Dear City Council Members,
Myname is Katie Lackey, and I have been a resident of Lake Elsinore for 28 years.l have
spoken at previous City Council meetings, and have witnessed manypositive changes within our
city. I stay informed of the current issuesaffecting Lake Elsinore, and I look forward to a
promising future for our finecity as it continues to grow and prosper.
I amwriting this email to express my concern with the current developments involvedin
the process of selecting a council member to replace the recently resignedmayor. I was relieved
to learn the possible candidate pool has been increasedto four rather than the original two
finalists previously announced. I realizethe process needs to be expedited in order to have
continuity with the currentcouncil and to avoid an unnecessary special election. Because of these
specialcircumstances, it makes the most sense to consider the most qualifiedindividual based on
experience and knowledge.
The idealreplacement Council member should be anindividual who will assimilate easily
into the current City Council without thestanding members needing to orient or educate this
individual to complicatingrules and procedures. The current pool of candidates has one such
individual,and that finalist is Genie Kelley. While I am unable to speak on her behalf atthe
Council meeting Sept. 13th due to a previous commitment, I wanted to make sure my voice
washeard. I am confident in Mrs. Kelley's abilities, as I have witnessed heroutstanding
performance on previous councils. Please consider the voice andopinions of residents when
making your final decision.

I am writing to recommend Rick Morsch for a position with the City of Lake Elsinore. I have
worked with Mr. Morsch for the last 18 months and from my experience in dealing with Mr.
Morsch, I feel he is a highly qualified candidate for a position in the city's government.
Mr. Morsch has shared his expertise and knowledge in a manner that has helped me in a
tremendous way when dealing with the rebuild of my store. He is not only thorough, but also
easy to work with, and always willing to take the time to discuss my concerns and respond to
questions. His knowledge and attention to detail have aided in keeping our company on track
during the recent catastrophe that has forced me to practically restructure my building.

City Council Replacement Statement
As most of you know, Mrs. Kelley has served as a member
of the City Council capacity for 13 years, having been elected in
1995 through the 2008 election. During these years, she has
served in both the positions of Mayor and Mayor Pro Tem.
Because of her past experience, the City Council is urged to
select Genie Kelley to the vacant position on Lake Elsinore's
City Council.

I am sorry I could not be here tonight for this very important meeting and critical decision
for our city's future. I am out of town on business which was planned some time ago, and
I tried to change for this important meeting, but could not.
I have seen the city go through tough time in the past 30+ years, with individuals on the
council that have their own agenda ahead of what is really good for the city and the
"quality of life" decisions in Lake Elsinore. individuals, including council members,
have tried to tear down the city's staff and local government for their own personal
fulfillment and cast doubt on the ability of our city council's leadership to create an
atmosphere of growth and prosperity. Businesses, developers, national companies look at
our city and to see how stable and what kind of leadership (positive or negative) we have,
and is this a healthy business environment or a city in turmoil? And quite frankly we have
had a poor reputation at times in our city's past, as recently as this past year when there
was a movement to replace our very trustworthy city manager and legal council. These
self serving movements create instability in our local government and in the city's staff,
and as a business owner I would never allow them to fester, as I would hope they would
not in our city government.
The decision you are faced with tonight is a very critical decision for our city and the
momentum we have experience over the last decade. Whether we can continue to that
momentum or get caught up in power struggles and self agenda actions as we see in
Sacrament and Washington D.C.
First let me say, I would much rather go through a $70,000 mid term election and have
the right person than have the wrong person picked for this position. The $70,000 would
pale to having the wrong person selected and making the wrong decisions for our city.
With that said, I would like to talk about a candidate you have chosen a s one of the 4
from your interviews. Genie Kelley has lived in this city as long or longer than I have.
She has known the ups and downs; she has seen & experienced both. I know her track
record with regard to city council leadership, and while I do not agree with everything
Genie has done in the past, I know her decision come from her heart not from her ego.
She really "has a heart" for our city and just to show you how much she cares for out
city ............. she has come out of retirement with concern of most recent events in our
city and the council, and wants to inject her wisdom, experience and objective opinion in
the important decisions that our city government will face in the current economy and in
the emerging future economy. She will add a balanced approach to the choices that are so
critical to our controlled growth and stable business environment. Let's not go
backwards. Her experience will allow her to move in to this position and hit the ground
running with very little "catching up ". As an owner of 2 businesses in this Lake Elsinore
and a resident, I want Genie Kelly voting for me on the Lake Elsinore council, with her
insight, understanding, and positive approach to resolutions that our city will need to face
the future.
