At the March 27, 2012 meeting of the City Council, the Council expressed
their desire to support the Orangeman Triathlon scheduled for September
23, 2012. The conditional support includes the temporary closure of
Ortega Highway -74 between the hours of 7:00 a.m. to 12:30 p.m. for the
event, subject to Go Forward Racing Inc. providing proper advanced
BRIAN ruDALE notification to the public for the road closure.

Proper advance notification of the road closure to the public shall include:

.MAYOR PRO rEM 1. Place Changeable Message Signs ten (10) days prior to the event
along Interstates 5 & 15, as well as Ortega Highway -74.

3. Purchase advertisement in the local newspapers to inform the

Pat, adding an item is permissible if the issue arose AFTER the posting g of the agenda,
there is an immediate need to act and the council votes to add the item by a 4/5
affirmative vote. We can present this tonight and ask for vote to add it to the agenda for
immediate action.

Speech to City Council
On March 27, 2012
My name is Mary Venerable and I come before you today with deep
concern about the procedures you will use to establish the requirements
to evaluate applicants for the position of Business Manger. I am
concerned that the current staff is not equipped to do the job. I strongly
recommend that you hire a company trained to do the job and that there
be several people in the community on a committee responsible for
developing selection criteria for the review of applicants applying for
the position. I believe the criteria should include some of the concerns
cited by City Council Members in their discussion /criticism of the
previous Business Manager. The criteria can also be used in future in the
development of performance evaluation standards. I am offering to
participate in this process (free of charge) based on my 36 years of
Federal Service in the field of Personnel Management.
I submit that you must go out and engage qualified recruiters. You must
insure that the salary you are offering (based on a competent salary
survey) is comparable to support the hiring of a qualified applicant.
Again, I am getting involved because of the poor way you handled the
"firing" or non - renewal of Mr. Brady's contact. It is unfortunate that
you are in this situation due to the poor practices of performance
evaluation in the past six years. I submit that if you do it right this time
in your recruiting, you will not have this before you if you hire the "Best
Qualified" individual for the very responsible job of Business Manager.
