MAIN STREET t)KIAm F� rVUPA: LAKE ELSINORE, CA Meeting Minutes 92530 Public Safety Advisory Commission JAY STEWART, CHAIRPERSON STEPHEN GREGORY, VICE -CHAIR CHRIS HYLAND, COMMISSIONER MYLES ROSS, COMMISSIONER VALERIE SUND, COMMISSIONER NICOLE DAILEY, MANAGEMENT ANALYST Wednesday, September 17, 2014 6:00 PM Cultural Center CALL TO ORDER Chairman Stewart called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Commissioner Ross led the Pledge of Allegiance. ROLL CALL PRESENT. Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund. Also present: PSAC Clerk Nicole Dailey, Lt. Lele vier, City Engineer Walter Allison. PRESENTATIONS Fire Update - Quint Fire Truck Tour PSAC Clerk Dailey gave a brief update about the new Quint Fire Truck and its specifications. The Commission then took a brief recess to tour the truck. Shake Out Expo 2014 John Larsen, volunteer with Lake Elsinore Citizen Corps, presented information about the City's safety event being held on Saturday, October 18th at the Diamond Stadium from 10:00 a.m. to 3:00 p.m. He gave a brief overview of events that will occur including; 7 Steps of Earthquake Safety Game, Boy Scouts and Eagle Scouts compiling emergency preparation kits, Shaker Trailer, and several other interesting activities. PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES Tim Fleming, resident of Lake Elsinore, advised the Commission and the City to look at ordinances regarding camping on the Lake's edge. A gentleman is renting spaces to others without any restrictions pertaining to the use of the land. CONSENT CALENDAR ITEM(S) City of Lake Elsinore Page 1 Public Safety Advisory Commission Meeting Minutes 1) ID# 14 -282 Financial Report as of September 2014 September 17, 2014 Chairman Stewart presented the financial report as of September 2014. Commissioner Gregory made a motion to approve. Commissioner Ross seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None 2) ID# 14 -283 Monthly Police and Fire Report Chairman Stewart presented the Monthly Police and Fire Report. Commissioner Gregory made a motion to approve. Commissioner Ross seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None BUSINESS ITEM(S) 3) ID# 14 -284 Main Street Truck Route and Vendor Delivery Concerns PSAC Clerk Dailey introduced the item about the Main Street truck routes and the vendors' non - cooperation with them. These vendors are not following the truck routes laid out for them throughout Main Street. They are to go down Flint Street when coming from the freeway. City Engineer Walter Allison also spoke about this problem stating that Waste Management Trucks cause safety issues parking diagonal on these streets. The roads these trucks are to turn on do not provide enough room for their turning radius. The Commission offered suggestions to staff including upgrading existing signage and educating surrounding businesses and vendors. SUBCOMMITTEE REPORTS STAFF COMMENTS Commissioner Sund, Subcommittee for Public Transportation and Sidewalks, shared that she rode the bus on Route 7, and later in the week will be going on Route 8. She also addressed graffiti on sidewalks in her neighborhood. PSAC Clerk Dailey confirmed that the City Council approved the Pavement Management Program at the last City Council Meeting. The first phase is the Slurry Seal Program covering 20 lane miles of road. This will take place in the weeks to come. The State of the City is coming up on October 17th at the Links at Summerly, free boating days are in effect every Wednesday and Sunday through October 8th, and the Pathway Project will be held on September 16th. City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes September 17, 2014 COMMISSIONERS' COMMENTS ADJOURNMENT Commissioner Sund shared that there will be a neighborhood watch meeting on Tuesday, October 21st. She also informed everyone that 80% of Elsinore High School was flooded, with minor accidents and tree damage during the recent storm. Commissioner Ross thanked those who attended, and promoted the City's "See Click Fix" mobile app. He would like more of the citizens to use this app to report various things that take place in the community. Vice Chairman Gregory shared his story of a partially eaten animal in his yard. He advised everyone to be aware of the animals in the area. Commissioner Hyland shared that Lakeshore Drive needs to be repaved and widened to four lanes. Chairman Stewart thanked everyone in attendance and John Larsen for his presentation. There being no further business to come before the Commission, Chairman Stewart adjourned the regular meeting at 7:33 p.m. to the next regular meeting to be held at 6:00 p.m. on Wednesday, October 15, 2014 at the Cultural Center located at 183 N.
