HomeMy WebLinkAbout01/13/2004 CC Item 1c~-- MINUTES SPECIAL CITY COUNCIL MEETING CITY OF LAKE ELSINORE 183 NORTH MAIN STREET LAKE ELSINORE, CALIFORNIA MONDAY, DECEMBER O1, 2003 CALL TO ORDER Mayor Brinley called the Regular City Council Meeting to order at 5:01 p.m. ROLL CALL PRESENT: COUNCILMEMBERS: BUCKLEY, HICKMAN, KELLEY, SCHIFFNER, BRINLEY, ABSENT: COUNCILMEMBERS: NONE Also present were: City Manager Watenpaugh, Assistant City Manager Best, City Attorney Leibold, Administrative Services Director Presley, Community Development Director Brady, Lake & Aquatic Resources Director Kilroy, Police Chief Walsh, Information/Communications Manager Dennis, City Clerk/Human Resources Director Kasad and Deputy City Clerk Ray. PLEDGE OF ALLEGIANCE Mayor Brinley led the Pledge of Allegiance. PUBLIC COMMENTS Michael O'Neal, extended congratulations to Councilwoman Kelley and Mayor Pro Tem Schiffner. He thanked all the candidates for the interesting experience. He further congratulated his friend Bob Magee and indicated that Councilman Magee would make a significant impact as a Councilmember. AGENDA ITEM NO. PAGE OF- I PAGE TWO -CITY COUNCIL MINUTES -DECEMBER Ol, 2003 Jerry Harmatz, 512 N. Spring Street, indicated he had come to pay honor and tribute to Mayor Brinley who served the City well. He indicated Mayor Brinley began her career as a Planning Commissioner to Chairwoman of the Planning Commission then to the City Council and later became the Mayor of Lake Elsinore. He noted Mayor Brinley had given fourteen years of her life to maintain and enhance the City of Lake Elsinore; enable the community to pursue prosperity and promote an environment of peace, harmony and freedom. He further noted many other individuals like Mayor Brinley had served, given, and maintained the community; back to the early days of Heald, Franklin, Collier, Yarborough, Hayman, Couch, Matich, Swick, Gediman, and Lehr. He stated he was present tonight to add Mayor Brinley to the list of names that appeared on the City monuments, parks, school, streets, and the Library. Chris McColley, 132 W. Graham Ave, Executive Director of the Lake Elsinore Chamber of Commerce, indicated they had known Mayor Brinley for fifteen years. She also indicated Mayor Brinley had served in every way ~* possible from youth sports to City government and had received the Chamber of Commerce Citizen of the Year Award. She noted Mayor Brinley was an emotional person and some people misunderstood her because she was emotional, but her emotions stemmed from the passion she had for Lake Elsinore and the community. They were honored to present Mayor Brinley with a plaque as a small token for her support and they were tremendously honored to call her their Mayor and dearest friend. Jack McColley, President, Lake Elsinore Chamber of Commerce, presented Mayor Brinley with a plaque which read "Lake Elsinore Valley Chamber of Commerce Proudly honors Pamela Brinley for many years of extraordinary service and heart felt commitment to our community as Mayor, Councilwoman, Planning Commissioner, and dedicated citizen." He congratulated Mayor Brinley on her retirement. Mayor Brinley thanked the Chamber for the plaque and for the honor of being their "Citizen of the Year". She indicated that Chris and Jack McColley had been there for her during her darkest hour. She thanked everyone on behalf of herself and her family. CERTIFICATION OF ELECTION AND SELECTION OF OFFICERS Certification of Election Results -Resolution No. 2003-59 (F:72.2) MOVED BY SCHIFFNER, SECONDED BY KELLEY AND CARRIED BY UNANIMOUS VOTE TO ADOPT RESOLUTION NO. 2003-59 AS FOLLOWS: RESOLUTION N0.2003-59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON THE 4Tx DAY OF NOVEMBER, 2003, AND DECLARING THE RESULT ~ THEREOF AND MATTERS AS ARE PROVIDED BY LAW. 2. Recognition of Outgoing Elected Officers. (F:44.1) City Manager Watenpaugh asked City Treasurer James Judziewicz to join City Clerk Kasad at the podium. City Clerk Kasad commented that City Treasurer Judziewicz worked well with City Staff and the City Council. She presented him with a the plaque which stated "Thank You for your dedication and service to the City of Lake Elsinore" and thanked him once again on behalf of City staff. City Treasurer Judziewicz commented that it had been an honor to serve as the City Treasurer. He further commented that it had been an educational experience and a good first step into City politics. He made a final comment that the City Council was taking the right direction with the City, regarding the growth mode of the city. He indicated that in the past few months the City Council had taken steps AGENDA ITEM NO.