MAIN STREET LAKE ELSINORE, CA 92530 Cultural Center PRESENT: Chairman Sewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund. ALSO PRESENT: PSAC Clerk Nicole Dailey; Lt. Lenny Purvis; Jim Smith, Interim Public Works Director; and Johnathan Skinner, Director of Community Services PRESENTATIONS SCE Corporate Emergency Response Plan Jeremy Goldman, Public Affairs Manager with Southern California Edison (SCE), gave the Commission a brief overview of SCE's Corporate Emergency Response Plan. This included information about there emergency procedures during a disaster and the communication programs and tools available. Tools shared included SCE's outage website, outage mobile app, social media tools, alerts and alert drills. PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES None. Motion by Chairman Stewart, seconded by Commissioner Hyland to approve the Consent Calendar, passed by unanimous vote as follows: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None BUSINESS ITEM(S) 5) ID# 14 -581 Palomar Street & Serenity Skate Park Traffic Calming Measures May 20, 2015 Attachments: Staff Report - Palomar Street & Serenity Skate Park Traffic Calming Serenity Skate Park Signing & Stri ing Plans It is recommended that the Commission review and approve the proposed traff ic calming measures on Palomar Street related to the new Serenity Skate Park. . City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes PSAC Clerk Dailey introduced the item. Nicholas Lowe from Webb Associates presented the proposed traffic calming measures for Palomar Road near the Serenity Skate Park including the alternatives explored and the final design slated for completion in June. Concerns were expressed by the Commissioners regarding lighting, curb striping, ADA ramps, speed humps, and no parking. Chairman Stewart made a motion to approve, seconded by Commissioner Ross. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None 6) ID# 14 -582 Proposed Public Skate Park Facilities Signage Attachments: Staff Report-Skate Park Signage 5 -20 -15 Proposed Skate Park Signage Content May 20, 2015 It is recommended that the Commission review and approve the proposed signage content for public skate park facilities in accordance with Chapter 8.42 of the Lake Elsinore Municipal Code. PSAC Clerk Dailey introduced the item. Commissioner Ross requested changes to the proposed occupancy regulation and the addition of nonmotorized for clarification. Commissioner Hyland shared concerns about the placement of the signs and ensuring the community is aware of the rules. Commissioner Ross made a motion to approve, seconded by Commissioner Sund. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Ross, Commissioner Hyland, and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None 7) ID #_14 -583 Discuss and Recommend Lake Use Chapter 9.96 Regulating Lake Elsinore to Opportunities on the Lake Affachments: Staff Report - Lake Use Regulations Ordinance - Lake Use Changes as Part of Ordinance the Use of Certain Portions of Allow Increased Recreational It is recommended that the Commission discuss and recommend key considerations associated with new or expanded recreational opportunities on the lake as addressed the Lake Use Ordinance, Chapter 9.96, of the Lake Elsinore Municipal Code. City of Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes May 20, 2015 PSAC Clerk Dailey conducted a brief overview about the City's efforts to expand recreational opportunities on Lake Elsinore, Vice Chairman Gregory highlighted the need to restrict towables to commercially manufactured inflatables only. He agreed with the requirement for an observer, flagging and life jackets. Commissioners Hyland and Sund raised concerns about reaching out to County residents. Commissioner Stewart raised concerns about the appropriate speed limit for towables. Commissioner Sund volunteered to assist with distributing flyers and walking the beaches to educate our community about the rules and safety tips for the lake. Vice Chairman Gregory and Commissioner Ross expressed concerns about night boating limited to certain exceptions such as speed restrictions and special events. Commissioner Ross asked about potential costs associated with allowing alcohol on the beaches for patrols. Chairman Stewart pointed out the contradictions in the rules for alcohol. Several discussions addressed the need for input and education in our community. Commissioner Ross recommended creating an online survey and incentivize the community to participate by offering free lake use passes. The Commission requested that this item come back for further consideration including identifying what ordinances and sections to address in the existing Lake Elsinore Municipal Code. SUBCOMMITTEE REPORTS PSAC Clerk Dailey shared an update regarding the Public Transportation Subcommittee regarding participation in the Southwest RTA T -Now bus ride challenge on Earth Day and invited the Commission to attend the monthly T -Now meetings. STAFF COMMENTS PSAC Clerk Dailey shared information the County Municipal Advisory Council meeting in Lakeland Village on May 27th regarding mailbox theft and the City -wide Memorial Day Celebration on Memorial Day. She summarized the response from the Public Outreach Meeting regarding the Railroad Canyon Road Interchange Project. She also provided a brief update about the upcoming Railroad Canyon Road deceleration project and a ribbon cutting for the new playground equipment at Machado Park. Community Services Director Skinner announced the upcoming Murrieta Creek Regional Trail Ribbon Cutting on June 6th. COMMISSIONERS' COMMENTS City of Lake Elsinore Page 4 Public Safety Advisory Commission Meeting Minutes May 20, 2015 Commissioner Hyland expressed her excitement regarding the projects occurring in the City. She suggested a new stoplight at Riverside Drive and Grand Avenue. Vice Chairman Gregory asked about the status of Animal Friends of the Valleys. PSAC Clerk Dailey shared that the Operations Agreement was approved by the JPA and that the JPA will be meeting quarterly. Commissioner Ross thanked everyone for coming. Commissioner Sund expressed her excitement about Clean Extreme. She thanked staff for their attendance and reminded everyone about Cops for Kids at Chilis. She also invited the community to attend the Special Olympics on May 28th. Chairman Stewart encouraged the community to attend the Commission meetings and asked that we look at ways to promote attendance to the community.
