BRADY CITY MANAGER DATE: SEPTEMBER 13, 2011 SUBJECT: CITY COUNCIL VACANCY Background On July 26, 2011, former Mayor Amy Bhutta submitted her resignation from the City Council. The resignation was effective immediately thereby creating a vacancy on the City Council. Pursuant to applicable law, the vacancy must be filled by appointment or the City Council must call a special election within 60 days. Pursuant to City Council Policy No. 200 -11, the City Council is required to immediately take steps towards filling the vacancy. A Notice of City Council Vacancy was posted and published that provided for a two week application period. A total of sixteen applications were received. At the regular meeting of August 9t", the Council appointed Council Member Tisdale and Council Member Melendez to serve as the subcommittee to review applications and interview all of the applicants. The subcommittee conducted interviews on Friday, August 19, 2011. Discussion Pursuant to the Council Policy and as directed by the City Council, the subcommittee announced a short -list of applicants for consideration of appointment by the entire City Council; said Notice is attached. Copies of the applications completed by each of the four finalists are also attached. It is suggested that following the staff report, the City Council receive public comments. At the conclusion of public comments, each applicant will be invited to make a 3- minute statement. After the candidates' statements, the City Council will have the opportunity to ask questions and make comments which will be followed by the nomination process. The City Clerk will conduct the nomination process. A close second is my affection for this City; I love the people, the rich history, the recreational opportunities, the vistas and the potential for responsible growth. As an individual citizen, there are limitations of time and resources which limit any significant impact on a community. I am at a point in my career where I want to do more for this city, a city that encourages the participation of its residences and deserves the best it has to offer. The ability to provide for local needs is one of the strengths of local government. I have been a part of the expansion of several cities such as Monrovia, Arcadia, Pasadena and some suburbs of Los Angeles, and have learned important lessons along the way. We must provide a city government that is responsive to it's citizens and friendly to it's commerce. We must provide amenities that encourage local shopping and recreation so that people don't have to leave our community to find the resources and activities they need to enrich their lives. We must provide public parks, sports grounds, community centers, libraries and other public facilities that compliment the needs of our people. The responsible expansion of Lake Elsinore is also of great importance to me. We are in a process of reviewing and adopting a General Plan that will guide us for the next 20 years and I would like to be a part of that process. In addition, the City must adopt ordinances and amend the Municipal Code to comply with the new General Plan and I would like to be a part of that process as well. I've been a practicing Civil Engineer for the past 37 years and have been licensed for the last 34 of those years. I've also been a business owner for 31 years as owner of Morsch Engineering Co. As a business owner and a Civil Engineer I have considerable experience in running my own business while conserving and protecting the investments of my clients in both the private and government sectors. Summarizing 37 years of experience is impossible in the space allotted, but I'll just say it covers nearly every facet of land planning and development from private to commercial to industrial to education and government. Finally, I've attended nearly every. City Council and Planning Commission meeting for the past 2 years and have studied the issues as if I were the one making those decisions. I have been fortunate to have served on the Planning Commission for the past year and have found my time on the dais very comfortable. I am ALWAYS prepared and try to conduct myself in a professional and dignified manner that reflects positively on the City of Lake Elsinore. My passion for this City and its people knows no limits. Whether on the Planning Commission, or as a volunteer on the Citizen's Corps (for the last 2 years) or just helping someone get a permit, I will always be a participant because that is what I truly love doing.
