALL LAKE- ELSINORE.ORG (951) 674 -3124 PHONE CULTURAL CENTER 183 N MAIN STREET LAKE ELSINORE, CA 92530 Cultural Center PRESENT: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund. ALSO PRESENT: PSAC Clerk Nicole Dailey; Chief Lennie Hollingsworth; Sergeant Nathan Kaas; Deputy Timothy Wisniewski; Lieutenant Lenny Purvis; Fire Batallion Chief Shawn Newman; Fire Marshall Doug Bloom; and Director of Community Services Johnathan Skinner. PRESENTATIONS Police Chief Hollingsworth introduced the City's new traffic team including Traffic Sergeant, Nathan Kaas, and new Motor Officer, Deputy Timothy Wisniewski. Fireworks Safety PSAC Clerk Dailey introduced the City's new Batallion Chief Shawn Newman. Chief Newman briefly shared what Riverside County CalFire is doing to spread awareness about the prohibition of fireworks on the fourth of July and shared information about the presence of the fire boat on the lake for the holiday weekend. Fire Marshall Bloom covered the dangers associated with fireworks and the importance of leaving fireworks to the professionals. PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES City of Lake Elsinore Page t Public Safety Advisory Commission Meeting Minutes Pat Kilroy, resident of Lake Elsinore, shared his disapproval about the elimination of existing fire services at Station 10. He recommended that the Commission request a special meeting to discuss and review this decision. NOES: None ABSENT: None ABSTAIN: None BUSINESS ITEMS) 4) ID# 14 -634 Establish and Appoint Ad -Hoc Subcommittee for Lake Use June 17, 2015 Attachments. Staff Report - Lake Use Subcommittee: Rlenoa It is recommended the Commission establish and appoint two Commissioners to an Ad -Hoc Subcommittee to participate and assist in the City's efforts to allow additional recreational uses on or around Lake Elsinore. Chairman Stewart, Commissioner Sund and Commissioner Hyland expressed interest. A motion was made by Commissioner Ross, seconded by Commissioner Hyland to appoint Chairman Stewart and Commissioner Sund to the Lake Use Subcommittee, passed by unanimous vote as follows: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None 5) 1D# 14 -635 Designated Swimming Area Recommendations & Update Attachments: Staff Report - Designated Swimming Area Recommendations & Update Designated Swimming Areas Review Laid Elsinore Elm Grove Swimming Beach La Laguna Swimming Beach Ordirrance No. 2015 -1337 Swimminq. Receive and file. PSAC Clerk presented a brief update and presentation to the Commissioners regarding allowing swimming in designated areas of Lake Elsinore. This included key tasks currently underway and the location of the proposed areas. Commissioner Sund suggested the importance of posting signs in both English and Spanish. Commissioner Hyland highlighted the importance of protecting the children and suggested the need for a public meeting regarding lake changes. Commissioner Gregory suggested the need for surveying those that use the lake. Chairman Stewart acknowledged this is an ongoing input situation. Commissioner Ross recommended looking into the school district's backpack program to seek input from the community. Chairman Stewart made a motion to receive and file, seconded by Commissioner Gregory. City of Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes June 17, 2015 6) ID# 14 -636 Recommend Changes to Ordinance Chapter 9.96, 8.40 and 8.44 to Allow Increased Recreational Opportunities on the Lake Attachments: Staff Report - Lake Use Ordinance Revision Discussion Chapter 9.96 Lake Use Ordinance Chapter 8.14 Parks & Beaches Ordinance Chapter 8.44 Fishin Ordinance Facebogk Comments Re Lake Use Chances Emails Received for Our Community Based on Press Big Bear Lake Rules & Regulations Lake Perris Boating Rules and Re ulations Lake Mead Regulations Bass _Lake Boating Information Castaic Lake Rules and Regulations Minneapolis Boating Ordinanoe Lake Shasta Boating Regulations Paddle Boarding Regulations Lake Shelby Dog Park It is recommended that the Commission discuss and recommend changes to the Lake Use Ordinance, Chapter 9.96, Parks & Beach Ordinance, Chapter 8.40, and Fishing Ordinance, Chapter 8.44 of the Lake Elsinore Municipal Code in order to expand recreational opportunities on the lake. PSAC Clerk introduced the item. Commissioner Hyland talked about the property owners and the need for their input and consideration. Commissioner Ross raised concerns regarding alcohol use and the safety implications. Chairman Stewart stated the confusion regarding allowing alcohol on the lake, but not on the beaches. Commissioner Gregory highlighted the importance of understanding the existing state laws regarding alcohol use and boating. Chairman asked about the next steps and timelines for these ordinance changes. PSAC Clerk shared that the ordinance changes will be taken back to the Commission and there is no expected deadline at this time. SUBCOMMITTEE REPORTS PSAC Clerk Dailey highlighted the last RTA Southwest T -Now meeting and the attendance of subcommittee member Commissioner Hyland. She also shared information about an upcoming meeting with the Lake Elsinore Unified School District to discuss school safety sites that will include subcommittee involvement. STAFF COMMENTS City of Lake Elsinore Page 4 Public Safety Advisory Commission Meeting Minutes June 17, 2015 PSAC Clerk Dailey shared the available activities for Independence Day including thefireworks show. She also invited the Commissioners and community to attend the Public Outreach Meeting on June 22 for the Southbound Railroad Canyon Rd. Deceleration Lane Safety Improvement Project. She shared the latest information about the Grand Avenue Project and asked the community to have patience and expect delays during all of these roadway projects. Lastly, she mentioned that the traffic calming improvements have been completed near Serenity Skate Park on Palomar Road. Chief Hollingsworth shared that the boating safety team will find out additional information to share with the Commission regarding alcohol use and boating. Chief Newman announced a drowning prevention campaign that the County is working on to increase the importance of water safety. COMMISSIONERS' COMMENTS Commissioner Sund said she is available to go to some of the City beaches to share information and ask questions. She also asked about the status of the opening of the Serenity Skate Park and the time of the firework show. Commissioner Ross thanked everyone for being there and encouraged everyone to be safe and responsible on the 4th of July. Vice Chairman Gregory thanked Michael Williams from The Press - Enterprise for doing a great job to share information with the community and highlighted many of the recent articles about what the City is doing. Commissioner Hyland acknowledge the completion of the sidewalks on Machado Street near Lakeside High School by the County of Riverside. Chairman Stewart thanked staff for pulling together a concise agenda packet. He also highlighted the importance of using social media to share information with the community. He asked that we advertise our meetings more on Facebook to get more input from the community for the Commission. ADJOURNMENT City of Lake Elsinore Page 5 Public Safety Advisory Commission Meeting Minutes June 17, 2015 There being no further business to come before the Commission, Chairman Stewart adjourned the regular meeting at 7:29 p.m. to the next regular meeting to be held at 6:00 p.m. on Wednesday, July 15, 2015 at the Cultural Center located at 183 N.
