YATES CITY MANAGER DATE: February 24, 2015 SUBJECT: Central Avenue at Interstate 15 Interchange Ultimate Improvement Status Recommendation City Council receive and file City Consultant's presentation on the status of Central Avenue at Interstate 15 Ultimate Interchange improvements. Background I he portion of Central Avenue from Collier Avenue to northerly of Cambern Avenue, as shown on the attached Exhibit "B ", is designated as an 8 -lane urban arterial in the City's General Plan, A Project Study Report (PSR) examining the required improvements for Central Avenue at Interstate 15 to meet the build -out traffic volume of the Community was approved by Caltrans in April, 2005. In an effort to improve the traffic congestion along Central Avenue during the peak hour volumes, engineering design plans to widen Central Avenue from Collier Avenue to northerly of Dexter Avenue, along with minor widening to ramps, was prepared and approved by Caltrans in August 2007. These interim improvements were completed by Caltrans in 2010. The constructed interim improvements, which included widening of the Central underpass has improved the level of service along the Central corridor. Currently, all intersections are operating at an acceptable level of service (LOS D) or better. On June 22, 2009, the City of Lake Elsinore and Caltrans entered into a cooperative Agreement to initiate the Project Approval and Environmental Document (PA &ED) phase for the ultimate interchange improvements. However, shortly after beginning the PA& ED phase, it was determined that the recommended alternative designs, as shown on the attached Exhibit "A" would not meet Caltrans geometric design criteria and Central Avenue at Interstate 15 Interchange Ultimate Improvement Status February 24, 2015 Page 2 Background further alternative design would need to be examined. At this time, the project was placed on hold for two concerns, to review alternative designs and a lack of funding. In anticipation of the projected growth of the community, the City, in fiscal year 12/13 acquired land on the east side of the northbound on ramp for $1,356,000.00 (exhibit "C ") to facilitate the construction of ultimate ramp improvements. The City has placed this project on the priority list of projects for funding appropriation. As of now, the City has been successful in securing $950,000.00 from Western Riverside County Council of Government ( WRCOG) for the PA &ED phase of the project. These funds become available in Fiscal Year 2015/2016. The City of Lake Elsinore Capital Improvement Budget has also earmarked $133,000.00 for the PA &ED phase, however, the PA &ED is estimated to cost $2.OM. The city is pursuing development funding or any additional funding source in order to re- initiate the PA &ED phase of the project. Fiscal Impact The City acquired property in FY 12/13 at a cost of $1,356,000. WRCOG is allocating $950,000 for the PA &ED phase and these funds become available in FY 15/16. The City Capital Improvement Program allocates $133,000 for the PA &ED phase. The estimated cost of the PA &ED phase is $2.0 million. Prepared by: Ati Eskandari, P.E.
