HomeMy WebLinkAbout2012-03-27 City Council Agenda Item No. 12REPORT TO CITY COUNCIL TO: HONORABLE MAYOR AND COUNCILMEMBERS FROM: PAT KILROY, INTERIM CITY MANAGER DATE: MARCH 27, 2012 SUBJECT: REQUEST FOR SUPPORT OF ORANGEMAN TRIATHLON Background Go Forward Racing, Inc. is sponsoring the Orangeman Triathlon race on Sunday, September 23, 2012. The marathon race is composed of three athletic segments for swimming, bicycling and running. The 56 -mile bicycling segment will start at Doheny State Beach in Dana Point and travel over Ortega Highway (Hwy -74) to El Cariso Village, then loop back. Go Forward Racing, Inc. has requested Caltrans temporarily close Ortega Highway (Hwy -74) for the event from 7:15am to 12:30pm on September 23rd. Go Forward Racing, Inc. is requesting a letter of support from the City of Lake Elsinore for the event as part of their encroachment permit application to Caltrans. Discussion The current and past Orangeman Triathlon events appear to be well organized. Go Forward Racing, Inc. has received letters of support, confidence, and /or approval from the following organizations: • City of Dana Point • City of San Juan Capistrano • Orange County Fire Authority • Riverside County Emergency Medical Services Agency The Orangeman Triathlon event does not enter the jurisdiction of the City of Lake Elsinore, so it is not necessary for the City to issue a permit for the event. The California Highway Patrol will handle all traffic operations; therefore, City Staff anticipates minimal impact on City Streets, as well as minimal impact to the Lake Elsinore Sheriffs Department. AGENDA ITEM NO. 12 Page 1 of 13 The temporary closure of Ortega Highway (Hwy -74) for the event will result in an inconvenience for motorists. Go Forward Racing, Inc. intends to mitigate the temporary closure by implementing the following proactive measures: 1. Provide advance notice to motorist of the temporary closure by placing Changeable Message Signs ten (10) days prior to the event along Interstates 5 & 15, as well as Ortega Highway. 2. Mail letters notifying residents and businesses affected by the event. 3. Purchase advertisement in the local newspapers to inform the public. Fiscal Impact No fiscal impact. Recommendations City Council should consider the City's support for the event, then provide direction to Staff on one of the options below. Option -1: Approve support for the event and direct the City Manager to prepare a letter of support to Go Forward Racing. Option -2: Deny support for the event. No further direction is necessary.
