of Verizon Wireless, under negotiation of price and terms of payment; Property Negotiations
pursuant to Government Code Section 54956.8 regarding APNs 371 - 040 -019; 371 - 030 -041;
371 -030 -038 (Summerly Golf Course) with negotiating parties, City of Lake Elsinore and E3
Advisors, under negotiation of price and terms of payment; and one potential case of

Mayor Manos presented the Proclamation declaring May as Mental Health Month to Kim
McElroy of the Riverside County Behavioral Health Commission. Ms. McElroy announced the
Annual Mid - County May is Mental Health Month event on May 30th from 1:00 p.m. to 6:00
p.m. at Foss Field in Perris.
Lt. Oliver, presented plaques on behalf of the 7th Engineer Support Battalion, Bridge
Company to Community Services Director Skinner, Capt. Hollingsworth, Sgt. Kaas, and
Mayor Manos for their generous support of the Marine Crops Combat Readiness Evaluation

The Planning Commission recommends that the City Council take the following

It is recommended that City Council waive further reading and adopt by title only
ORDINANCE NO. 2015 -1334 AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LAKE ELSINORE APPROVING AMENDMENT NO. 1 TO SPYGLASS
RANCH SPECIFIC PLAN NO. 2005 -02 LOCATED ON A 259 -ACRE SITE ON THE
EAST SIDE OF CAMINO DEL NORTE AT ITS INTERSECTION WITH MAIN STREET.
City Clerk Bloom provided an overview of the staff report to Council and announced the
exhibit, Historical and Architectural Evaluation Report dated June 20, 2014, was available for
public viewing and located at the meeting. The ordinance is being presented for second
reading and adoption by roll call vote.
Motion by Mayor Pro Tem Tisdale, second by Council Member Hickman, to waive further
reading and adopt by title only Ordinance No. 2014 -1334. City Clerk Bloom read the title of
the ORDINANCE NO. 2015 -1334 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY

Management Analyst Dailey provided clarification of two issues that were requested at the
City Council meeting of April 14, 2015. Management Analyst Dailey confirmed that BMX
riders will be allowed to use the new skate park at Serenity Park and are currently using the
skate park at McVicker Park. She also addressed the age restriction and explained that the
City does not have to include any age restriction in the ordinance; however, the State of
California Code does not allow for immunity from liability for anyone under the age of 12. The
age stipulation was left in the ordinance to encourage parental supervision at the park so that
the City will have that additonal liability.
Motion by Council Member Johnson, second by Mayor Pro Tem Tisdale, to waive further

It is recommended thatthe City Council Waive Lake Elsinore Municipal Code
section 9.28.030 Furnishing Alcoholic Beverages in Public.
Community Services Skinner provided an overview of the staff report and recommendation.
Director Skinner stated that meetings have been held with EJP International, City Staff,
Economic Development Subcommittee, and Chamber of Commerce to discuss marketing and
necessary actions to remedy past concerns related to noise, traffic, unpaid bills, language,
notification to residents, and conditions of approval.
Kim Cousins reaffirmed that the Chamber of Commerce is very supportive of this project. He
stated that the La Laguna facility provides a great opportunity for an ongoing series of
concerts. There have been several conversations to ensure that notification and noise issues
are addressed. Mr. Cousins stated the applicant was encouraged use local vendors, so that
people attending the concert are exposed to local products.
Motion by Council Member Johnson, second by Council Member Hickman, waive Lake
Elsinore Municipal Code Section 9.28.030 furnishing alcoholic beverages in public.

Council Member Magee stated that he appreciated Mr. Cousins' comments. Council Member
Magee stated that he did not want to receive noise complaints again and is in support of
giving a second opportunity to the applicant. Council Member Magee thanked staff and
colleagues for reaching out to the applicant and stated this was a good example of how and
why the City needs the partnership with the Chamber of Commerce.
The motion passed unanimous vote as follows:

