Honorable Mayor, members of the City Council
Item before you this evening is consideration to renew the Professional Services
Contract with Buckman & Associates for the Pavement Management Program.
The pavement management program is a tool that grades the quality of the
streets and assigns a Pavement Condition Index (CPI) number between 0
(failing) & 100 (New Street).
Staff uses this information to schedule maintenance activities including crack
sealing, slurry sealing, overlay or reconstruction.
In 2010 the City entered into an agreement with Buckman & Associates to
provide professional services including Pavement Management Inspections,
.Reports and Recommendations. In addition to the Pavement Management
Program, Buckman & Associates is also providing GIS information to aid in the
data collection of our Signs, Storm Drains, signal lights, etc.
Staff is recommending approval of the 3rd year of this 3 -year contract with
Buckman & Associates to provide professional pavement management services.

Thank you for your phone call. Given all the local film ordinances that I have reviewed on behalf of the
state over the past six years, rarely do I experience a city council member calling me to clarify issues
connected with the ordinance itself or the documents surrounding such. As I said in our phone call today
I will be out of the office for a week beginning Thursday, August 16th. If I have time today or tomorrow
before I leave, I will forward my comments on both the ordinance and the supporting documents. If not,
then I will forward comments after I return.
Because the California Film Commission (CFC) received the ordinance yesterday and the supporting
documents today, I would strongly urge the City Council to postpone the film ordinance agenda item to
the next Council meeting.

(b) At least 30 days prior to the adoption of or an amendment to the written
filming policy of a local government, the local government shall submit a draft
of the ordinance or amendment to the Director of the Film Office. The Film Office
shall review drafts submitted to it and report its findings to the local
government within five working days of receipt of the draft. The local
legislative body shall consider the Film Office's findings prior to final
adoption of the ordinance or amendment unless the commission's findings are not
available within the above prescribed time limits.
Any and all findings made by the commission pursuant to this section shall be
advisory to local government.

The entertainment industry is one of the most important economic drivers of
Southern California's economy. It accounts for 176,700 jobs and $30 billion in
spending in the Southern California region.
There are over 40 states and numerous countries around the world that are
competing aggressively for this business. As a result, the percentage of films shot
in California has decreased from over 66% to less than 40% in a few years. This
loss has had a real economic impact. According to a 2005 report commissioned
by the California Film Commission, 10 "feature films" (budgets greater than $70
million) that leave the state is equivalent to a loss of $106 million in state
revenues, not to mention all the high value jobs and the trickle -down impact on
small businesses such as hotels, restaurants, and dry cleaners that may be lost as
well. With the region's economy still in a fragile recovery and California's
unemployment rate above 10 %, we must look for every opportunity to retain
this unique and valuable asset.
The Southern California Association of Governments (SCAG), California Film
Commission (CFC), FilmL.A., and the Los Angeles County Economic Development
Corporation (LAEDC) have joined together to help protect California's film,
television, and commercial production industry, and the hundreds of thousands
of jobs supported by the entertainment industry throughout the state. On
Thursday, July 5, 2012, SCAG's Regional Council voted unanimously to encourage
its 184 member cities and six counties to adopt a version of the Model Film
Ordinance and Best Practices (MFO /BP) that fits their particular needs.

The Regional Council is comprised of 84 elected officials representing 191 cities, six counties,
six County Transportation Commissions and a Tribal Government representative within Southern California.
But this isn't just about Southern California's economy, it is about bringing jobs
to your community. Economic data shows that for every direct job in the
entertainment industry, 2.7 additional jobs are created, supporting more than
6,600 businesses throughout Southern California.
