Other Information Section 1 Triathlon Summary Event Description - This USA Triathlon sanctioned event is a "half iron - distance" triathlon consisting of a 1.2 mile swim, 56 mile bike ride and 13.1 mile run. The swim portion will take place in the waters of Doheny State Beach ( "referred to as DSB "). The bike portion is an "out- and - back" that takes the athletes from Doheny State Beach Park east through the cities of Dana Point, San Juan Capistrano and out Ortega Highway (SR -74) to the turnaround point at El Cariso Village. The run portion of the Orangeman Triathlon is 13.1 miles long and will start and end at the Doheny State Beach and will use the south end of the park and Coast Highway. Event date /time — Sunday, September 23`d, 2012 from Sam until 5pm, at which time removal of event assets and cleanup of the venue will take place. Event setup will take place on Saturday, September 22nd, 2012 from 7:OOam to S:OOpm. Applicants - David Flournoy & Clegg Porter are the Chief Officers of Go Forward Racing, Inc. (GFRI). The Company is in the business of producing large multisport events. The race organizers are long term residents of Orange County and have extensive experience in participating and producing multisport events; along with extensive backgrounds in sales, marketing, and executive management. Contact info is as follows: David Flournoy, dflournov @cox.net/ (949) 419 -5005 Clegg Porter, ciporter @adelphia.net/ (714) 290 -9674 Section 2 — Economic Benefit Due to the growth of the Triathlon Market there is an opportunity to develop a series of triathlon and /or multisport events in Orange County, California, that supports the growing multisport lifestyle. USA Triathlon, the governing body of the sport, estimates the overall annual growth rate is averaging 19.5% for the past several years. The average triathlete is in their mid -to -late 30's, working professionals, college educated, and married, with an average household income of $126,000 per year. Additionally, specialty publications related to triathlon will be notified. All media personnel will be issued press passes for the event. • Community Involvement — There will be significant opportunities for Dana Point & San Juan Capistrano civic, charity or other clubs & groups to volunteer at the event • Pre -Race Fitness Expo — Opportunity for a city to host the pre -race Fitness Expo & athlete packet pickup Section 3 - Charitable Donations Go Forward Racing, Inc. takes pride in establishing world -class multi -sport events for experienced racers and first timers alike, here in Orange County. The key to any event's success depends upon local support from the community where it takes place! For 2012, Go Forward Racing will be selecting a non - profit organization(s) to partner with; in addition, local beneficiaries will include the Doheny State Beach Interpretive Association, Dana Point Chamber of Commerce and a selected San Juan Capistrano organization(s). The Orangeman website will have a feature that allows anyone visiting the website to make a direct contribution to these charitable organizations. In addition, all of our benefiting organizations will be encouraged to have a booth at both the pre -race expo and at Doheny State Beach on the day of the event. This is an invaluable link between our race and the County of Orange and the Cities of Dana Point and San Juan Capistrano that will continue to showcase the area's leadership in community -based events and local support groups and charitable organizations. Whether you are new athlete or a pro, completing a Triathlon can be a life- changing event. We intend to share this spirit in the County of Orange and the Cities of Dana Point and San Juan Capistrano and give back to those who have also overcome significant obstacles. Triathlon Course Description Swim Course —The swim portion of the Orangeman Triathlon is 1.2 miles long and will start and end in front of Doheny State Beach. The swim start and swim finish will be situated near the Lifeguard tower located at south end of DSB. The swim course will be a beach start and head directly out into the ocean for approximately 175 meters, turn south for approximately 840 meters, turn east for approximately 25 meters, turn north for 790 meters, and then heading back to shore for approximately 150 meters. At the completion of the swim, athletes will run from the beach to the transition area located in parking lot at south end of DSB. The bike portion is an "out- and - back" that takes the athletes from Doheny State Beach east through the cities of Dana Point, San Juan Capistrano and out Ortega Highway (74). There is a turnaround on Ortega Highway (74) at approximately mile 22 of eastbound Ortega Highway (74), which is 28 miles into the bike course. Important Note: In accordance with rules for USAT sanctioned events, athletes are required to ride single file except when passing a slower athlete, for safety reasons, for course blockage, for an aid station, for an emergency or when entering or exiting a transition area . A participant who approaches another cyclist from the rear or from another unfavorable position bears primary responsibility for avoiding a position foul even if the cyclist being approached alters speed. As such, an