PUBLIC SAFETY ADVISORY COMMISSION (PSAC)
REGULAR MEETING MINUTES OF JUNE 18, 2014
CULTURAL CENTER, 183 N. MAIN STREET, LAKE ELSINORE, CA 92530
CALL TO ORDER
Chairman Stewart called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE
Commissioner Gregory led the Pledge of Allegiance.

Police Chief Lenny Hollingsworth, Lieutenant David Lelevier, City Attorney
Barbara Liebold, Fire Captain Rich Owens and City Clerk Virginia Bloom.
PRESENTATIONS
Rich Owens, Riverside County Fire Department, presented information about
how to protect your home by creating defensible space around your property.
This is important so that the area is cleared so that firefighters can get in to
protect your property. A 30’ clearance is highly suggested, as trimming and
clearing away all dead vegetation or hanging limbs close to the home . This year
there are above normal high levels of fire risk due to drought conditions. Other
information included power equipment safety tips.
Rich Owens also spoke about the fire that occurred on June 30th at Pacific
Aggregate. McVicker Station was the first station to arrive on scene. Challenges
were different since they were dealing with heavy machinery and there was no
accessibility to water or a hydrant on the property. There was oil burning and
contributing to the fire’s intensity. They were successful in that they were able to
contain the fire to the machine. A total of 10 engines, 1 ladder truck and 2 water
tankers were needed due to the lack of water available.

John Larsen, volunteer with Lake Elsinore Citizens Corp, covered the history,
purpose, and mission of the Citizens Corp. The Citizens Corp has been
established to assist with community and public safety. They offer public health
expos, cert classes, and the Annual Shake Out event, which over 1500 people
attended last year. He also spoke about the stop sign at Conard and Allan
Streets as well as CR&R street sweeping and the damage to curbs.
PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES
Audience requested street sweeping in that area and damages to the curbs at
Conard and Allan Street. Also, a stop sign is needed at that intersection, which
relates to one of the subcommittees that is being looked at tonight.
CONSENT CALENDAR ITEMS
BUSINESS ITEMS
1. Approval of Minutes from May 21, 2014. Motioned by Ross, seconded by
Gregory. Unanimous.
2. Approval of proposed animal control field services. The agreement is for
three (3) years, it will go to the City Council for final approval, but would
like the PSAC Commissioners input. Kristine Anderson, President of the
Board of Directors of the Animal Friends of the Valleys, gave a
presentation on AFV history and current status. She commented on the
numbers of animals picked up and turned in through the year and the
challenges faced with the fires and the Global Captive Breeders
investigation. They are requesting an 8 hour vs. 5 hour day due to the
population growth and increase of stray and relinquished pets.
Commissioner Gregory requested financial reports but commented that
the report they submitted was very well written. Commissioner Ross
would like the reports turned in on a monthly basis. Motioned by Ross
and seconded by Sund, subject to change. Four voted yes, Commissioner
Hyland voted no (Commissioner Hyland felt that it is not a priority – wants
roads paved, etc.)
3. Approval of street name signs on Terra Cotta Road. A resident requested
street signs be installed due to a recent emergency call situation. The
ambulance was unable to find their location during an emergency call and
drove by three (3) times prior to locating them. They are requesting that
three signs be placed on the street. Motion by Gregory, Seconded by
(MALE VOICE ). Unanimous.

4. Establish and Appoint Commission Ad-hock Subcommittee for Animal
Control, Neighborhood Calming and Quarterly Commission Reports.
Motion by Hyland, Seconded by MALE. Unanimous.
PUBLIC SAFETY SUB-COMMITTEE REPORTS

STAFF COMMENTS
Nicole Dailey commented that at the March PSAC meeting a resident
approached requesting that a stop sign be installed at Collier & Nichols. The
cross stop sign has been installed, thanks to Traffic Engineer Rusty Beardsley.
She mentioned that on the way to Storm games, there was a large dip in the road
which has been repaired, thanks to McMillian Homes. She also commented that
during improvements to Main Street some damage occurred to the street signs.
The signs at Main Street & Graham need to be replaced. The Fourth of July is
approaching, please be careful. Nicole announced the City’s fireworks will begin
at 9:00 p.m. and listed various viewing locations. There will be a Splash area at
Elm Grove Beach from 3-6 p.m. and music that can be synched to your radio.
COMMISSIONER'S COMMENTS
Commissioner Sund asked where fireworks are shot at. Nicole said the fireworks
go off at the levy and mentioned viewing by boat. She is not sure if the City will
be providing a boat for the Commissioners to view from, but said that Williams
Bait & Tackle may have boats. Commissioner Sund thanked the speakers for
their presentations.
Commissioner Ross attended Cops & Clergy meeting on June 17th. A
presentation was given on elder abuse and the adult services division.
Commissioner Ross would like to have that presentation made to the PSAC
Commission at a future date.
Commissioner Gregory had not comments.
Commissioner Hyland said that a lot of progress has been made and things are
getting done.
Commissioner Stewart requested that as part of the consent calendar the
financial report be made monthly or bi-monthly. He also commented on the
Caltrans right-of-way, and that a lot of accidents are happening at Collier and
Gunnerson. He asked for Rusty’s input on why this might be happening. Per
Nicole Dailey, Caltrans has $2M funding set aside, but she is not sure where they
are at with this issue. Commissioner Stewart appreciated the signs at Nic hols
Road and Collier.

ADJOURNMENT
There being no further business to come before the Commissioner, Chairman
Stewart adjourned the meeting at 8:55 p.m. to the next regular meeting to be
held at 6:00 p.m. on Wednesday, August 20, 2014 at the Cultural Center located
at 183 N. Main Street, Lake Elsinore, Ca.
