PROPOSED ORDER OF PROCEEDINGS FOR PUBLIC HEARING
March 27, 2012
1. Mayor names the next agenda item:
"Agenda Item No. [L, Public Hearing — Resolution Determining the
Validity of Prior Proceedings Relating to Annexation of Property into
City of Lake Elsinore Community Facilities District No. 2007 -1 (Law
Enforcement, Fire and Paramedic Services); call a Special Election;
Canvas Election Results, and Authorizing the Levy of Special
Taxes for CFD 2007 -1, Annexation Area No. 3 (La Laguna). The
public hearing is hereby officially opened at o'clock p.m."
2. City Manager makes the following remarks:
"Mr. Riley has come forward to present the item. After the staff
presentation, the Council will receive comments and questions and
any oral protests from any interested persons. When all comments
have been received, the Mayor will close the public hearing. First,
City Clerk, please announce the notice. "
3. City Clerk:
"Notice of the public hearing has been published in accordance with
the Mello -Roos Community Facilities Act of 1982 and proof of such
publication is on file in the City Clerk's office."

5. Mayor requests testimony from the public:
'It is time to take testimony from the public."
(a) 'Is there anyone wishing to speak in favor of the district
annexation ?"

annexation ?"
(c) "Is there anyone wishing to speak at all ?"
6. Mayor brings it back to the City Council for City Council discussion
7. The Mayor makes the following remarks:
'Before I formally close the hearing, are there any other property
owners subject to the proposed special taxes who wish to file
written protests? If so, they must be filed with the City Clerk at this
time. For the purpose of a majority protest, only written protests are
to be considered."
[Pause to see if there are any protests.]
"The public hearing is hereby closed."

'At this time, I hereby direct the City Clerk to tabulate the ballots
and announce if two - thirds of the votes cast are in favor of levying
the special tax."
[Pause for tabulation of the ballots.]
11. The City Clerk tabulates the ballots and announces whether two- thirds of
the votes cast are in favor of the propositions.

This ballot is provided to K. Hovnanian Communities, Inc. (aka K.
Hovnanian Companies of California, Inc., a California Corporation), as owner or
authorized representative of Assessor Parcel Number 391 - 820 -002 within
Annexation Area No. 3 (La Laguna Tract 32337) of City of Lake Elsinore
Community Facilities District No. 2007 -1 (Law Enforcement, Fire and Paramedic
Services) and represents 17 or the 59 total votes.
If you wrongly mark, tear, or deface this ballot, return it to the City Clerk of
the City of Lake Elsinore at 130 South Main Street, Lake Elsinore, California
92530.
PROPOSITION Shall City of Lake Elsinore Community
Facilities District No. 2007 -1 (Law Enforcement, Fire
and Paramedic Services) be authorized to levy special
taxes thereof pursuant to the rate and method of
apportionment of special taxes (the "Special Tax
Formula ") set forth in Resolution No. 2012 -003 to
finance the authorized services and administrative
expenses and to fund and replenish a reserve fund, if any,
all as provided for in the Special Tax Formula?
