Dear Mr. Machott
Your interpretation of my letter to the planning commission dated March 12, 2012 is incorrect.
It was intended to show the inaccuracy of the circulation element of the general plan.
To determine the proper zoning of a area there needs to be a correct circulation element in order to
decide a safe and efficient means for movement of people and goods through the area.
Please include this with my letter to clear up any misunderstandings.

Please consider how you are spending our taxpayer dollars. I believe as
do many of my neighbors we need a larger police force and do not need a
Public Safety Advisory Commission. if the City has money to spend I
would like to see that money go to adding more police officers to the force.

SPEECH BEFORE LAKE ELSINORE CITY COUNCIL
RE: ZONING FOR THE 3RD STREET ANEXATION PROJECT
ON 3/27/12
Mr. Mayor, Members of the City Council and staff. My name is
Mary Venerable and I am a part of the 3rd Street Annexation Project by
owning property on 3rd Street in Lake Elsinore Riverside County.
I have owned this property since 1979 and it was known as Acreage property
covered by the rules of the Riverside County. Our property has had the
opportunity to raise cows (which we did) and horses. We were required to
have Septic Tanks and we were subject to paying for gas connection. In the
years following, we have contended with dirt roads, flooded roads and
horrific traffic problems from Highway 74. According to the annexation
plans, I am my neighbors would be allowed to continue in the prior use of
our property under a "Grandfather" clause.
I have been involved in past community meetings held in 2006 in the process
of annexing my property. It was placed on hold pending completion of LE
General Plan update which was finally adopted on December 2011

The Annexation #81 covers 320 acres locations southwest of State route 74
and northeast of Dexter Avenue and I -15. My property has been zoned as
(CMU) Commercial Mixed Use which I am satisfied with. However, there
are others in the community that are rezoned as R -1, Single Family
Residential; R2, Medium Density Residential and R3, High Density
Residential who also have horses and other types of animals. While many of
them have no problem with the re zoning, there are others who have horses
in these area. I am just reminding you of the "Grandfather provisions ".
In my case, I am concerned that I have a functioning Septic Tank, and I will
not be forced into the expense of connecting with the Sewer that is currently
installed down 3rd Street. I have another concern that we will not be subject
to issues identified by Lake Elsinore's Code Enforcement regulations after
the rezoning is approved.
So I am submitting a reminder of your staff's promised to recognize your
prior agreement regarding the Grandfather provisions and I asking for your
consideration in you're monitoring of the implementation of the re- zoning
conditions.
