SUBJECT: APPROVAL OF PLANTING OF MEMORIAL TREE
RECOMMENDATION
Approve planting of a tree and bench in memory of Nevaeh Jacobo - Velasquez at
Lakepoint Park.
BACKGROUND
Nevaeh Jacobo- Velasquez passed away on March 19, 2015 at the young age of 2 '/2
years old. She was a young, playful child that loved to play at Lakepoint Park on the
grass and the playgrounds that overlooked Lake Elsinore. Her parents, Kesha Wright
and Christian Jacobo, would take her to play and these are some of their fondest
memories with Nevaeh.
DISCUSSION
In accordance with Council Policy No. 400 -10, staff has met with a representative from
the family to discuss the potential location and type of tree they would like to have planted
in the memory of their daughter. Attached are photos of the tree, Magnolia Tree
(Magnolia Grandiflora) that was selected as well as a vicinity map of Lakepoint Park. In
addition to the tree, the family is also donating a bench in honor of Nevaeh that will be
placed under the tree and faces to the playground. A plaque will be placed on the bench,

funded by the family. Staff has reviewed and approved the tree species and proposed
location for the planting and bench location.
FISCAL IMPACT
The family has graciously agreed to pay for the purchase and installation of the bench
and tree at Lakepoint Park.

Parks and Public Facilities
A. Suggestions for ranting new or existing parks or public facilities shall be
reviewed by the Community Services Department with a recommendation
being transmiucd to the City Council for approval.
B. New or existing park or public facilities mutes call be chosen from, but
not limited to, the foljot wing categories:
Streets or schools bordering hark
Topography
3, Theme
4. Common ru nies already in place for the area
5. Persons of distinction who have contributed to or positively
influenced the City and who, in the Council's determination. are dcserving
of such recognition
C. Facility roosts or site amenities znoy be dedicated in honor of persons if
done as part ofa capital /fundraising campaign and twith the approval of the
Git Council.

Requests for a memorial tree planting shall be reviewed by the Community Services
Department with a recommendation being trttnsn fitted to the City Council for approval,
T1t,e Comicil will allow memorial tree plantings under the following Conditiosis:
0) Frocs will be planted within existing park facilities; in compliance: with
approved park pl<nrs.
(ii) The type of trees requested has been selected fi'om the existing approved
landscape guidelines.
(iii) Plaques are encouraged.
The provisions of this policy shrill not apply to commitments Heads prior to September
11 2006.
