for the Cure
Recommendation
Review and discuss a formal request to the City of Lake Elsinore to host and sponsor the
17th Annual Susan G. Komen Inland Empire Race for the Cure in Lake Elsinore.
Background
The Susan G. Komen Race for the Cure is one the largest and most successful education
and fundraising events for breast cancer. The event raises significant funds and
awareness about the breast cancer movement, celebrates breast cancer survivors and
honors those who have lost their battle to the disease. 75% of the proceeds from the
event are distributed locally to the affiliated communities to help fund local programs
related to breast health education and breast cancer screening and treatment. The other
25% supports the national organization's grant program aimed at breast cancer research.
The local affiliate, Susan G. Komen Inland Empire, serves more than 4.3 million residents
within 27,000 square miles of both Riverside and San Bernardino Counties. Since 1999,
Komen Inland Empire has hosted its Annual Inland Empire Race for the Cure in the City
of Temecula. The organization has awarded more than $6.2 million in grants to local non-
profit organizations throughout the region for programs related to breast health education,
diagnostic services and treatment support.
Discussion
The 17"' Annual Susan G. Komen Race for the Cure is scheduled for October 18, 2015
at the Promenade Mall in Temecula. However, earlier this month, the City of Temecula
and Komen Inland Empire were unable to reach a mutually beneficial agreement for the
event. Therefore, Komen Inland Empire contacted the City of Lake Elsinore to request
the City's support to host the event at the Diamond Stadium and the levee.
The event is anticipated to attract approximately 10,000 participants and 100 vendors to
the City, of these an estimated 8,500 participate in the races. This year's event will include
a 10K timed run, a 5K run /walk, a 1.5 mile run /walk, live entertainment, exhibits, Kids'

Expo, Komen Expo, food vendors, survivor ceremony, Sleep in for the Cure, and Breast
Cancer Survivor.
Komen Inland Empire is requesting the City's support to offset costs associated with
police, fire, and public works services for the event. Unlike the event's current location,
the use of the levee and stadium would require little to no road closures limiting the
expected costs for these services. In addition, the City would support the event by
providing in -kind promotional services such as promotions on our website, two electronic
billboard signs, social media sites, and cable channels. Lastly, the City will facilitate all
necessary discussions with Storm Baseball to host the event at Diamond Stadium.
Based on this level of participation and in -kind support, the City of Lake Elsinore would
be considered a Gold level sponsor. This would provide the City the following benefits: a
complimentary booth space; three City banners; City logo on Race Shirts, posters, entry
forms and other promotional materials; six tickets to the complimentary sponsor
appreciation dinner; six race entries and much more as shown in the attached
Sponsorship Brochure.
Fiscal Impact
City staff estimates that up to $7,500 would be provided to Susan G. Komen Inland
Empire in in -kind contributions for police, fire and public works services. In addition, the
City would assist with promotional support and services valued at approximately $7,500.
Funding for these services has been allocated in the Fiscal Year 2015 -16 Community
Support Operating Budget for special event support.

On behalf of Susan G. Komen® Inland
Empire, I am
requesting to be placed
on the
agenda for the next City of Lake Elsinore
City Council meeting on August 25th to
present
a proposal for relocation of our signature
Susan G. Komen Inland Empire Race
for the
Cure® education and fundraising event
traditionally
held at the Promenade
Mall in
Temecula on the third Sunday of October
each year.
Due to recent significant
events,
as explained below, which force us to act swiftly,
we would like to negotiate a
partnership
with the City of Lake Elsinore
for this event
moving
forward.
As mentioned, the Susan G. Komen Inland Empire Race for the Cure® has been held
for the past 16 years in the City of Temecula. During this time, the City of Temecula
has been a major sponsor with cash and in -kind services. This year, however, the
Temecula City Council, on August 11th, placed conditions on the event that we, Susan
G. Komen® Inland Empire cannot meet. Details of these conditions and our response
are as follows:
Condition 1: "100% of the Race proceeds must remain local to the Komen I.E. affiliate
(meaning the 25% cannot be given to National Komen and unaccounted for). Assurance
that no proceeds would go toward Planned Parenthood."
As per our Affiliation Agreement with The Susan G Komen Breast Cancer Foundation
Inc we cannot agree to retain 100 percent of the proceeds from the Race as that is in
direct violation of our contract.
The Affiliation Agreement stipulates that 25 percent of our net annual revenue be
contributed to the organization's national Research and Training Grants Program. As
individually incorporated and governed organizations, each Affiliate distributes the
remaining 75 percent of net annual revenue through local community granting.
Since Planned Parenthood does not conduct breast cancer research they would not be
a grant recipient of Komen research dollars You can learn more about what institutions