~,.. He thanked the City Council for appointing him to the position. He ended with a thank you to the City and stated Lake Elsinore had an excellent City staff, he mentioned Assistant City Manager Best and City Manager Watenpaugh and indicated you could not find two finer professionals in City government. He also indicated Administrative Service Director Pressey had just come into the City and was already creating ways to bring new revenue to the City. City Manager Watenpaugh asked Mayor Brinley to join him at the podium. He presented Mayor Brinley with flowers on behalf of the City and City staff. He then deferred to City Clerk Kasad. City Clerk Kasad presented Mayor Brinley with a strap book of her years in office and a City Tile Plaque and a plaque with a golden gavel. Mayor Brinley thanked everyone and indicated she enjoyed serving as Planning Commissioner, Chairwoman of the Planning Commission, ~..r Councilwoman, and Mayor twice. She indicated it was not hard serving a community she loved; and she truly loved the community and it had been her home for over 28 years. She indicated her children went to school in Lake Elsinore and her son was a teacher at the local high school. She thanked her family for their support. She thanked her son Dusty and her daughter-in-law Judy and introduced her mother to Lake Elsinore and thanked her for her support. She thanked her husband who had been an anchor and a solid rock. She also thanked her grandchildren and the City of Lake Elsinore. City Manager Watenpaugh announced the swearing in of the newly elected officials. He asked Councilwoman Kelley, Councilman Schiffner, Candidate Elect Councilman Magee, and Candidate Elect for City Treasurer Weber to come forward. He explained the City Clerk would swear everyone in and then each individual would need to sign their certificates. 3. Oath of Office -Newly Elected Officers. Councilwoman Kelley, Councilman Magee, and Councilman Schiffner took their places at the dais. 4. Selection of Mayor. (F:44.1) City Clerk Kasad assumed the chair and opened nominations for the position of Mayor. MOVED BY KELLEY, SECONDED BY SCHIFFNER TO NOMINATE COUNCILMAN MAGEE FOR MAYOR. r-- MOVED BY HICKMAN, SECONDED BY BUCKLEY TO NOMINATE COUNCILMAN BUCKLEY FOR MAYOR. MOVED BY SCHIFFNER, SECONDED BY KELLEY TO NOMINATE COUNCILWOMAN KELLEY FOR MAYOR. MOVED BY HICKMAN, SECONDED BY SCHIFFNER AND CARRIED BY UNANIMOUS VOTE TO CLOSE THE NOMINATION FOR MAYOR. CITY CLERK KASAD CALLED FOR A ROLL CALL VOTE WITH THE RESULTS AS FOLLOWS: COUNCILMAN BUCKLEY VOTED FOR COUNCILMAN BUCKLEY. COUNCILMAN HICKMAN VOTED FOR COUNCILMAN BUCKLEY. AGENDA FTEM NO. Councilman Hickman commented that he would like to decline that nomination; and he would rather run for Redevelopment Agency Chairman. MOVED BY MAGEE, SECONDED BY KELLEY TO NOMINATE COUNCILWOMAN KELLEY FOR MAYOR PRO TEM. MOVED BY HICKMAN, TO NOMINATE COUNCILMAN MAGEE AS MAYOR PRO TEM. City Council Comments. Mayor Pro Tem Kelley commented that to run for office was a commitment to the community. She also commented that former Mayor Brinley should be commended for her many years of service. She thanked former Mayor Brinley on behalf of the Council and congratulated everyone at the dias. Councilman Hickman congratulated Mayor Buckley on his appointment as Mayor; and congratulated other Councilmembers on their elected positions. He commended all of the candidates that ran for Council. He then congratulated his fellow Councilmembers. Councilman Hickman acknowledged City Treasurer Weber. City Treasurer Weber thanked the citizens for electing him to be the City Treasurer. He thanked his family for their support. He stated City Hall should be transparent. He indicated it would take him 3 to 4 months to learn the position. Councilman Magee thanked the community for the support that was given to him. He recognized his son Richard and thanked him for his support. He also recognized Gina Lynn for her support, time, and energy. He then introduced his parents Ed and Lynn Magee. He indicated they were responsible for instilling in him civic responsibility; and teaching him values ~-- such as honesty, integrity and respect for the views of others. He commented that the citizens of Lake Elsinore had just successfully completed an election to select a leadership for the City. He indicated that often the process was taken for granted, but he reminded the citizens that the democratic process did not occur by accident in the United States, it was fought for by our founding fathers and continued today by the men and women of our armed services throughout this world. He noted that their personal sacrifice and personal commitment to freedom enable us to participate in the electoral process and we owe them a huge debt of gratitude. He commented that as the newly elected councilman he was humbled by the faith citizens had in him and honored to be in their presence. He promised to build more bridges than fences and to work with every member of the community. Mayor Buckley thanked former Mayor Brinley and former City Treasurer Judziewicz and their families for supporting them.
