A'N ORDINANCE OF THE CITY OF ELSINORE, CALIFOR11tIii, AiV7ENDING ORDINANCE NO. 247. The City Council of the City of Elsinore does ordain as follows: Section 1: Ordinance No. 247 of the City of Elsinore is hereby amended by adding a new Section, to be numbered Section 12 and reading as follows: "Section 12: There is hereby created and es- tablished within the City of Elsinore Defense Council (1) a Citizens Defense Corps, and (2) a Citizens rear Services Corps. The Citizens Defense Corps shall be organized and directed by a Commander, to be appointed by the City Council and to serve at its pleasure. During any period of a state of extreme emergency, as defined in Section 1506, Chapter $2-JD, Statutes of 1943, approved by the Governor January 30, 1943, the Commander shall have complete authority over all agencies of the City government and the right to ex- ercise within the confines of Elsinore City all police power vested in the State and County and City by the Constitution and the laws of the State of California and Ordinances of said City, particularly subject to the Drovisions of Chapter 9-415P, Statutes of 1943, in order to effectuate the purposes of said chapter last above mentioned, it being understood that during such times the Commander shall have the power and right to issue and enforce such orders, rules, and regulations as may be necessary for the 1. l� 2) 3 4 5 6 7 8 10' 11 12' i 13 r 14 re w 15 m oa9� 16 d y 5 w mm "N 17 ' =m <W w_> X 18 a w m 19 20 21 22 23 24 25 26 27 28 1 29 1 30 31 32 protection of life and property. Such powers shall be subordinate to the emergency powers vested by law in the Governor of the State and certain other State officials. The Citizens We.- Services Corps shall be or- ganized and directed by the Director of Citizens War Services, to be appointed by the City Council and to serve at its pleasure. The Commander of the Citizens Defense Corps and the Director of the Citizens War Services Corps shall be members of the Defense Council. The committees of the Defense Council whose functions pertain to civil- ian protection shall be under the direction and super- vision of the Commander, and those whose functions pertain to civilian war services shall be under the direction and supervision of the Director of the Citizens War Services Corps. The duties and responsibilities imposed by this ordinance upon the Chairman of the Defense Council, the Commander of the Citizens Defense Corps, and the Director of the Citizens War Services Corps, may be exercised and discharged by one and the same person. There is hereby created a Personnel Officer,who shall be appointed by the Chairman of the Defense Council in the event said Chairman at the time is also functioning in the capacity of Commander of the Citizens Defense Corps and Director of the Citizens Velar Services. Otherwise, said Personnel Officer is to be appointed by the Director of the Citizens War Services Corps. The Personnel Officer shall hold office at the pleasure of the appointing agencies. Section 2: This ordinance is hereby declared to be an urgency measure necessary for the immediate preservation of the public peace, health, convenience, and safety. The occasion con - stituting the urgency is the fact that the United States is now at war. Section 3: The City Clerk shall certify to the adop- tion of this ordinance, and cause the same to be published once in the Elsinore Leader - Press. Attest: City Clerk of the City of Elsinore.
