Gear Mayor Manos and Council Members;
We represent the Northwest Mosquito and Vector Control District ( "District "), which,
as you know, provides vector control and related services within a service area
delimited by the Riverside County Local Agency Formation Commission ( "LAFCO "),
The District has asked us to write to you regarding the matter described below.
Like other public agencies that are subject to LAFCO oversight, the District has a
LAKO- designated "sphere of influence" ( "S01 ") that represents those areas not
currently in the District's service area but as to which the District is particularly well
suited to provide future services. The District includes the areas within its SOI in the
District's long -term planning process so as to develop a coordinated, cohesive
approach to delivering current and future vector control services,
We understand that the County of Riverside's Department of Environmental Health
( "DEH ") is considering whether it will begin providing vector control services in
certain unincorporated parts of the County that are located within the District's SOI.
Although we believe that the District is better suited for a number of reasons to
provide these services, this letter's purpose is not to debate the merits of the County's
proposal, but rather to express the District's concern regarding the City of Lake
Elsinore's ( "City ") suggested nominee for a District Board of Trustees seat and that
nominee's employment with DEH.
The District is informed that the City may appoint Councilmember Brian 'Tisdale to
serve on the District's Board. Although the District acknowledges the City's right to
designate its representative to the District's Board, the District believes that the City's

action would create a practical, if not legal, conflict of interest and raise
incompatibility issues for the following reasons,
We understand that Mr. Tisdale works for DEH as a subordinate to the DEH Director.
In that role, Mr. Tisdale is subject to the DEH Director's oversight and employment
decisions, including those regarding promotion and compensation. When that fact is
considered alongside the potential for future disagreement between the District and
DEH regarding DEH's service area expansion plans, the possibility of a conflict
between Mr. Tisdale's loyalties as a District Board member and his loyalties as a DEH
employee cannot be overlooked or minimized. Even if a legal conflict of interest or
incompatibility isn't created by Mr. Tisdale's appointment - and we don't believe that
this can be ruled out at the moment — at the very least it seems inequitable to place Mr.
Tisdale in a position where he may have to awkwardly balance his obligations as a
Board member and his personal .interests as a DEH employee.
For the above reasons, the District respectfully requests that the City reconsider its
proposal to appoint Mr, Tisdale to the District's Board of Trustees. Please do rote that
the District does not intend any personal disrespect to Mr. Tisdale,
