Public participation provides the Commission with valuable information regarding issues of the community. Regular meetings are held on the 2nd Wednesday of every month. The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at each meeting. The agenda and related reports are also available at the City Clerk's Office on the Friday prior to the Commission meeting and are available on the City's web site at wvvw.lake- elsinore.org. Any writings distributed within 72 hours of the meeting will be made available to the public at the time it is distributed to the Public Safety Advisory Commission. LAKESHORE, LAKE ELSINORE, CA CALL TO ORDER Chairman Norkin called the meeting to order at 6:08 p.m. PLEDGE OF ALLEGIANCE Ken Seumalo led the pledge of allegiance. ROLL CALL Present: Chairman Norkin Vice - Chairman Stewart Commissioner Fairchild Commissioner Cummings Commissioner Dana Absent: None Also present: City Manager Yates, Public Works Director Seumalo and City Clerk Bloom. PRESENTATIONS Deputy Cranfill provided a demonstration of the Lake Elsinore Police K -9 services. PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES None CONSENT CALENDAR ITEMS (1) Minutes of the February 13 2013 Public Safety Advisory Commission Meeting Recommendation: It is recommended that the Commission approve the minutes as submitted. Motion by Commissioner Cummings, seconded by Commissioner Dana to approve the minutes of February 13, 2013; passed by unanimous vote. Lake Elsinore Public Safety Advisory Commission Regular Meeting Minutes of March 13, 2013 Page 2 of 3 BUSINESS ITEMS (2) City Council Vision Statement and Key Initiatives Recommendation: It is recommended that the Commission discuss the Council's Vision Statement and Key Initiatives in coordination with the existing Municipal Code defining the scope of work for the Commission. City Manager Yates presented the report to the Commission and introduced Ronnette Earle, Intern with the City Manager's office who conducted research on safety issues. It was determined that Public Works and Engineering issues are important for the commission to focus upon. Commissioner Cummings asked how they should respond if contacted by the public on issues other than Public Works related. City Manager Yates responded that technology is a good thing and to forward inquiries to his office. Chairman Norkin commented that the proposed amendment to the Code will help to legitimize the Commission to make the Council's job easier. Vice - Chairman Stewart commented that he didn't want the Commission to be limited to traffic issues only. City Manager Yates replied that the Commission is advisory to the Council on safety issues. Chairman Norkin stated that safety issues included School Zone traffic safety, noise, quality of life issues, and lake safety; he added that communication is the key to success of the Commission. Commissioner Fairchild read the definition of Public Safety outlining utility safety, traffic, air safety, hazardous materials, and many others. Commissioner Dana added that Code Enforcement issues are a big challenge for the City. City Manager Yates responded that code enforcement cases will be handled appropriately to protect the City from legal issues. Motion by Commissioner Cummings, seconded by Commissioner Dana to have this matter brought back to the Commission for discussion at the next regular meeting; passed by unanimous vote. PUBLIC SAFETY SUB - COMMITTEE REPORTS Chairman Norkin read a letter received from Tim Fleming relating to the lack of receipt from the City's website to acknowledge complaints submitted via the website and suggested an auto - response by added. Lake Elsinore Public Safety Advisory Commission Regular Meeting Minutes of March 13, 2013 Page 3 of 3 CITY STAFF COMMENTS Public Works Director Seumalo commented that staff is reviewing the right of way issues on Lincoln Street and advised that staff is still researching funding for lights to be installed at Collier & Nichols as a Caltrans encroachment permit is needed. City Manager Yates advised the Commission of the upcoming weekend Police Check - Points. COMMISSIONER'S COMMENTS Commissioner Dana asked for an update on the Lakeshore project. Commissioner Cummings thanked everyone for attending their meeting. Commissioner Fairchild asked for an update on the Lincoln /Machado turn signal and the Neighborhood Watch program and commented on the traffic flow issues at Withrow School. Vice - Chairman Stewart commented that he had forwarded a letter from a concerned citizen to the City Manager. Chairman Norkin asked for an update on the revisions to the Noise Ordinance. YATES, CITY MANAGER DATE: APRIL 10, 2013 SUBJECT: DRAFT AMENDED ORDINANCE REDEFINING THE PUBLIC SAFETY ADVISORY COMMISSION Recommendation It is recommended that the Commission discuss and provide comments to the draft amended Ordinance. Background The Public Safety Advisory Commission at its meeting of March 13, 2013, discussed the future mission of the Commission. Staff considered all of the input that was provided and consolidated that input into proposed changes for the municipal code section that details the duties and responsibilities of the Commission. The attached draft municipal code amendments attempted to capture all of those changes Staff will present these proposed changes and discuss a calendar to present these recommended changes to the City Council. Prepared By: Grant M. Yates, City Manager Agenda Item No. 2 ORDINANCE NO. 2013 - ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING 2.46.010 Definition. "Public safety" is that which is related to police, fire, code enforcement services and civil disaster within the City of Lake Elsinore. 2.46.020 Creation of a Public Safety Advisory Commission. A Public Safety Advisory Commission is established. 2.46.030 Membership. The Public Safety Advisory Commission shall consist of five members who shall not be nff'n'alo ..r 8,11 levees of the Gity. A member of the Public Safety Advisory Commission shall: (1) reside within the City of Lake Elsinore; or (2) be an owner of a business that is established and currently licensed inside the City of Lake Elsinore. Members shall be subject to a routine background check to be administered by the Police Department. 2.46.040 Appointment — Removal. The members of the Public Safety Advisory Commission shall be appointed by the Mayor with the approval of a majority of the City Council and may be removed by the Mayor at his /her pleasure, but subject to the approval by the majority of the members of the City Council. 2.46.050 Term of Office. Except as provided herein, the members of the Commission shall be appointed for a term of four years. Each July 1St of the respective year in which appointed. (D) The Commission shall seek out additional input and maintain a dialogue with various City organizations including but not limited to Lake Elsinore Marine Search and Rescue, neighborhood watch groups, homeowners' associations, the Chamber of Commerce and the Downtown Merchants Association, etc. (E) The Commission shall report to the City Council on a regular basis, and all recommendations shall be forwarded the City Council for consideration. Proactively initiates traffic condition reviews in the absence of a specific complaint or request in order to anticipate and solve traffic problems for pedestrian bicyclists and motorists before they exist. (1) The Commission shall hear citizens' complaints and concerns regarding traffic safety, communicate such complaints and concerns to City personnel designated by the City Manager, and report back to citizens within a reasonable time period. (A) The Commission shall be subject to the laws governing public agencies and a quorum must be present in order to hold a meeting or take any action. (B) Printed agendas and backup material shall be prepared for each meeting. (C) Minutes of each meeting shall be prepared and distributed to all City Council Members and available upon request for public review at City Hall or on the City's website. (D) If a Commissioner cannot attend a meeting or is going to be late, he /she shall contact the City Manager's office. Failure to be present at four regularly scheduled meetings in any one calendar year may be cause for removal from the Commission by the Mayor and City Council. (E) The Commission shall be authorized to meet as often as twice a month, but not less than once a quarter. The Commission shall be report to the City Council not less than once quarterly. The Public Safety Advisory Commission shall incur no obligations or expenses of any kind, without obtaining prior written authorization and approval by the City Manager. 2.46.090 Termination. The Commission may be terminated at any time by a simple majority vote of the City Council.