quality care for all and energizing science to find the cures.
While each Affiliate is independently responsible for the local community granting, of the
111 Affiliates across the United States, 11 of those Affiliates enabled breast cancer
screenings and breast health outreach services through small grants to a Planned
Parenthood clinic in their community. Neither Susan G. Komen® Inland Empire nor The
Susan G Komen Breast Cancer Foundation Inc. has granted to Planned Parenthood.
Condition 2: "An amount (from race proceeds) to be guaranteed to help Temecula
residents that is the equivalent value of the City's support costs $18,828 (city support),
$10,865 (promotion). Total $29,693 would be reinvested into Temecula resident Komen
services. Assurance needed."
While our Race has typically been conducted in Temecula, Susan G. Komen Inland
Empire conducts an annual grant program to serve our entire two county service
area. Non - profit organizations that provide breast health /breast cancer programs and
services to residents in this region are encouraged to apply. Each year we publish a
RFA (Request for Application), which is based on our Community Profile Assessment —
an in -depth analysis of our entire service area that identifies local "gaps" in services and
serves as the roadmap for the Affiliate to prioritize funding needs and other strategic
plans.
We follow best practices in the non - profit industry for an ethical and impartial grants
making process. This means that no grant funding is guaranteed to any applicant or
specific community, and each applicant must re- submit for community grants on a
yearly basis. Grant applications are reviewed by an independent volunteer review
committee consisting of members from the local communities. The independent
volunteer grant committee reviews and evaluates all grant application requests based
on the priorities determined in the Community Profile Assessment. The applications are
also rated based on an analysis of the grants' impact, feasibility, capacity, collaboration,
and sustainability. At the end of this process, the volunteer committee recommends a
slate of grants to the local Board of Directors for final approval.
As such Susan G. Komen® Inland Empire cannot Guarantee funds or a specific portion
of funds, will be invested /granted specifically to serve residents in Temecula. To do so,
would be counter to non - profit best practices for a transparent and ethical grants
process.
That being said, please note: Susan G. Komen® Inland Empire has awarded more
than $1.4 million in grants to programs serving Temecula area residents since our
inaugural Race in 1999. In reviewing sponsorship dollars from the City of Temecula
valued at $800,000 (approximately $50,000 cash and in -kind per year for 16 years) it
appears that Susan G. Komen® Inland Empire has invested an additional $604,425
serving Temecula residents above the sponsorship commitment to date.
As you can see from the conditions and our position on those conditions, Susan G.
Komen® Inland Empire simply cannot meet the requirements set by the City of
Temecula City Council. We, therefore, respectfully request that The City of Lake
Komen Promise: to save lives and end breast cancer forever by empowering people, ensuring
quality care for all and energizing science to find the cures.
Elsinore consider being the host city for this signature event in Southwest Riverside
County. This year's event is scheduled for Sunday, October 18t�'. We would welcome
the opportunity to present our case in moving the Race to the City of Lake Elsinore and
bringing over 10,000 people to the beautiful lake as they run the levee.

Over 33 years ago, Nancy Brinker promised her dying sister that she would do everything
possible to end breast cancer forever. In 1982, that promise became Susan G. Komen`"' and
launched the global breast cancer movement.
Today, Komen is the world's largest grassroots network of breast cancer survivors and
advocates, as well as the largest source of nonprofit funds dedicated to curing breast cancer.
Through events like the Susan G. Komen Race for the Cure we have invested more than
$2.5 billion to fulfill that promise and virtually every major advancement in breast cancer
research has been touched by a Komen grant.
Since our incorporation in 1998, Susan G. Komen' Inland Empire has fought to save lives and
help countless breast cancer survivors by:

the Cure ", and other donations, remain in our service area for mission programs to provide

Susan G. Komena1 Research and Training Grants Program.

Worldwide, breast cancer is the most frequently diagnosed cancer in wornen,
One woman is diagnosed with breast cancer every two minutes, and one woman will die of breast
cancer every 13 minutes in the United States. Each year more than 200,000 new cases of breast
cancer will occur, and more than 40,000 individuals are expected to die of breast cancer,
In California, it is estimated that more than 25,000 new cases of invasive breast cancer will be
diagnosed among women in 2015, and more than 4,000 women will die of the disease,
In the Inland Empire, it is estimated that more than 2,000 new cases of breast cancer will
occur in 2015.
MAKING AN IMPACT
IN YOUR COMMUNITY
Since our first Race in 1999, Komen ' Inland Empire has awarded
nearly
$6.2
million in Community
Grants throughout San
Bernardino and Riverside Counties.
In 2013 -2014, Komen "" Inland Empire invested $240,000.00 in local organizations for breast health
education and outreach that link women to mobile mammography screenings, diagnostic services,
patient navigation, financial assistance and treatment support programs.
Direct education and outreach to more than 3,652 Inland Empire residents
1,356 free and low cost screening services, such as mammograms and clinical breast exams
727 diagnostic services, such as diagnostic mammograms, ultrasounds, biopsies, MRLs, and more
28 individuals were diagnosed with breast cancer that may have otherwise gone undetected
393 patient navigation services and resource referrals along the continuum of care , from screening
through survivorship
More than 378 families received financial assistance during treatment to help cover costs of food,
rent, mortgages, car payments, utility bills, groceries and gas.
More than 50 women received breast cancer support supplies such as lymphederna garments,
wigs, prosthesis, etc.

PINK HONOR ROLL PROGRAM
The Pink Honor Roll is a program designed to honor those participants who raise $1,700 or more for
the Race. In 2014, 9 individuals made the Pink Honor Roll, Gift cards and other merchandise is sought
to support our recognition of their fundraising efforts. A donation of 40 gift cards or other
merchandise is a wonderful way to invest in the Race while encouraging individual fundraising, These
