The City Council of the Cite of Elsinore does ordain as folloos'; ft S ECTICI4 1,...Zt shall be unlawful for any person, -whether as 5 (principal or agent, clerk or employee, either for himself or for any other person_ or for any body corporate, or as an ^ffice-r of any r, corporation,,or other -iUse, to cormaence or carry on any business, show, exhibition or gaaie,:in this Ordinance specified, in the City 7 of Elsinore, without first having procured a license from said City to do so or without complying with any and all regulations of such business, show, exhibition or gaze contained in this Grdinance� and the carry =ing on of any such business, show, exhibition or gate 9 without having first procured a license from said City to do sob or without complying with any and all regulations of such business, to show, exhibition or game contained in this Ordinance shall constitute a separate violation of this Ordinance for each one every day that ll such business, shovA`` exhibition or game is so carried on. 12 SICTIOY 2,,, i� amount of any license imposed in this Crdi- inance shall be deemed *a debt due to the City of - 1sinore, California 13 from the person required to pay the same and an immediate cause of action shall accrue to the City of Elsinore for the collection 14 thereof in any court of competent jurisdiction, 9 15 SECTION 3,.. Before any license is issued to any person, firm or corporation, such firm or corporation, or person shall rake 16 application therefore to the City Clerk of said City of 21sinore, to license shall be issued to any person, firth, or corporation 17 or partnership conducting or carrying, on any business, show, exhibi- tion or game, under a fictitious name, unless an affidavit be filed 18 in the Office of the City Clerk of the City of Elsinore, California, showing the true name of the owners of such business. show, exhibi- 19 tion or game; provided, however, that such license may be issued in the true name or names of the owners of such business, show, exhibi- 20 tion or game without the filing of such affidavit. 21 j SECTION 4, --. =i o license granted or issued under the provisions of this Ordinance shall be in any wanner transferred or assigned:, 22 nor shall it authorize any person, firm or corporation other than those therein mentioned or named to conduct such business, 23` SECTIOTT 5,,,,1111 license fees shall be paid in advance and 24 shall be due and payable on the first day of the period for which such license is issued. 'ill monthly licenses shall be for a 25 calendar month, all quarterly licenses shall begin on the let days of January, April, July and October and shall expire at the end of 28, the third calendar month thereafter, All semi- annual licenses shall begin or the let days of January and July of each year and 27 shall expire at the end of the sixth calendar month thereafter,an.d all annual licenses shall begin on the first day of July of each 28 year and shall expire on the 313th day of the following June, io license fees shall be pro -rated and the full fee shall be paid for 29 any portion of the period during which any business, show, exhibi- 30 tion or game is operated in the City of Elsinore. 5 CTI0N 6....�If a license fee due under the terms of this '. 31 Ordinance is not paid within ten days from the time the same isuue, a penalty of ten per cent shall be added, and if not paid within 82 'twenty days from the time the same is due, an additional penalty of t,',- 1 2 3 4 5 8 7 8 9 10 11 12 13 14 15 16 17 18 19 S CTIOIE 7. _Every person, firm, or corporation having a li- cense under the provisions of the Ordinance and carrying on a busi- ness, show, exhibition or game, at a fixed place of business, shall keep such a license posted and exhibited while in force, in some conspicuous place or part of said place of business. every person having a license and not having a fixed place of business, shall carry such license with him at all tides while carrying . on the business, show, exhibition or game, for which the same is granted, provided that the license of any truck, automobile, or vehicle, shall have a suitable tag provided by the City and placed in a con- spicuous part of such truck, automobile, or vehicle. Every person, firm or corporation having a license under the provisions of this Ordinance shall produce and exhibit the same, when applying for a renewal thereof, and whenever reouested to do s by a police officer, or by any officer authorized to-issue, inspect or collect licenses. SECT'10717 8<...ill police officers are hereby appointed Inspect- ors of Licenses, and in addition to their several duties as police officers are hereby required to examine all places of business and persons in their xespective beats, liable to pay a license, and to see that such licenses are taken out, and shall have the right and exercise the power;;. -- first, to make arrests for any violations of this Crdinance; second; to enter, free of charge, at any time, any place of business for w=hich a license is required by this Ordinance and to demand thexhibition of such license for the current term by any person engaged or employed i. the transaction of such busi- ness and if such person shall then and there fail to exhibit such license, such person shall be subject to the punishment hereinafter fixed for violation of this Crdinance, It is hereby wade the duty of the police officers to cause complaints to be filed against all persons violating any of the pro- visions of this Ordinance. Such police officers as such Inspectors of Licenses shall make out once a month a list of persons, firms cr corporations carrying on the business -within their respective beats and havins no licenses with their addresses, and deliver such list, legibly and carefully written, to the City Clerk, 'he names and the addresses of all such as may be doing business without a license immediately upon the fact coming to their knowledge. 21 .. Clem shall issue to said soldier, sailor or marine without 17 cost, a license therefore upon the production of such honorable dis- charge, together with a doctor's certificate signed by a physician 18 having an office in Elsinore, shoring that aprlicant is unable to obtain a livelihood by manual labor, 19 SEC'ICL 14....
