Skinner, Community Services Director DATE: February 18, 2015 SUBJECT: Community Services Monthly Report PREPARED BY: Vicky Saavedra, Community Services Office Specialist RECOMMENDATION: Receive and file BACKGROUND: The following provides a summary of the Community Services Department's programs, activities and events for January 2015. VOLUNTEERS We currently are recruiting volunteers for our "Children's Fair" event that will be held on April 4, at the McVicker Canyon Park. We also are recruiting clerical volunteers for City Hall, and the Senior Center. The current total of volunteer applications submitted for the 2015 year is 6. COMMUNITY CENTER Second Harvest Food Bank hosted their Brown Bag event Thursday, January 8. They service local seniors and people with disabilities. Studio 395 hosted their monthly "Live Art & Music" event on Saturday, January 17. They had live music by local bands and had vendors selling arts and crafts. The City of Lake Elsinore held a "Teen CERT" training on Friday and Saturday, January 30 and 31. SENIOR ACTIVITY CENTER The Community Services Department hired Miriam Jorge, a new part time Recreation Leader for the Senior Center. A free Blood Pressure Clinic was held and had 40 participants. Anita Cheek Milner, a local attorney provided free legal advice on January 22. The senior monthly "Birthday Lunch" was held on January 30, with 30 participants. The Senior Center had a clean -up day on Saturday, January 31. They were able to secure paint and supplies provided by the Lowe's Hero Programs. The Rotary Club provided a dozen High School Students along with a number of Rotary members who came out and painted 23 doors, turned the soil in the raised gardens to prepare for spring planting, organized the book sale area and general cleaning of the main room. It was a great success. SPECIAL EVENT The "Breaking Records for Charities" event was held on January 17. Local groups and the surrounding communities came together in Parking Lot C of the Stone Stadium to break a Guinness World Record for the most people doing a circuit training at the same time. Unfortunately we were 73 people short. SKATE PARK The total attendance at the skate park for the month of January was 625. We had 6 rentals and 5 new waivers filled out. This report covers the months of October, November and December 2014. The meeting of October 2014 was canceled. Listed below are the current members of this Commission: Jay Stewart, Chairperson Stephen Gregory, Vice - Chairman Chris Hyland, Commissioner Myles Ross, Commissioner Valerie Sund, Commissioner The Commission has held seven regular meetings since March 2014, Two meetings were canceled in July and October. These meetings involved several key aspects regarding the safety of the City. Listed below are the presentations, future priorities, and actions taken during the November and December meeting. PRESENTATIONS: • Lake Elsinore Police Department Motorized Office Unit • Lake Elsinore Unified School District Attendance Boundary Update • Crime Free Multi - Housing Program • Neighborhood Watch Program Review ACTIONS TAKEN: Proposed Truck Route Ordinance Changes, New Main Street Truck Route Signs and Informational Materials. The last two meetings of 2014 were used to review, more closely, proposed ordinance changes to Chapter 10.24 of the Lake Elsinore Municipal Code regarding Truck Routes, Minor updates were made to the ordinance including increasing the maximum gross weight restrictions from three (3) to five (5) tons to accommodate the increasing size and weight of vehicles. In addition, the Commission approved upgrading the existing "No Trucks Over 3 Tons" signs at either approach on Main Street with a larger, revised sign including the ordinance number. Finally, the Commission approved a proposed flyer for distribution to downtown businesses to emphasize the importance of honoring the truck route and to encourage their suppliers to help preserve Historic Main Street and other local road improvements. Due to the limited number of changes to the ordinance, it will likely be presented to the City Council at a later date with other ordinances requiring minor clean up. In the interim, staff will be distributing the flyer to the businesses.