Staff recommends City Council provide direction for the FY 2015.16 Weed
Abatement Program.
City Manager Yates provided an overview of the staff report to Council. He stated that
Council provided follow up actions to bring back this item to Council for discussion. City
Manager Yates stated that staff will under take a full review of the City's ordinance, policies
and programs. The review process will include public participation and formal approval by
City Council. He explained the two regulatory agencies are Air Quality Management District
(AQMD) and Regional Water Quality Control Board that have discing rules and regulations.
City Manager Yates stated that he spoke with the City's representative Ben Benoit from the
City of Wildomar. He explained that discing will be allowed this year with regulatory
requirements in place and that staff is available for any questions.
Greg Smith, Wildomar resident, stated that he has been discing in the City of Lake Elsinore
for 50 years and that surrounding cities and county areas allow discing. He requested proof
that discing contaminates the lake and mowing does not. Mr. Smith spoke in opposition of
prohibiting discing and the disadvantages of mowing. He also spoke of various methods to
prevent dust control. Mr. Smith expressed his concerns regarding the City's transparency
because Council was unaware of the change in policy. He said that he wants to participate in
the process.

abatement process is working.

Council Member Magee stated that the City acquired the water truck in 2004 as AQMD
required of the City. Council Member Magee encouraged Mr. Smith to reach out and meet
with City of Wildomar Mayor Benoit who is a AQMD Board Member and talk to him about his
frustrations. Council Member Magee stated that staff has done a good job of looking at all the
different sets of circumstances and staff will approach weed abatement on a case by case
basis. The goal is compliance and public safety not discipline, because there are regulatory
agencies that oversee the City and we need to make sure the City is in compliance.

Council Member Johnson thanked Mr. Smith for bringing this item to the Council's attention
and apologized that Council was caught off guard. Council Member Johnson stated that staff
has made the appropriate changes and discussed this matter in depth, as the City moves
forward with the Weed Abatement Program on a case by case basis.
Mayor Manos agreed that Council was caught off guard. The City does not have many
choices and has to comply with requirements from regulatory agencies. Mayor Manos stated
that the City will continue to look at the policy and look at other options to accommodate
everybody.

CITY COUNCIL COMMENTS
Council Member Hickman announced the Annual Golf event hosted by the Rotary Club on
May 1st at 11:00 a.m.; and the Southwest T -Now event on Wednesday, May 27th at 12:00
p.m. at the Wildomar Library. Council Member Hickman stated that he attended the Clean
Extreme event and that it was a great success. Council Member Hickman also announced
that Dr. Xu passed away and will attend the funeral service on May 9th.
Council Member Johnson announced the Elsinore Woman's Club 59th Annual Flower Show
on May 1st and2nd. Council Member Johnson thanked the Mayor, Colleagues, and staff for
an amazing and invigorating Strategy Session City Council meeting held on April 24th. She
felt very proud to be a resident and Elected Official. Council Member Johnson stated she
received feedback that City Council is working together collectively to get the right things done
and putting Lake Elsinore first.
Council Member Magee thanked staff, colleagues, volunteers, faith based organizations, and
sponsors for making the Clean Extreme event happen. The Clean Extreme event has grown
over the past six years has turned into an event that recharges your batteries and gives new
faith in the community.
Mayor Pro Tem Tisdale stated that the County and School District also participated in the
Clean Extreme event and thanked staff for their work. Mayor Pro Tern Tisdale also thanked
Management Analyst Dailey for all her work. He stated the event changes the City's image,
gives civic pride, and announced more than 700 people turned out for the event.
Mayor Manos announced and welcomed the following new business to City: Autocross
Performance & Muffler, California Custom Dips, Elsinore Valley Auto Service Inc., Fuentes
Woodworks, HJT Machine Shop, Just Because Boutique, L.A. Repeats, Precision Loan
Services, Precision Stairs Inc., Rosie's Cottage, Sign Center, Socal Mattress, and Upland
Rock, Inc. Mayor Manos invited the public to attend next year's Clean Extreme event and
thanked everyone who attended this year's event. Mayor Manos announced the 3rd Annual
Dream Extreme Fishing Derby on May 2nd and 3rd and the Public Outreach Meeting on 1 -15
Railroad Canyon Road and Franklin Interchange Project on Monday, May 4th at 6:30 p.m. at
the Diamond Club. Mayor Manos announced the meeting will be adjourned in memory of Dr.
Rongxiang Xu, founder of MEBO International.
