NUISANCE ABATEMENT HEARING

CALL TO ORDER
Chairman Blake called the Nuisance Abatement Hearing to order at 5:01 p.m.
PLEDGE OF ALLEGIANCE
Chairman Blake led The Pledge of Allegiance.

Also present: Code Enforcement Supervisor Lopez, Code Enforcement Officer
Hernandez and Community Development Tech Teyler.

CONSENT CALENDAR
1. & 2. APPROVAL OF MINUTES
MOVED BY BOARD MEMBER THOMAS, SECONDED BY
COMMUNITY DEVELOPMENT DIRECTOR GRANT TAYLOR
AND CARRIED BY UNANIMOUS VOTE OF THOSE PRESENT
TO APPROVE THE MINUTES OF APRIL 1, 2014 AND APRIL 21,
2014.
PUBLIC HEARINGS
3. 305 WEST SUMNER APN 374 - 072 -047 LAKE ELSINORE CA
Code Enforcement Officer Hernandez gave a history of the case to the Nuisance
Abatement Board. He stated the property caught his eye due to a hole in the

roof. He explained there exists property maintenance issues including
overgrown vegetation, trash, debris and no address numbers. He stated notices
and citations were issued before contact from the property owner representative.
The Nuisance Abatement Board discussed the case.
Chairman Blake asked the speaker to come to the podium.
Maria Mercado from Century 21 Real Estate introduced herself as the current
listing agent for the property. She stated she had been working with the family
regarding this problem for the last five years. She indicated the owner was an 85
year old lady who lived in New York with a lot of health issues. She commented
that her daughter, Mia Bloom, had been in contact with the city. She explained
the situation with the property maintenance and the selling of the property. She
requested an extension.
Chairman Blake discussed liens on the property with Realtor Mercado. He asked
Realtor Mercado if the appraisal showed the property as one lot, what was its
highest and best use and if she was comfortable with the value.
Realtor Mercado stated yes, and that it was zoned commercial.
Community Development Director Taylor stated it was zoned C1 neighborhood
retail uses.
Chairman Blake asked Realtor Mercado if she was authorized to speak on the
owner's behalf.
Realtor Mercado stated she only had a listing contract at the time.
Chairman Blake asked her if the property was occupied and was someone there
paying rent.
Realtor Mercado stated no. She stated the house had been built in 1920 and
had been vacant since 1960.
The Nuisance Abatement Board and Realtor Mercado discussed demolishing the
house, the property and the zoning further.
Public Hearing closed at 5:19 p.m.

4. 206 N. LINDSAY APN 374 - 151 -002 LAKE ELSINORE CA
Code Enforcement Supervisor Lopez gave an overview of the case. He
indicated the case began when a Building Inspector did an inspection and found
illegal electrical and other building code issues. He stated the home is vacant.
He indicated all notices have been returned "Unclaimed." He recommended that
the property be declared a Public Nuisance so it can be referred over to a court
appointed receiver.
Nuisance Abatement Board and Code Enforcement Supervisor Lopez discussed
the case and property.
Chairman Blake expressed his concerns regarding not enough time had elapsed
in trying to notify owner of our intentions. He discussed the known history of the
property.
Code Enforcement Supervisor Lopez explained the process in notifying the
owners.
Nuisance Abatement Board and Code Enforcement Supervisor Lopez continued
to discuss the case and property.

SECONDED BY BOARD MEMBER THOMAS AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT TO DECLARE THE
PROPERTY LOCATED AT 206 N. LINDSAY, APN 374 - 151 -002,
LAKE ELSINORE, CA, A PUBLIC NUISANCE AND CONTINUING
THE PROPERTY TO NEXT NUISANCE HEARING.
4. 411 N. MAIN STREET APN 374 - 063 -012 LAKE ELSINORE CA
Code Enforcement Officer Hernandez gave an update on the case and the
violations that remain on the property. He recommended that the Nuisance
Board declare the property a public nuisance.
Code Enforcement Supervisor stated the property owner claimed he was in
bankruptcy and the property was showing foreclosure activity.
Nuisance Abatement Board Members discussed the case and property.

UNANIMOUS VOTE OF THOSE PRESENT TO DECLARE THE
PROPERTY LOCATED AT 411 N. MAIN STREET, APN 374 -063-
012, A PUBLIC NUISANCE AND REFERRED TO A COURT
APPOINTED RECEIVER.
5. Code Enforcement Comments:
Code Enforcement Supervisor Lopez gave an update on 501 N. Spring
Street.
Code Enforcement Officer Hernandez gave an update on the vacant lot on
the corner of Spring Street and Flint.
Chairman Blake asked about 3392 Driftwood. Code Enforcement
Supervisor Lopez stated that property was in receivership.
Code Enforcement Supervisor Lopez gave an update on 29473 Tours
Street.
Community Development Director Taylor asked about 522 Riley, Reyes'
property. Building Official Belvin stated they were making progress.
6. Nuisance Abatement Board Comments:
Community Development Director Taylor gave an update on Trevi Lanes,
32170 Mission Trail. He started Trevi Lanes, 32170 Mission Trail will be
coming back before the Nuisance Abatement Board in thirty days.
ADJOURNMENT
Chairman Blake adjourned the meeting at 5:42 p.m. to the next regularly
scheduled meeting to be held on Tuesday, July 1, 2014 at 5:00 p.m. at Lake
Elsinore Cultural Center, 183 N. Main Street, Lake Elsinore, California.
