To the Planning Commission and the City Council,
My thoughts on the TerraCina project are as follows:
No doubt, you will start construction of some kind because the city needs the
added revenue. That is very understandable. Many cities in our area are doing
the same thing. Is doing the same thing as everyone else the right thing to do,
however? The trend seems to be to cram as many homes, condos and
apartments as you can into a given area.
Well, what about the idea of making this area special in regards to building?
Instead of making most of the lot sizes 5 -8,000 sq. ft., why not create larger lot
sizes, i.e., 12- 16,000sq. ft. or so. I think many prospective buyers would pay
much more for a quality piece of property, thereby offering the city an equal tax
revenue, yet greatly lowering noise, traffic, light pollution and water
consumption and overall congestion, which will occur if 468 homes are built in
the valley and hills with the present plan.
Spectrum Development has stated that the land in our valley is unproductive.
That is their opinion. David Jeffers stated, also, that legally, they can build 800
homes in our valley. Should we thank them for wanting to build just 468
homes with re- zoning as another stipulation? We prize the fact that we live in
a pretty, peaceful valley. So many people are packed into subdivisions in
surrounding areas; we know how special our valley is. It's a commodity that
you can't buy.
If this project is approved, whether in it's current form or re- vised, what has
been here for thousands of years will be gone. Once the process of building has
begun, as the valley and hills are plowed and re- sculpted, it cannot be un-
done. We hope that you please consider your actions carefully, for now and for
the future quality of life in Lake Elsinore.
