SUBJECT: Supervisory Control and Data Acquisition (SCADA) System for
Lake Destratification System
Recommendation
Authorize the City Manager to sign a contract in a form approved by the City Attorney
for the installation of a Supervisory Control and Data Acquisition (SCADA) System for
the lake destratification system with Systems Integrated in the amount of $54,000 and
annual maintenance /technical support in an amount not to exceed $4,800 per year.
Background
In 2004, the City of Lake Elsinore installed a destratification system to aerate the lake,
which contributes to the overall water quality. The destratification system consists of
five (5) docking stations strategically placed throughout the lake. Each docking station
consists of four (4) axial flow pumps.
City Staff routinely inspects all five (5) docking stations to ensure that all twenty (20)
axial flow pumps are operating accordingly. Staff inspects the pumps on a weekly basis
to ensure proper operation. If an axial flow pump is non - operational staff will
troubleshoot the system to determine what may be causing the failure. The
troubleshooting of the axial flow pump includes: inspecting the motor, gear box,
electrical system, and lighting system. Repairs to the system are made as needed.
Discussion
City Staff has determined that the implementation of a Supervisory Control and Data
Acquisition (SCADA) System would be beneficial in reducing maintenance costs, as
well as improving the overall efficiency of the City's lake destratification system.

The SCADA System will be based on Systems Integrated Onsite SCADA software. The
Onsite system software will provide the data acquisition from the docking stations and
display the information on the Human - Machine - Interface. Systems Integrated will
develop HMI screens to show the docking stations information and provide timely
information to the operators.
Because of the highly specialized nature of the system, staff directly solicited three
quotes from the following vendors for the installation of the SCADA system rather than
posting a general bid request:

LEMC Section 3.08.070(G) provides that the City Council may waive the requirement
for posting a request for bids, generally conducted through Planetbid. Because the
system to be purchased here is highly specialized, staff opted to directly solicit bids from
qualified vendors.
Fiscal Impact
The Supervisory Control and Date Acquisition System will be funded through the
approved Fiscal Year 2014/2015 Capital Improvement Program Fund, project number
Z40001. Technical support will be reviewed and considered as part of the City
Operating Budget, if needed.

Dear Mr. Solorzano,
Systems Integrated is pleased to provide this proposal to design, manufacture, install and start -up
a system to monitor and control 5 agitator barges for the City of Lake Elsinore.
The system design will utilize Telemetry Control Panels incorporating remote 1/0 at each of the
barge locations that connect to SCADA workstation through a wireless network.
Each barge control system will be configured with the following 1/0 points for each agitator
motor:
Digital Input Status Points
• Motor run
• Motor fault
• Motor in hand
• Motor in auto
Digital Output Control Points
• Start /Stop agitator motor
Telemetry Control Panel (TCP) for barge
The TCP will be constructed using a NEMA 4 enclosure that will be mounted behind the existing
Motor Control Center (MCC) on a Unistrut firame. The TCP will be powered by the 120 VAC
power source on the barge. The TCP will incorporate a Systems Integrated remote 1/0 system
with 24 digital inputs and 8 digital outputs.

Each barge will utilize a Proxim Tsunami MP -820 microwave radio to communicate with the
SCADA master station. The MP -820 multi -point radio has an integral antenna and is 1P67 water
and dust - proof. The MP -820 is ruggedized and operates from -40 deg F to 131 deg F.
The barge MP -820 radios will communicate to the SCADA system computer through a Proxim
MP -8200 base unit repeater radio mounted on the City tank that is linked to a Proxim MP -820
radio mounted at the Public Works building.
SCADA System
The SCADA system will be based on Systems Integrated's onSIT'E" SCADA software suite.
The onSIM'system software will provide the data acquisition from the barges and display the
information on the Human - Maclaine- Interface. Systems Integrated will develop HMI screens to
show the barge information and provide agitator control to the operators. Systems Integrated will
develop the database points for the SCADA system.
Installation
Systems Integrated will install the system as follows:
• Mount Telemetry Control Panels on the City barges.
• Install conduit and wire to interface with the barge motor control center.
• Mount radios on City tank and Public Works building.
• Set -up SCADA computer on City furnished desk.
Items provided by City:
• Boat access to the sites (we have not budgeted in cost of renting a work boat for the
project).
• Provide power at City tank for repeater radio.
• City to provide space on the roof or next to the roof of the Public Works building to
mount the antenna.
• City to provide secure remote access for system support.

This document describes the efforts by Freedom Automation, Ine.(FAl) proposed to The
City of Lake Elsinore to Purchase, Install, Program and Start up a New 5 Remote
Terminal Unit (RTU) - SCADA System, with Graphical hnterface Terminal.
Scope
FAI shall provide a Turn -Key System to Monitor and Control the Bardge equipment
remotely. This system will be designed to communicate Status, Alai-in and Command
information to /firon Five (5) Bardges on Lake Blsinor. All of the information from the
remotes shall be collected by an Allen Bradley Micro Logix 1400 PLC and
communicated via Ubiquity 5.8 GHz Ethernet radios to the hnductive Automation -
Ignition SCADA Software.
FAI shall manufacture 5 Remote Terminal Units (RTU) with ethernet radios and fully
test system in the factory. FAI shall program each RTU to collect the required data from
the Bardge and transmit to the central SCADA computer system. Each RTU will also
have the capability to receive commands from the central SCADA computer for the
operation of equipment remotely.
The central SCADA computer will contain graphical screens to represent the equipment
Status, Alarms, and Command/Setpoints screens to control the equipment. The Central
SCADA System software shall be Inductive Automations IGNITION software. The
central SCADA computer shall communicate through a new repeater located on the water
tank near the lake.
Following is a list of equipment and tasks to be performed:
• Purchase the following hardware for RTU's:
o (5) - AB Micro Logix 1400 PLC's.
o (7) - Ubiquity M5 Ethernet Radios.
o (5) - Weather Proof Electrical Enclosures.
o (1 lot) - Terminal Blocks, Wire and Panduit.
o (1) - Dell Tower Server w /Flat Panel Monitor
• Purchase Inductive Automations Ignition Software
• Assemble and Test 5 RTU panels to be mounted on the Bardges.
• Program 5 PLC's to transmit the Bardge information.
• Create new graphic screens to display all of the Bardge information and create the
central SCADA database.
• Install RTU's on the Bardges.
• Install repeater radio on top of water tank.
• Establish communications with central SCADA Software and complete Start -up
and commissioning.

OPTION #1 - Video Monitoring System
FAI shall install, configure, and Startup 6 ethernet video survailence cameras. Each
bardge shall have a stationary camera mounted to view the bardge equipment. In
addition, there will be a camera mounted with the repeater radio on the water tower. This
camera is capable of zooming into each bardge from a distance. 'this camera has Pan Tilt
and 20x Zoom capability with high resolution video. The video shall be transmitted to the
central office and stored to the Digital Video Recorder.
OPTION #2 - 1 Year Service Contract
FAI shall maintain the control system including: FAI shall make 8 site visits over a 1
year period starting at the completion of the project. During this time FAI shall back up
the SCADA Server and Historical Database. Verifying the operation and health of each
of the bardges. Maintain the camera system, including backing up historical video.

1) Freedom Automation is specifically not providing the following:
a) Purchase of any hardware not mentioned.
b) Purchase of any software or software components not mentioned.
c) Purchase or procurement of permits.
