The City of Lake Elsinore appreciates your attendance. Citizens' interest provides the Council
and Agency with valuable information regarding issues of the community.
Meetings are held on the 2nd and 4th Tuesday of every month. In addition, meetings are
televised live on Time Warner Cable Station Channel 29 and Verizon subscribers can view
the meetings on Channel 31.
If you are attending this City Council Meeting, please park in the parking lot across the street
from the Cultural Center. This will assist us in limiting the impact of meetings on the
Downtown Business District. Thank you for your cooperation.
The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at
each meeting. The agenda and related reports are also available at City Hall on the Friday
prior to the Council meeting and are available on the City's website at www.Lake- Elsinore.org.
Any writings distributed within 72 hours of the meeting will be made available to the public at
the time it is distributed to the City Council.
In compliance with the Americans with Disabilities Act, any person with a disability who
requires a modification or accommodation in order to participate in a meeting should contact
the City Clerk's Department at (951) 674 -3124 Ext. 269, at least 48 hours before the meeting
to make reasonable arrangements to ensure accessibility.

4) ID# 14-425 Sales and Use Tax Analsyis
Recommendation: Adopt Resolution No. 2015 -006 Authorizing Examination of Sales, Use and
Transactions Tax Records for Hinderliter, de Llamas & Associates; and Approve the
Agreement for Sales, Use and Transaction Tax Audit Information Services and
authorize the City Manager to execute the agreement subject to any minor
modifications approved by the City Attorney.

Recommendation: Staff recommends that the City Council approve the Fiscal Year 2014 -15 Mid -Year

Recommendation: It is recommended that the City Council conduct a public hearing, waive further reading
and introduce by title only ORDINANCE NO. 2015 -1330 AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING A
DEVELOPMENT AGREEMENT BETWEEN THE CITY OF LAKE ELSINORE AND
MOHR AFFINITY, LLC (LAKE ELSINORE OUTLET CENTER).

7) ID# 14428 Consistency Zoning Project - Phase V. Zoning Code Amendment
No. 2013 -02 - Amend Chapter 17.20 of the Lake Elsinore Municipal
Code. by Replacing the "(L) Lakeshore Overlay District" with a New
"L Lakeshore Zoning District ": and Zone Change No 2014 -00
Known as the Consistency Zoning Project Phase V Change the
Zoning of Various Parcels in the Lake Edge District of the City to
Zones Consistent with the General Plan Designations Therein
Recommendation: The Planning Commission recommends that the City Council take the following action:
1.) Conduct the public hearing and Introduce by title only and waive further reading:
Ordinance No. 2015 -1331 An Ordinance of the City of Lake Elsinore, California,
Approving Zoning Code Amendment No. 2013 -02, An Amendment to the Lake Elsinore
Municipal Code, Title 17, Chapter 17.20, Replacing the "(L) Lakeshore Overlay District"
with a New "L Lakeshore Zoning District" as Part of the Consistency Zoning Project -
Phase V; and
2.) Introduce by title only and waive further reading: Ordinance No. 2015 -1332 An
Ordinance of the City of Lake Elsinore, California, Approving Zone Change No.
2014 -06, Known as the Consistency Zoning Project - Phase V, Amending the Official
Zoning Map, Changing the Zoning of Various Parcels in the Lake Edge District of the
City to Zones Consistent with the General Plan Designations Therein.

Legislative Body of Community Facilities District No. 2006 -1
(Summerly) in Connection with the Issuance of Special Tax Bonds
by Such Community Facilities District for Improvement Area B; and
Adoption of Resolution by the Public Financing Authority in
Connection with the Issuance of Special Tax Bonds by the
Aforementioned Community Facilities District
Recommendation: 1.) City: Adopt City Resolution No. 2015 -007 Approving the execution and deliver of a
bond purchase agreement and continuing disclosure agreement, and authorizing the
taking of other actions related to the issuance of bonds of Community Facilities District
No. 2006 -1 for Improvement Area B; and
2.) Public Finance Authority (PFA)'. Adopt Resolution No. PFA- 2015 -002 Approving the
official statement and approving the execution and delivery of a bond purchase
agreement and continuing disclosure agreement, and authorizing the taking of other
actions related to the issuance of bonds of the PFA.

ADJOURNMENT
The Lake Elsinore City Council will adjourn this meeting to the next regularly scheduled
meeting of Tuesday, February 10, 2015. The regular Closed Session meeting will be held at
5:00 p.m. at Cultural Center and the regular Public meeting will be held at 7:00 p.m. at the
Cultural Center located at 183 N. Main Street, Lake Elsinore, CA.
