Recommendations
Accept the improvements into the City Maintained System.
2. Authorize staff to file the Notice of Completion with the County Recorder.
3. Authorize staff to release contract retention monies 35 days after filing the
Notice of Completion.
Background
In October of 2011, the City of Lake Elsinore received approval of Federal Safe Routes
to School Grant funding through the California Department of Transportation for the
purchase and installation of speed reader /feedback signs. Subsequently, the City
received the letter authorizing funding in September of 2013.
The provided funding enabled the City to purchase and install eighteen (18) speed
activated vehicle speed reader /feedback signs at seven (7) Lake Elsinore Unified
School District elementary and middle schools within the City.
These electronic signs have been proven to be an effective traffic calming solution
within school zones providing for heightened driver awareness, slowing down or
reducing traffic and increasing safety for pedestrians and bicyclists.
Discussion
Bids for the project were publically opened on September 12, 2013 at 2:00 p.m. The
City received seven (7) bids from qualified contractors to construct the solar powered

speed reader /feedback signs at various locations in accordance with the approved
plans and specifications. Steiny and Company, Inc., was the apparent low bidder. City
Council awarded the construction contract to Steiny and Company, Inc. on October 22,
2013.
Fiscal Impact
The approved project budget for the development and construction of the Speed
Reader Feedback Sign Project totaled $381,108. The costs for administration,
inspection and construction for the project was $366,789.81. Project savings after final
close -out is $14,318.19 and will be available for future CIP Projects.
