AN CRDINANCE REGULL ING THE NATTER OF PUBLIC
DANCES IN THE CITY CF ELSINOPE.
The Board of Trustees of the City of Elsinore do ordain as follows:-
Section 1. It shall be unlawful for any person, association of persons
or corporation to conduct or assist in conducting any public dance ha11,
dancing club or any puulic dance in the City of Elsinore on Sunday or between
the hourw of 12 o'clock midnight and six o'clock A.M. on other days unless
under and by authority of a written permit from the Board of Trustees of
said City and no permit issued under this ordinance shall be transferable
except by the consent of the said Board of Trustees.
Section 2: (a) Such permit shall contain the name and address of the
applicant or applicants therefor, the name and address of any manager or
employee who will be in charge of said dance, the date and time for which
such dance is permitted, the place where said dance is permitted, and any
conditions concerning the management of said dance which may be found to be
comportable with the public welfare and imposed by said Board of Trustees.
(b) Such permit shall be posted in a conspicuous place on the premises
where the dance for which such permit is issued ig conducted and shall remain
so posted during all the time dancing is taking place.
(c) All permits issued under the terms of this ordinance shall be revok-
able at the pleasure of the President of the Board of Trustees to take effect
on notice to the applicant but may be reissued at any regular or called meet-
ing of said Board by vote of three of its number and when so reissued shall
not be revokable by said president.
Section 3: (a) The Board of Trustees may make rules andregulations govern
ing dances held under permits issued in accordance with the terms of this
ordinance and the said dances shall be conducted in accordance with such rules
and regulations and all the laws of the State of California and in such manner
as will comport with the public welfare.
(b) Said Board of Trustees before issuing any permit will first satisfy
itself th.t the conduct of such dance gill comport with the public welfare
and for such purpose any facts or evidence bearing on the place where such
proposed dance is to be located, the character, reputation and moral fitness
of those who will be in charge of it and any other facts or evidence tending
to enlighten said Board in This respect and for that purpose said Board may
by resolution design at the City Clerk, the City Marshall or any one member
of the board to make such investigation and hear such evidence and a permit
duly signed by such designated person and containing the required statements
shall be prima facie evidence that the Board is satisfied as to the necessary
facts and that said permit has been regularly issued.
Section 4: The following license fee shall be charged and collected for
permit granted as herein provided:
(a) For a permit for a single dance $1.00
Section 5: For the purpose of this ordinance
(a) A "Public dance Hail" is defined to be a place „here dancing
is conducted whether for profit or not £or profit and to hich"ethe. public is
admitted either with or Noithout charge or at which the public is allowed to
participate in the dancing, either with or without charge.
(b) A "Dancing Club" is defined to be any club or an associa-
tion of persons which conducts dances for its members or guests more often
than once per month or which is organized solely for the purpose of donduct-
ing a single dance.
(c) A "Public Dance" is defined to be a gathering of persons
in or upon any premises where dancing is participated in either as the main
u purpose for such gathering or as an incident to some other purpose and to
which premises the public is admitted.

Section 8: This ordinance shall take effect immediately upon its
passage, approval and publication as provided by law.
