L51110RJE I ) Il Meeting Minutes Wednesday, March 18, 2015 CALL TO ORDER Public Safety Advisory Commission JAY STEWART, CHAIRPERSON STEPHEN GREGORY, VICE -CHAIR CHRIS HYLAND, COMMISSIONER MYLES ROSS, COMMISSIONER VALERIE SUND, COMMISSIONER NICOLE DAILEY, MANAGEMENT ANALYST 6:00 PM Chairman Stewart called the meeting to order at 6:01 p.m. PLEDGE OF ALLEGIANCE Phillip an explorer from the Cal Fire Explorer Post 297 led the pledge of allegiance. MAIN STREET LAKE ELSINORE, CA 92530 Cultural Center PRESENT: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. ALSO PRESENT: PSAC Clerk Nicole Dailey, Director of Community Services Johnathan Skinner, and Cal Fire Captain Ryan Wilson. PRESENTATIONS Cal Fire / Riverside County Fire Explorer Post 297 Ryan Wilson, Cal Fire Captain and Post Advisor for the Lake Elsinore Battalion Explorer Post 297, introduced the post's explorers at the meeting. He then shared the purpose of the Cal Fire Explorer Program, its importance for local youth seeking a career with Cal Fire and the extensive training and mentorship opportunities provided as part of the explorer program. PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES Lake Elsinore business owner, Bentley Brown, of All Day Jet Ski approached the Commission to request the consideration of directional arrows or buoys on the lake to direct water crafts counter clockwise around the lake. He expressed concerns that he often sees people going the wrong direction on the lake. Motion by Commissioner Ross, second by Vice Chairman Gregory to approve the Consent Calendar, passed by unanimous vote as follows: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: none ABSENT: none ABSTAIN: none BUSINESS ITEMS) March 18, 2015 3) 1D# 14 -492 Proposed Public Skate Park Facilities Ordinance Chapter 8.42 of the Lake Elsinore Municipal Code Attachments: Staff Deport - Ordinance Ch 8.42 Public Skate Park Facilities Ordinance Ch 8 42 - Skatepark Facilities {Updatel Review and approve the proposed ordinance Chapter 8.42 of the Lake Elsinore Municipal Code regarding public skate park facilities to be presented to the City Council for adoption. City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes March 18, 2015 PSAC Clerk Dailey introduced the item and shared the additional changes made to the ordinance based on the Commission's recommendations. Chairman Stewart and Commissioner Hyland expressed concerns about enforcing a capacity and time limit for the park. Vice Chairman Gregory requested information about the layout of the park and whether their would be additional amenities added to the park such as restrooms or parking. Commissioner Ross made motion to approve, seconded by Commissioner Gregory. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: none ABSENT: none ABSTAIN: none 4) ID# 14 -493 Proposed Changes and Suggestions to Ordinance Chapter 8.40 and Regulating the Use of Certain Portions of Lake Elsinore Ordinance Chapter 9.96 of the Lake Elsinore Municipal Code to Allow Swimming in Designated Areas of the Lake Attachments: Staff Report -Swimming in the Lake Ordinance - Parks & Beaches Ordinance - Lake Use Shorelline,Safetv Report from 2005 It is recommended that the Commission: • Review and suggest key considerations by the staff and attorney of revisions to the proposed ordinance Chapter 8.40.040 of the Lake Elsinore Municipal Code to allow swimming from City beaches. • Review and suggest key considerations by the staff and attorney for revisions to the proposed ordinance Chapter 9.96.250 of the Lake Elsinore Municipal Code regarding swimming in Lake Elsinore. • Recommend approval of exploring the swimming in designated areas of the lake, subject to appropriate ordinance revisions as determined by the City Manager and/or Attorney, to be presented to the City Council later for adoption. City of Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes March 18, 2015 PSAC Clerk Dailey provided an overview of the City's efforts to offer additional recreational opportunities on the lake including allowing swimming from City beaches. She asked the Commission to share their thoughts and concerns regarding permitting swimming on City beaches. Some concerns shared included using designated swimming areas, the need for lifeguards and potential liability. Other discussions included changing the signs to be more inviting such as "designated swimming area," rather than "no swimming." Commissioner Sund made a motion to approve, seconded by Commissioner Stewart. The motion carried unanimously by the following votes: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: none ABSENT: none ABSTAIN: none SUBCOMMITTEE REPORTS PSAC Clerk shared that the City has started the process of completing a city -wide sidewalk survey that will be shared with the Public Transportation & Sidewalk Committee once underway. She also invited these subcommittee members, Commissioner Hyland and Sund, to attend the next RTA T -Now meeting. The Animal Control subcommittee provided an update that they met to review the operations agreement between the Southwest Communities Joint Powers Authority and Animal Friends of the Valleys, which was expected to be reviewed and approved by the JPA in April. STAFF COMMENTS PSAC Clerk Dailey invited the Commissioners and the community to attend the Children's Fair & Egg Hunt on Saturday, April 4th and Clean Extreme on Saturday, April 25th. She also provided a brief update about the Macy & Grand Avenue Traffic Signal as requested by the Commission and announced the departure of the City Engineer. COMMISSIONERS' COMMENTS City of Lake Elsinore Page 4 Public Safety Advisory Commission Meeting Minutes March 18, 2015 Commissioner Sund asked about the Unity in the Community Parade and announced the upcoming Beauty Pageant. Commissioner Ross asked about the feasibility of having retaining wall on east side of Lakeshore to curtail mud slides and loss of hillside. He also suggested the need for bike lanes and crosswalks. Vice Chairman Gregory thanked CR &R for a great clean up /haul away day and requested if these events could be held quarterly to help keep the City clean. Chairman Stewart thanked PSAC Clerk Dailey and Director Skinner for their hard work. He encouraged his fellow commissioners to attend CERT training. He expressed his discontent with the City's last slurry seal contractor. He requested the Commission reach out to the HOA's annually for any concerns. ADJOURNMENT There being no further business to come before the Commission, Chairman Stewart adjourned the regular meeting at 8:09 p.m. to the next regular meeting to be held at 6:00 pm. on Wednesday, June 17, 2015 at the Cultural Center located at 183 N.
