MAIN STREET LAKE ELSINORE, CA 92530 PRESENT: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund Cultural Center Also Present: PSAC Clerk Nicole Dailey, City Engineer Walter Allison, Police Chief Lennie Hollingsworth, Lt. Scott Madden and Sgt. Peter Giannakakos. Lake Elsinore Police Department Motor Officer Unit Sgt, Peter Giannakakos, Traffic Sergeant for the City of Lake Elsinore, introduced the Lake Elsinore Police Department Motor Officer Unit. He gave a brief background of each of the Motor Officers, then explained their roles and responsibilities in the City. PUBLIC COMMENTS - NON AGENDIZED ITEMS - 3 MINUTES Tim Fleming, resident of Lake Elsinore, gave an update on the Lake's edge to the Commission. He explained the history of the ordinance that prohibited camping activities on the Lake's edge. He stated that City Staff is aware and working to resolve the concerns. Vice Chairman Gregory made a motion to approve. Commissioner Ross seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: None ABSENT. None ABSTAIN: None ID# 14 -355 Approval of Minutes from September 17, 2014 Chairman Stewart presented the minutes from the meeting of September 17, 2014. Vice Chairman Gregory made a motion to approve. Commissioner Ross seconded. The motion carried unanimously by the following vote.: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None ID# 14 -357 Monthly Police and Fire Report Chairman Stewart presented the Monthly Police and Fire Report. Vice Chairman Gregory made a motion to approve. Commissioner ROSS seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: None ABSENT.. None ABSTAIN.. None ID# 14 -358 Financial Report as of November 2014 Chairman Stewart presented the Financial Report as of November 2014. Vice Chairman Gregory made a motion to approve. Commissioner Ross seconded The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. None ABSTAIN: None BUSINESS ITEM(S) City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes 5) ID# 14 -359 Approve Quarterly Report to City Council November 19, 2014 Chairman Stewart presented the Quarterly Report. Chairman Stewart made a motion to approve. Commissioner Sund seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None 6) ID# 14 -360 New Main Street Truck Route Signs and Outreach Materials PSAC Clerk Dailey introduced the item to the Commission. She recommended to change the existing "No Trucks Over 3 Tons" signs at either approach on Main Street with a larger, revised sign. Commissioner Gregory presented concerns regarding the City ordinance for truck routes and requested possible changes to the ordinance. Commissioner Ross made a motion to continue the item. Commissioner Hyland seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund. NOES: None ABSENT. None ABSTAIN: None SUBCOMMITTEE REPORTS STAFF COMMENTS Vice Chairman Gregory presented information about the Ad -Hoc Subcommittee for Animal Control. He shared that he and Commissioner Ross visited Animal Friends of the Valleys and spent an educational three and a half hours at their facility. The facility was in great shape and running smoothly. He would like the City to coordinate more with AFV by advertising them on the Storm sign or through other various promotional tactics. Commissioner Sund presented information about the Ad -Hoc Subcommittee for Public Transportation and Sidewalks. She shared her experience riding on the bus. She enjoyed herself and approved of route seven and eight being combined. Also, she advised the combined route of seven and eight to extend one more block to the Senior Living Center. PSAC Clerk Dailey gave a reminder that next month there will be a presentation on Crime Free Multi - Housing and Neighborhood Watch. She also reviewed the new 2015 CERT training flyer to the Commission. She announced that the Winterfest and Community Parade would be held on December 6th from 4:00 to 9:00 p.m. Finally, she updated the commission regarding the City's efforts to clean up homeless camps in the City. City or Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes November 19, 2014 COMMISSIONERS' COMMENTS ADJOURNMENT Commissioner Nyland stated she would like more community members to attend the Commission meetings to be well informed about public safety in the community. She stated her first priority is the safety of children. She believes there are not enough Motor Officers in front of the school on Riverside Drive. She stated that she thinks this is because the State dropped funding for Motor Officers in this area, which has allowed reckless driving and endangerment of children. She also asked for speed bumps to be installed in neighborhoods with speeding and safety concerns. Commissioner Sund thanked the officers for their presentation, as well as the City of Lake Elsinore for the State of the City D VDs. Commissioner Ross thanked the officers for their presentation, as well as the audience for their attendance and participation. Vice Chairman Gregory had no further comments. Chairman Stewart had a question about the Slurry Seal Project. He wanted to know if the excess asphalt would be cleaned up on Lakeshore Drive. Also, he thanked everyone for their attendance. There being no further business to come before the Commission, Chairman Stewart adjourned the regular meeting at 7:18 p.m. to the next regular meeting to be held at 6:00 p.m. on Wednesday, December 17, 2014 at the Cultural Center located at 183 N.
