SUBJECT: Tax Defaulted Real Property Sales, County of Riverside
RECOMMENDATION
It is recommended that the City Council consider the attached list of available tax
defaulted real properties and provide direction to staff to pursue purchase of all
fifteen (15) parcels or identify specific parcels for purchase. In addition, authorize
signature of support for the Elsinore Valley Municipal Water District ( EVMWD) to
purchase multiple tax defaulted properties.
BACKGROUND
Periodically the City receives notice of available tax defaulted properties in
Riverside County. This notice is an internet tax sale scheduled for April 30, 2015
through May 5, 2015. Staff reviews all available parcels within the incorporated
City limits that may provide benefits to the City and identifies for Council to
consider purchasing. A large number of available parcels are small, irregular in
shape, and lack access and /or utilities. Staff has attached maps of fifteen (15)
parcels that are either along the lake, large enough for useful purposes or are a
commercial designation.
EVMWD is requesting to purchase a number of tax defaulted parcels in the
Country Club Heights District. The County of Riverside Treasurer requires an
approval signature from the City of Lake Elsinore on the EVMWD Agreements to
Purchase.

ANALYSIS & DISCUSSION
The 15 parcels are in various locations. Staff has identified five (5) parcels along
the lake and Lakeshore Drive as it may be beneficial to obtain all available lake
parcels to fulfill the General Plan policy of creating trails and access around the
lake. One (1) parcel near Lakeshore and Kansas Street is a bird nesting area.
One (1) parcel is commercial zoned along the 1 -15 and Camino Del Norte. Two (2)
parcels are medium density residential located near Central and Cambern. Two
(2) parcels are MSHCP cell group lots near Rosetta Canyon Drive. Four (4)
parcels are High Density Residential near Summerly and the motocross facility.

attached location maps (yellow cross -hatch are City owned parcels):

Often, property owners pay the taxes prior to the sale. Accordingly, acquisition of
these tax defaulted parcels is not assured.
As noted above in a related matter, EVMWD is seeking to purchase several tax
defaulted parcels in Country Club Heights. City staff has evaluated these parcels
and determined that they do not have any potential municipal use for the City.
Staff recommends that the City Council authorize the City's support and signature
on the related Agreements to Purchase Tax - Defaulted Properties as required by
the County for the EVMWD acquisitions.
FISCAL IMPACT
The individual parcels costs range from a low of $1,279.22 to a high of
$226,374.56. Total cost redemption amount of all fifteen (15) parcels is
approximately $603,420.09. The Riverside County website states costs are based
on 2013 -2014 values. In addition, redemption amount as of July 1, 2014, amount
will increase 11/2% per month and may or may not include all special assessments.

COMMENDED MOTION: That the Board of Supervisors:
1) Approve the intended public auction tax sale, TC -203; (2) Approve and adopt the provision of the
Revenue and Taxation Code Section 3698.5(a), 3698.5(c) and Section 4703(a); (3) Adopt
Resolution 2014 -211 approving the sale of tax - defaulted property, prepared and approved by
County Counsel, and (4) Instruct the Clerk of the Board to immediately forward a certified copy of
the Board's Resolution to the Treasurer -Tax Collector following Board approval.
The above action will authorize the minimum bid on tax - defaulted real property to be offered for
sale via the Internet with Bid4Assets, Inc.

Enclosed please find two copies of the Agreement to Purchase Tax- Defaulted Property, each of which
constitutes an original.
Please have both Agreement to Purchase Tax- Defaulted Property documents signed and seal affixed by
the authorized agent(s) for the Elsinore Valley Municipal Water District.
Since some of the parcels listed above are within the City limits of Lake Elsinore, a signature from the
City of Lake Elsinore is required on both Agreements to Purchase Tax - Defaulted Property documents.
Once this is complete, please return both documents to this office as soon as possible. They will then
be sent to the Board of Supervisors. Upon their approval, the documents will be forwarded to the State
Controller for their authorization. Upon authorization by the State Controllers Office, we will proceed
with the certified mailing and published notice of the Agreement.
