AN ORDINANCE OF THE CITY OF
ELSINORE: REGULATING PUBLIC DANCES
The City Council of the City of Elsinore does ordain
as follows:
Section I. It shall be unlawful for any person,
association of persons or corporation to conduct or assist in
conducting any public dance hall, dancing club or any public
dance in the City of Elsinore on Sunday or between the hours of
twelve o'clock midnight and six o'clock A.M. on any day.
Section 2. It shall be unlawful for any person,
association of persons or corporation to conduct or assist in
conducting any public dance hall, dancing club or any public
dance in the City of Elsinore at other times than those specified
in Section 1 hereof, unless under and by authority of a written
permit from the City Council of said City.
Section 3. Such permit shall contain the name and
address of the applicant or applicants therefor, the name and
address of any manager or employee who will be in charge of said
dance, the date and time for which said dance is permitted, the
place where said dance is permitted, and any conditions concern-
ing the management of said dance which may be found to be
eomportable with the public welfare and imposed by the City
Council.
Said permit shall not be transferable, except by
consent of the City Council,.
Said permit shall be posted in a conspicuous place on
the premises where the dance for which such permit is issued is
conducted, and shall remain so posted during all the,time the
dancing is taking place.
Said permit shall be revokable at the pleasure of the

City Council.
Section 4. The City Council may make rules and
regulations governing dances held under permits issued in
accordance with the terms of this Ordinance, and shall require
that a police officer, to be designated by the City Council,
shall be in attendance at all times during said dance. The
amount to be paid said officer shall be fixed by the Council and
shall be deposited by the permitee with the City Clerk before
said permit is issued. Said dances shall be conducted in
accordance with such rules and regulations and all of the laws
of the State of California and in such manner as will comport
with the public welfare.
The City Council, before issuing any permit, will first
satisfy itself that the conduct of such dance will comport with
the public welfare and for such purpose any fact or facts or
evidence bearing on the place where such proposed dance is to be
located, the character, reputation and moral fitness of those
who will be in charge of it, and any other facts or evidence
tending to enlighten said Council in this respect may be
presented to the Council.
Section 5. A license fee of $2.00 shall be charged
and collected for each permit for each dance.
Section 64 For the purpose of this Ordinance;
(a) "Public dance hall" is defined to be a
place where dancing is conducted, whether for profit or not, and
to which the public is admitted, either with or without charge,
or at which the public is allowed to participate in the dancing,
either with or without charge.
(b) A "dancing club" is defined to be any club
or any association of persons, the chief purpose and activity
of which club is to conduct dances for its members or guests, or
which is organized solely for the purpose of conducting a single

l dance. No fraternal or other organization whose chief purpose
21I and activity is other than dancing or conducting dances shall be
3 considered a dancing club,
411 (c) A. "public dance" is defined to be a
5'I gathering of persons in or upon any premises where dancing is
611 participated in either as the main purpose for such gathering or
7 i as an incident thereto and to which premises the pubiie is
811 invited or admitted.

9 Section 7. Any person violating any of the provisions
10' of this Ordinance shall be deemed guilty of a misdemeanor and
11 shall, upon conviction thereof, be fined in the sum of not more
12 than Three Hundred ($300.00) Dollars, or be imprisoned in the

13 City Jail of said City for not more than three months, or by
14 I both such fine and imprisonment.

15 Section 8. Ordinance No. 187 and Section 26 of

16 j Ordinance No. 161, and all other Ordinances or parts of
17 ii Ordinances in conflict herewith are hereby repealed,
18 ii Section 9. The City Clerk shall certify to the
19 1 adoption of this Ordinance and cause the same to be published

20 i once in the Elsinore Leader- Press, a' newspaper of general
21 circulation printed, published and circulated in the City of
22 it Elsinore.
