BLOOM, CITY CLERK DATE: DECEMBER 9, 2014 SUBJECT: CONSIDERATION OF RESOLUTION RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 4, 2014 AND DECLARING THE RESULTS RECOMMENDATION It is recommended that the City Council approve and adopt Resolution No. 2014 -075 Reciting the Facts of the General Municipal Election held on November 4, 2014, Declaring the Result and Such Other Matters as may be Provided by Law. BACKGROUND On June 24, 2014, the City Council adopted three Resolutions pertaining to the General Municipal Election of November 4, 2014. Pursuant thereto and in compliance with the Election Code of the State of California, the election was held on November 4, 2014. On November 21, 2014, the Riverside County Registrar of Voters completed the canvass and certified the election results. The Certification is attached as Exhibit A to the Resolution Reciting the Fact of the General Municipal Election held on November 4, 2014, indicating the total number of ballots cast, the number of Vote -by -Mail and provisional ballots cast, and the votes cast for each person running for the respective office. As confirmed by the Certificate of Canvass, the following persons were elected to office: Daryl Hickman, Member of the City Council for a full term of four years Brian Tisdale, Member of the City Council for a full term of four years Prepared by: Virginia J. Bloom, City Clerk Approved by: Grant Yates, City Manager Attachment: City Council Resolution No. 2014 -075 RESOLUTION NO. 2014 -075 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 4, 2014, AND DECLARING THE RESULTS AND SUCH OTHER MATTERS AS MAY BE PROVIDED BY LAW WHEREAS, a General Municipal Election was held and conducted in the City of Lake Elsinore, California, on Tuesday, November 4, 2014, as required by law; and WHEREAS, Notice of the Election was given in time, form and manner, voting precincts were properly established, election officers were appointed and in all respects the election was held and conducted as required by the provisions of the Elections Code of the State of California; and WHEREAS, the votes were cast, received and canvassed by the Riverside County Registrar of Voters and the returns made and declared in time, form and manner for the holding of elections in general law cities; and WHEREAS, pursuant to Resolution 2014 -041 adopted on June 24, 2014, the Riverside County Registrar of Voters canvassed the returns of the election and has certified the results which is attached as Exhibit A. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. The whole number of votes cast in the precincts for the contest of Member of the City Council, excluding Vote -by -Mail ballots and provisional ballots, was 2,350. The whole number of Vote -by -Mail ballots and provisional ballots cast for the contest of Member of the City Council was 3,934, making a grand total of 6,284 ballots cast in the City. Section 2. The names of persons voted for at the election for Member of the City Council and the number of votes received by each person are as follows: Council Member Election Results Daryl Hickman 2,771 Brian Tisdale 2,585 Rick Morsch 2,185 Section 3. The City Council does declare and determine that: Daryl Hickman and Brian Tisdale were re- elected as Members of the City Council for the full term of four years each beginning in December of 2014. City Council Resolution No. 2014 -075 Page 2 of 2 Section 4, The City Clerk shall enter on the records of the City Council of the City of Lake Elsinore, a statement of the result of the election showing: (1) the whole number of votes cast in the City; (2) the names of the persons voted for; (3) for what office each person was voted for. Section 5. The City Clerk shall immediately make and deliver to each of the persons so elected a Certificate of Election signed by the City Clerk and authenticated and that the City Clerk shall cause to be administered to each person elected the Oath of Office prescribed in the Constitution of the State of California and shall have them subscribe to it and file it in the Office of the City Clerk. Each and all of the persons so elected shall then be inducted into the respective office to which they have been elected. Section 8. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions. PASSED, APPROVED AND ADOPTED on this 9th day of December, 2014.
