NUISANCE ABATEMENT HEARING

CALL TO ORDER
Chairman Blake called the Nuisance Abatement Hearing to order at 5:01 p.m.
PLEDGE OF ALLEGIANCE
Community Development Director Taylor led The Pledge of Allegiance.

Also present: Code Enforcement Supervisor Lopez, Code Enforcement Officer
Castellanos and Community Development Tech Teyler.

CONSENT CALENDAR
1. & 2. APPROVAL OF MINUTES
MOVED BY BOARD MEMBER THOMAS, SECONDED BY
COMMUNITY DEVELOPMENT DIRECTOR TAYLOR AND
CARRIED BY UNANIMOUS VOTE OF THOSE PRESENT TO
APPROVE THE MINUTES OF MAY 6, 2014 AND JUNE 3, 2014.
PUBLIC HEARINGS
3. 17330 BROMLEY AVENUE APN 378 - 141 -020 LAKE ELSINORE CA
Code Enforcement Supervisor Lopez gave an overview of the case. He stated
the property was a vacant lot. He discussed the weed abatement concerns and
solutions.

Chairman Blake discussed property taxes, notices and owner of the property.
Code Enforcement Supervisor Lopez recommended the property be declared a
public nuisance. He stated he would get a weed abatement crew to clear the lot.
Nuisance Abatement Board discussed the case.

UNANIMOUS VOTE OF THOSE PRESENT TO DECLARE THE
PROPERTY LOCATED AT 17330 BROMLEY, APN 378 - 141 -020,
LAKE ELSINORE, CA, A PUBLIC NUISANCE.
4. 29394 PIERCE AVENUE APN 378 - 234 -010 LAKE ELSINORE
CA
Code Enforcement Supervisor Lopez gave an overview of the case. He
indicated this single family residence was never completed. He stated new
property owners took over and pulled permits but those permits have since
expired. He discussed his concern over the open septic and the health and
safety issues.
Code Enforcement Supervisor Lopez recommended the property be declared a
public nuisance and turned over to receivership for either demolition or
rehabilitation.
Nuisance Abatement Board and Code Enforcement Supervisor Lopez continued
to discuss the case and property.

PROPERTY LOCATED AT 29394 PIERCE AVENUE, APN 378-
234 -010, LAKE ELSINORE, CA, A PUBLIC NUISANCE.
5. 206 N LINDSAY APN 374 - 151 -002 LAKE ELSINORE CA
Code Enforcement Supervisor Lopez gave an update on the case and the
violations that remained on the property. He indicated he spoke with a
gentleman at the property and explained the situation. He recommended that
they continue with the Nuisance Abatement Order and work with the property
owner to clear the violations.

Chairman Blake thanked Code Enforcement Supervisor for all the photos of the
property. He invited Sergio Pelayo to speak on behalf of the property owner.
Sergio Pelayo stated he represented Martin Rios the owner of the property. He
indicated there was a lack of knowledge of the Nuisance Abatement Hearing. He
stated they went to City Hall to pull permits and was told that a special inspection
permit had to be pulled. He explained the situation regarding the property.
Chairman Blake asked what had to be done to the house to make it habitable
Building Official Belvin indicated a Building Inspector went out to the property to
release the electricity and at that time noticed there were foundation and
structural problems. He stated a Special Inspection permit needed to be pulled,
a building inspector would go out and a report would be written. He explained at
that time they would have to submit plans as to the report and pull building
permits to rehab the house.
Community Development Director Taylor asked how long the property had been
vacant.
Code Enforcement Supervisor stated only a couple of months.
Chairman Blake asked how quickly the structural inspection could occur.
Building Official Belvin stated they would need to pull the permit and then the
inspection would be the next day and approximately five days for the report.
Sergio Pelayo asked if they could have an extension on the fees.
Community Development Tech Teyler indicated there was the Special Inspection
fee of $125.00, Nuisance Abatement Fees and Structure Abatement Fees owing.
Chairman Blake asked if there was any way to waive the fees or change the
order of the fees to be paid.
Community Development Tech Teyler stated the Nuisance Abatement Board had
the authority to waive or postpone the $427.92 Nuisance Abatement fee.
Chairman Blake discussed postponing the Nuisance Abatement fee.
Community Development Tech Teyler discussed the structure abatement fees
due.
Sergio Pelayo indicated the owner was willing to pay the fees and get the work
done.

Chairman Blake asked about contact information. He stated notices were being
returned.
Sergio Pelayo indicated he would share that information.
Nuisance Abatement Board discussed the case, the fees and the
recommendation.
MOVED BY COMMUNITY DEVELOPMENT DIRECTOR TAYLOR,
SECONDED BY CHAIRMAN BLAKE AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT TO CONTINUE THE
ITEM 30 DAYS HAVING THE OWNER PAY THE SPECIAL
INSPECTION FEE, RECEIVE REPORT, PAY ALL BACK FEES
AND INSPECT THE PROGRESS, IF NO PROGRESS REFER
THE PROPERTY AT 206 N. LINDSAY, APN 374 - 151 -002 TO A
COURT APPOINTED RECEIVER.
6. 821 ORIOLE COURT APN 379 - 174 -043 LAKE ELSINORE CA
Code Enforcement Supervisor Lopez gave an overview of the property. He
indicated the property was in compliance and case was closed.
Nuisance Abatement Board commented on the property and the repairs.
7. 32170 MISSION TRAIL APN 379 - 174 -043 LAKE ELSINORE CA
Code Enforcement Supervisor Lopez gave a status of the case. He indicated
there had been significant progress seen during a recent walk through of the
property.
Chairman Blake asked about the landscaping not being completed.
Community Development Director Taylor explained the landscaping plan check
and the progress.
Chairman Blake discussed the occupancy, the exterior and vagrancy problems.
Code Enforcement Supervisor Lopez stated the building was vacant and there
were problems with transients and graffiti.
Chairman Blake asked about exterior lighting.

Matt Liesemeyer discussed the problems with the building, the property issues
and landscaping.
Chairman Blake inquired about a time frame.
Matt Liesemeyer discussed their time frame regarding the opening of the
business. Mr. Liesemeyer explained he was a Development Consultant working
with the leasee.
Chairman Blake stated the new name was Pins & Pockets but the sign still says
Trevi.
Matt Liesemeyer discussed the new signage.
Community Development Director Taylor thanked Mr. Liesemeyer. He asked to
hear the Building Official's comments regarding the walk through.
Building Official Belvin stated during the walk through they pointed out the life
and safety issues that needed work. He discussed the exiting and fire issues.
Matt Liesemeyer elaborated on the issues. He stated the trolley car was towed
and the collection bins were removed. He asked that the case be closed.
Community Development Director Taylor discussed the slopes on the side, rear
and front and the issues.
Matt Liesemeyer commented on the slope in the rear wherein the Casino
diverted flows to Trevi. He asked for the City Staff's help.
Community Development Director Taylor gave an overview what was needed to
open the business which included a floor plan, exiting plan, fire alarm and
landscaping. He indicated there were Minutes from a City Council meeting
wherein it was stated they were not to approve anything until the landscaping
was installed. He elaborated on the landscaping plans and landscaping.
Nuisance Abatement Board and Matt Liesemeyer discussed the continuance, the
motion, the landscaping and the opening of the business.

ADJOURNMENT
Chairman Blake adjourned the meeting at 6:05 p.m. to the next regularly
scheduled meeting to be held on Tuesday, September 2, 2014 at 5:00 p.m. at
Lake Elsinore Cultural Center, 183 N. Main Street, Lake Elsinore, California.
