NOTICE IS HEREBY GIVEN that a Budget Workshop of the City Council of the
City of Lake Elsinore will be held on Tuesday, May 26, 2015, at 5:00 p.m., at the Cultural
Center, 183 N. Main Street, Lake Elsinore, California. The purpose of the Study Session
is to discuss the following matter:
FISCAL YEAR 2015 -16 OPERATING BUDGET
INCLUDING FY 2015 -16 CAPITAL IMPROVEMENT PLAN

The City of Lake Elsinore appreciates your attendance. Citizens' interest provides the Council
and Agency with valuable information regarding issues of the community.
Meetings are held on the 2nd and 4th Tuesday of every month. In addition, meetings are
televised live on Time Warner Cable Station Channel 29 and Verizon subscribers can view
the meetings on Channel 31.
If you are attending this City Council Meeting, please park in the parking lot across the street
from the Cultural Center. This will assist us in limiting the impact of meetings on the
Downtown Business District. Thank you for your cooperation.
The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at
each meeting. The agenda and related reports are also available at City Hall on the Friday
prior to the Council meeting and are available on the City's website at www.Lake- Elsinore.org.
Any writings distributed within 72 hours of the meeting will be made available to the public at
the time it is distributed to the City Council.
In compliance with the Americans with Disabilities Act, any person with a disability who

Recommendation: Staff has been working diligently to compile the FY 2015 -16 Preliminary Operating
Budget including the FY 2015 -16 Capital Improvement Plan. The City Council will be
considering formal action regarding the FY 2015 -16 Annual Operating Budget at a
regular City Council meeting in June.

Recommendation: Authorize the City Manager to sign a contract in a form approved by the City Attorney
for the installation of a Supervisory Control and Data Acquisition (SCADA) System for
the lake destratifcation system with Systems Integrated in the amount of $54,000 and
annual maintenance /technical support in an amount not to exceed $4,800 per year.

Recommendation: It is recommended that the City Council:
A. Award the Agreement for Public Works Construction for the FY 2014 -2015 Citywide
Pavement Rehabilitation Program Phase 2 to Hardy & Harper, Inc., in the amount
of $771,750.32, for a total construction budget of $887,513.32 (includes an
approximate 15% contingency of $115,763).
B. Approve the Agreement for Public Works Construction with Hardy & Harper, Inc. in
substantially the form and authorize the City Manager to execute the
Agreement in the final form as approved by the City Attorney.

C. Authorize the City Manager to execute change orders not to exceed the 15%
contingency amount of $115,763 for adjustment in bid quantities.

Recommendation: It is recommended that the City Council consider the Council Sub - committee's
recommendation to appoint two persons to fill the seats to the Public Safety Advisory
Commission. A vote will be called for each nomination, and the applicant receiving the
highest number of affirmative votes from the majority of the Council present shall be
appointed to serve for a term commencing on July 1, 2015 and ending on June 30,
2019.

The Lake Elsinore City Council will adjourn this meeting to the next regularly scheduled
