I would like to list the following reasons for opposition to this project:
1. At this time and for the foreseeable future, we are experiencing a severe drought that is
already impacting the water usage which exist in homes in Lake Elsinore. Adding 486 new
dwellings, with probably on average housing 2 -4 people, would put even more pressure of
our dwindling water resource. If you buy the water elsewhere, wouldn't we all `pay higher
water rates?
2. The increased amount of traffic from the entrances and exists coming and going from
these 'villages' would have a negative impact on the surrounding neighborhoods. We would
have to share the roads with the new developments. Also, factored into this would be the
added air pollution and noise from this increased traffic.
3. Right now, we have a quiet, dark valley where we can see the stars at night. With this
proposal of six 'villages' below and to either side of us, the light pollution and noise from
486 homes would be very substantial to have to deal with, regardless of light diffusion
implementation.
4. Spectrum Developers, the owners of this land, want to have a zoning change. This would
enable the future developers of these six 'villages' to make further changes, i.e., Centex
might want certain restrictions for noise walls and Pulte may want more building density.
In 2005, before the recession, the owners of the land wanted to put in 350 homes. This was
at a time when we weren't even thinking about a major drought situation. I know that the
city is looking at the revenue this development is supposed to bring in, but isn't there some
other way to put money in the city coffers than to destroy existing neighborhoods?