athlete may incur a time penalty for not adhering to this rule. This is important because it means that athletes are never riding more that single file except when an attempt to pass is made. This allows for greater safety on the course and insures that the lane width provided for in Traffic Control Plan is adhered to. The bike course will exit the Doheny State Beach and proceed as follows: Athletes will exit the transition area located in south parking at Doheny State Beach utilizing the OC Parks bike trail Head north on San Juan Creek Bike trail and continue thru Interstate 5 underpass Exit San Juan Creek Bike Trail to Paseo Tirado Turn right at Calle Arroyo and proceed to intersection of Calle Arroyo & La Novia Ave. Proceed on Calle Arroyo to Avenida Siega Make a left to Avenida Siega to Ortega Highway (SR -74) Turn right on Ortega Highway (SR -74) and proceed east on Ortega Highway (SR -74) to turn around point The bike course will be supported with aid stations, approximately every 14 miles. The aid stations will have portable bathrooms, and provide the athletes with water and other sports hydration beverages. Sao r ano 106i Proposed Bike Course Traffic Management Plan The proposed Traffic Management Plan (TMP) specifies unobstructed use of San Juan Creek Bike Trail from Doheny State Beach Park to Paseo Tirador and Calle Arroyo (SJC); unobstructed use of the bike lane and right lane of Paseo Tirador to Calle Arroyo; unobstructed use of bike lane and right lane of Calle Arroyo from Paseo Tirador to La Novia Ave.; unobstructed use of curb to approximately 8 -10' into south side of Calle Arroyo from Paseo Tirador to Avenida Siega; unobstructed use of the bike lane to the curb of Avenida Siega to Ortega Highway (SR -74); and a Caltrans proposed traffic control plan for Ortega Highway (SR -74) from Avenida Siega to the turnaround point at approximately mile 22 of eastbound Ortega Highway (SR -74), at which point the athletes will make a U -Turn and head back west via the same route. GFRI will provide a Traffic Management Plan prepared by a certified Traffic Engineer that meets the approval of each city to insure safety for the participants and general public and minimize the impact to traffic. Signal- controlled intersections GFRI is proposing that all signal - controlled intersections be controlled by flashing red light and a law enforcement officer directing traffic —the right -of -way given to athletes but allowing for traffic to pass thru when safe. Signal- controlled intersections to include the following: 1. Rancho Viejo & Calle Arroyo 2. La Novia Ave. & San Juan Creek Road 3. Ortega Highway & Reata Rd 4. Antonio Parkway /La Pata Avenue & Ortega Highway (SR -74) 5. Ortega Highway (SR -74)) & Nichols Diagnostics Signal- controlled Intersections t5 s Non Signal- controlled intersections To insure optimal safety and traffic control, CHP /San Juan Police Services will have uniformed officers at all key non - signal controlled intersections. Additionally, race organizers will have trained staff /volunteers outfitted in approved fluorescent vests to provide directional support to the athletes. There are three significant non - signal controlled intersections where uniformed staff is required: 1. Calle Arroyo & La Novia Avenue 2. Ortega Highway (SR -74) & Avenida Siega 3. Ortega Highway (SR -74) & Hell's Kitchen (Turnaround point) ,o �e o� �a U 7� �r Or c A Q '* 7 i) M ' � w m ca e 9: VII O ���a Run Course Description Upon leaving the transition area, athletes will head out on to the beach to the water's edge and proceed as follows: Athletes will head north utilizing the park trails at Doheny State Beach; exit the Park onto the sidewalk adjacent to Dana Point Harbor Drive then make a left onto Puerto Place After turnaround on Puerto Place, athletes will head south on the beach across the San Juan Creek then enter the day use parking lot just south of camping area. Athletes will proceed south through the day use area and exit at Beach Rd. /Palisades Drive, and then will proceed south on Coast Highway utilizing the protected pathway on the west side of Coast Highway Athletes will turnaround at Camino Capistrano and head north to just prior to Beach Rd. /Palisade Drive. Athletes must complete three laps of the Coast Highway segment as described above before re- entering day use area of Doheny State Beach and returning to the venue to finish. The run course will be supported with aid stations, approx. every 1 -1.5 miles and will have portable bathrooms and provide the athletes with water and other sports hydration beverages along with sports nutritional products. Signal- controlled intersections GFRI is proposing that all signal - controlled intersections be controlled by flashing red light and a law enforcement officer directing traffic —the right -of -way given to athletes but allowing for traffic to pass thru when safe. Signal- controlled intersections to include the following: 1. Coast Highway & Palisades Rd. /Beach Road Run Course Map Venue Map Section 7 - Other Information Insurance — GFRI will obtain a policy of liability insurance through USA Triathlon. USA Triathlon is the national governing body for the sports of triathlon, duathlon, winter triathlon and aquathlon in the United States. This event will be a USAT sanctioned event and has the proper liability and athlete excess medical insurance coverage and the event plan has met the standard of organization required. This policy will include an endorsement naming the State of California, County of Orange and /or cities as additional insureds and it will contain a special policy endorsement (primary and non - contributory statement) containing special language in addition to the standard proof of insurance required. Traffic Plan / Street Closures — GFRI will provide a Traffic Management Plan (TMP) that will include all the routing plans for traffic and barricades. Parking — It's GFRI's intent to have the parking spaces at Doheny State Beach's Parking Facility available to participants as well as the general public on a first -come and first -serve basis, with the participant or general public obligated to pay for their parking. Costs & Fees All Event Traffic Control costs shall be paid by GFRI. ADA Accessibility & Standards - This event complies with all ADA & Accessibility standards in accordance with Americans with Disabilities Act. This event venue, Doheny State Beach, meets all ADA & Accessibility standards for its intended use. GFRI will insure that all public sidewalks will not be blocked with tents, portable toilets or other structures; cables or electrical cords will not create an obstacle; ADA accessible parking and portable toilets will be available. All Vendors will be prepared to meet any accessibility accommodations. Media Coverage — staff from local newspapers, radio & TV stations will be provided with press releases prior to the event. Additionally, specialty publications related to triathlon will be notified. Medical Assistance — GFRI has a Medical Plan in place to provide adequate support /medical personnel on site to assist participants who are injured or become ill. Swim Course Safety - Our Medical Tent adjacent to the transition area will be staffed by an M.D. and the support staff and equipment he /she deems necessary (prepared for hypothermia, cardiac issues, and triage). o We will have a fully staffed paramedic vehicle with EMT's stationed at the event to be positioned at the end of the utility road at Doheny State Beach that provides access between parking lot and edge of beach. If necessary, this would serve as the extraction point for any occurrences during the swim segment. • Support will be provided by California State Lifeguards and augmented by swim course volunteers and qualified staff. • It is our intent to comply with USAT water safety guidelines or with the California State Life Guard standards, which ever leads to a safer event. The USAT water safety guideline for number of life guards for an ocean swim is 1 life guard for every 35 swimmers in the water. To insure athlete safety on the swim course, we will use a combination of the following: • Boat(s) • Personal Water Craft(s) • Paddle Boards /Kayaks • Life Guards /Swim "Angels" • Communications — GFRI will provide radios and /or specify channel for race communications. All life guards will be in radio contact, except for those actually in the water, with the control boat and the race director head quarters. Upon confirmation of road closure, the swim start can begin. Contingency Plan - If surf conditions or other inclement weather conditions are determined to be hazardous by the California State Life Guards, or the Race Director(s), then the swim will be cancelled and a 1.2 mile run will be substituted; turning this event into a Duathlon. The Race Director(s) will comply 100% with the decision of the Life Guards regarding water safety. Decibel Levels — A public address system and sound system (including music) will be used for essential event announcements and entertainment. Additionally, megaphones will be used to communicate to event participants at staging /transition areas and, at the swim start line. Also, generators will be used on Saturday between 2 -4pm to test PA, lighting and timing equipment systems. On Sunday, a generator(s) will be operated from 5am to 5pm to support essential event operations. Generators 1 Electrical Permit — GFRI will obtain necessary permits for the operation of a generator(s) and any required electrical permits. Onsite Contact / Phone Number— David Flournoy, Race Director (949) 419 -5005, and Clegg Porter, Race Chairman (714) 290 -9674 Participants /Spectators — GFRI anticipates between 1000 and 1800 athletes. Spectators may be expected at various points along the course. Security — GFRI will work with local authorities to determine level of security required. Set -up / Teardown — Event setup will commence on Saturday, September 22"d, 2012. Tear down will be from 5- 11:59pm on Sunday, September 23rd, 2012 that allows for removal of event assets and cleanup of the venue. Tent / Canopy Permits - Tents will be used for timing company, medical staff and race announcer /awards presentations. Additional tents will be used for post —race refreshments served to athletes. Trash Removal — GFRI will contract with a vendor for a pickup of waste removal and recyclables. Both garbage and recycling cans will be placed side -by -side throughout the event grounds, at all aid stations on bike & run course.
